CALL TO ORDER
The September 8, 2015 meeting of the Health and Human Services Board was called to order by
Health and Human Services Board Chair Chris Babbitt at approximately 5:30 PM. Welcome to
everyone.

APPROVAL OF MINUTES
Health and Human Services Board Chair Chris Babbitt asked the board if there were any
changes, corrections, or additions to the August 2015 meeting minutes. With none noted a
motion was made by Supervisor Novotny and seconded by Supervisor Anderson to approve the
minutes. A voice vote was taken and minutes were approved.

PUBLIC COMMENT
One gentleman representing the Forest Voice addressed the board regarding the potential health
effects of wind turbines and the rules and regulations surrounding the installation and use of
wind energy systems.
No further public comment.
BUSINESS ITEMS
1. Vectorborne Disease Control Presentation
Public Health Administrator Deb Lindemann introduced Vector Ecologist Dave Geske
from Lacrosse County Public Health . Geske presented information to the board
regarding mosquito borne and tick borne diseases and the work being done to control or
eliminate them within Wisconsin and St. Croix County.
A few questions and further discussion was had amongst the board.

2. Wisconsin Well Woman WISEWOMAN Program
Director Johnson indicated this was a previous agenda item and that it is coming to them
tonight with further information related to funding. Public Health is in the process of
drafting a contract with the state of which the full amount annually is expected to be
$60,000. This would require serving approximately 50 women each year, but in 2016,
while the program is starting, the projected budget will be $26,000 with a goal of
reaching 25 women. This program is aimed to address chronic diseases in women in
order to avoid further life threatening illnesses. Training is currently taking place within
Public Health and they are working hand in hand with Westfields Hospital to provide the
follow up care.
Johnson informed the board that he will look to Public Health to implement this program.

3. Proposed Legislation Assembly Bill 311 and Senate Bill 328
Director Fred Johnson noted that title Senate Bill 328 should be 238. These proposed
bills are regarding family planning clinics and Public Health Departments that can
currently buy their medications at special pricing (340B) as well as bill Medical
Assistance (MA) for handling and clinic time. These bills would require billing of actual
acquisition costs and dispensing fees under the MA program which would result in lost
revenue for reproductive health and our ability to serve low income residents.
Director Johnson shared that previously the board drafted and sent a letter to the state
legislators regarding the Medicaid audit of family planning.
After discussion, Chair Babbitt proposed sending another letter as well as drafting a
resolution in time for the October 6th Board of Supervisors meeting which would require
an extra Health and Human Services Board meeting.
A Motion was made by Board Member Heather Logelin directing that a revised letter for
Health and Human Services Board Chair to review, sign, and send to state representatives
as soon as possible, as well as directing staff to draft a resolution for the Health and
Human Services Board to approve and pass prior to the October 6th County Board of
Supervisors meeting. This resolution would then go before the County Board of
Supervisors at the October 6th meeting for their consideration to take action on Senate
Bill 238 and Assembly Bill 310. Second by Board Member Deb Rasmussen. Voice vote
taken, all approved.

4. Enroll Wisconsin Update
Health and Human Services Director Johnson shared that this was placed on the agenda
per a request by Board Member Logelin. Johnson informed the board that Workforce
Resource was awarded another grant to do enrollment work in 2016. St. Croix County
has reached out to Workforce Resource as well as to Polk County, who previously had a
Certified Application Counselor, to see if we can look to them for some assistance with
enrollment. Health and Human Services has no further funding to hire staff to assist with
enrollment but could consider contracting with another county and will look to our local
partners that have trained Certified Application Counselor's (CAC's) available for the
2016 enrollment period to the Affordable Care Act. (ACA)

5. Health Center Facility Planning Project Report
The board viewed a video made available by Market Johnson to view the progress of the
new Health Center online. These video updates are planned to be completed every two
weeks and will be available for access on the county website.
The updated budget worksheet from Market Johnson was reviewed with the board as well
as plans for the public relations workgroup

6. Financial Reports
Fiscal Manager Beata Haug reviewed the July financials with the board, drawing
attention to current year in comparison to last year. Haug explained the reasons for the
variance.

7. Health and Human Services Board Review of the 2016 Budget Request
Health and Human Services Director Fred Johnson, Interim Finance Director Bob Mittet,
and Fiscal Manager Beata Haug reviewed the proposed 2016 Health and Human
Services budget with the board. In addition, other administrative staff within Health and
Human Services was available to answer questions as well.
Questions and discussion followed.

8. Health and Human Services Board Priorities
Health and Human Services Board Chair Babbitt introduced this item and shared that he
and Supervisor Kiesler had a discussion on how we as the Health and Human Services
(HHS) Board address priorities. Babbitt shared that this will be an ongoing agenda item
and could be used as an opportunity to follow up on issues, or to openly and publicly
discuss ideas from board members on what we should or could be focusing our efforts on.

REQUEST FOR FUTURE AGENDA ITEMS
Chair Babbitt asked if there are any suggestions from the board for future agenda items.
Supervisor Anderson and Chair Babbitt would like to see a follow up to the E-cigarette issue.
ANNOUNCEMENTS & CORRESPONDENCE
Health and Human Services Director Johnson shared that the Community Health Improvement
process will be sending out an email soon regarding the assessment planning.
Also, in response to a question asked at a previous meeting, Johnson informed the board that
asset limits will not be changing with the Achieving a Better Life Experience (ABLE) act.

Services Board adjourned at approximately 8:00 PM.
