Welcome. Health & Human Services Board – Regular Meeting – November 10, 2015 5:30 PM Health and Human Services Board Chair Chris Babbitt asked if there are any edits to the November 10, 2015 minutes. With none noted a motion was made by Board Member Logelin and Seconded by Supervisor Anderson. A voice vote was taken and minutes were approved as submitted. RESULT: ACCEPTED PUBLIC COMMENT John Strom representing the Forest Voice addressed the board regarding the concerns of the potential health effects of wind turbine farms. No further Public Comment. BUSINESS ITEMS 1. Citizen Review Panel Report The Federal Child Abuse Prevention and Treatment Act (CAPTA) requires each state to establish citizens review panels. In 2014 St. Croix County became a designate panel for the state. These panels provide opportunities for citizens to play an integral role in assuring that States are meeting the goal of protecting children from abuse and neglect. Betsy Byker from the Family Resource Center, and chairperson of the St. Croix County Citizen Review panel, reviewed some of the activities of the Citizen Review Panel over the past few years and their plans moving forward into 2016. RESULT: DISCUSSED 2. Resolution Opposing Senate Bill 326/Assembly Bill 429 Affecting Child Welfare Practice This proposed legislation was reviewed in November by the Health and Human Services Board and now this resolution has been prepared for the boards' consideration. Matt Zabel Children Services Supervisor, and Julie Krings Children Services Administrator, reviewed the Child Protection Services (CPS) referral process. Zabel reviewed statutory definitions of abuse or neglect along with agency response time which is determined by severity of allegations. Response can be immediate or up to 5 days for staff to see the child. Year to Date CPS referral data was reviewed and to date 555 referrals have been screened out and 328 have been screened in. This is very consistent with state averages of 64% screened out and 36% screened in. Child Protection Services (CPS) also has a Memorandum of Understanding (MOU) with all law enforcement agencies within St. Croix County (SCC) regarding cases that are referred between agencies. There is concern in the number of cases that are currently screened out that if this legislation passes could now become a case where CPS staff would need to coordinate in the planning and execution of the investigation. There is a lack of clarity within the legislation on what the responsibility of the agency would be in coordinating the planning and execution of the investigation as it could increase the workload significantly. Questions were raised and further discussion had. Supervisor Kiesler made a motion to support the resolution and pass it on to the full County Board, this was seconded by Supervisor Anderson. Babbitt made a motion to amend the motion to include some wording changes to the resolution. Changes include: In Line 12 to remove the word "however" and add "we believe", in Line 33 delete the word "however", Line 34 add the word "no" (such meeting has yet to take place) and in Line 39 add "The" (St. Croix County Board of Supervisors) Supervisor Kiesler seconded the amendments to the wording. A voice vote was taken and the Amendment to the motion was approved. A voice vote was taken and the Resolution was Approved as Amended. Aging and Disability Resource Center At-a-Glance Report Review of the ADRC At a Glance Report. RESULT: DISCUSSED 4. Economic Support At-a-Glance Report Economic Support At a Glance Report was reviewed. RESULT: DISCUSSED 5. Monthly Financial Report Fiscal Manager Beata Haug reviewed the monthly financials and reports no significant changes since last month. RESULT: DISCUSSED 6. Health Center Life Safety and Annual Survey Nursing Home Administrator Sandy Hackenmueller and Facilities Director Jim Elsbury reviewed the results of the life safety survey and the annual survey. RESULT: DISCUSSED 7. Health Center Facility Planning Project Update Updates were given regarding progress with the Health Center project. The video feeds were reviewed. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS No requests at this time. Board members are encouraged to contact Health and Human Services Director Fred Johnson or Health and Human Services Board Chair Babbitt if items come up. ANNOUNCEMENTS & CORRESPONDENCE Health and Human Services (HHS) Director Fred Johnson announced that the HHS Board will need to meet prior to the next full County Board meeting to address a resolution to accept funds from the Andersen Foundation to benefit the St. Croix Health Center and modify the overall Health Center project budget. Plan for a meeting at 8:00 AM on January 5, 2016 at the Government Center Boardroom.
