HEALTH & HUMAN SERVICES BOARD

CALL TO ORDER
This meeting of the Health and Human Services Board was called to order at approximately 5:30
PM by Health and Human Services Board Chair Chris Babbitt. Welcome everyone.

APPROVAL OF MINUTES
Health and Human Services Board Chair Chris Babbitt asked if there are any edits to either set of
minutes from the December 8, 2015 or January 5, 2016 meetings. With no changes voiced a
motion was made by Supervisor Anderson to approve the minutes, this was seconded by
Supervisor Novotny. A voice vote was taken and minutes were approved as submitted.

PUBLIC COMMENT
John Strom and Brenda Solsvig representing the Forest Voice shared their recent press release
and also information they had from a recent Brown County Board of Health meeting. This
information is regarding the potential health effects of wind turbines and the recent decisions
made by the Brown County Health officer.
Cheri Link, foster parent, addressed the board regarding the agenda item, Reasonable and
Prudent Parenting Standard for Out-of-Home Care Providers. Ms. Link shared some of the
challenges had in parenting foster children within the current state guidelines, and how it makes
it so difficult to help these kids adjust to their new normal.
BUSINESS ITEMS
1. Resolution Authorizing the Initiating of the SOAR Program in St. Croix County Using
the Community Development Block Grant
The board reviewed a power point presentation by Kristina Bechtel, SSI/SSDI Outreach,
Access, and Recovery (SOAR) Coordinator for West Central Wisconsin Community
Action Program (West CAP.) West CAP is implementing a new program for St Croix
County residents around improving access to Supplemental Security Income (SSI) and
Social Security Disability (SSDI) for eligible adults who are homeless or at risk of being
homeless.
Supervisor Kiesler made a motion to approve the resolution and move it to the full
County Board, this was seconded by Supervisor Anderson.
Motion was approved.

2. Reasonable and Prudent Parenting Standard for Out-of-Home Care Providers when
Children are in Out-of-Home Care
St Croix County Foster Care Coordinator John Bretl reviewed a power point regarding
new legislation (Assembly Bill 406 and Senate Bill 309) being considered around
reasonable and prudent parenting standards for out of home care providers.
Discussion was had by the board on how to proceed. It was determined to draft a letter
with Board Chair Chris Babbitt' s signature and send to local legislators acknowledging
St. Croix County Health and Human Services Board's support of this legislation.

3. Health and Human Services Board Priorities for At-Risk Populations
This agenda item is a result of previous discussion by this board, looking for further
opportunities to review the work they have done, how the Health and Human Services
(HHS) Board determines priorities moving forward, and how they fit within the full
county strategic plan. Dr. Eric Biltonen from UW Extension reviewed a power point with
the board to help facilitate further conversation on the role of the HHS Board in
establishing priorities and strategic goals for at risk populations.
Supervisor Ostness raised the question of where the Council on Aging and Disabilities
(COAD) fits within this framework? Health and Human Services Director Fred Johnson
shared that this may be a time when the HHS Board and COAD would have a joint
meeting, but this would be left up to the two bodies to determine.

4. Public Health At-a-Glance Report
The board reviewed the Public Health At-a-Glance report.

5. Communicable Disease Surveillance and Control Report
Public Health Administrator Deb Lindemann provided an update on the Public Health
Departments recent work on communicable disease surveillance. Lindemann is pleased
to report things have been fairly quiet though there has been some concern in a few areas,
one of which is an active tuberculosis case. These cases are very time intensive and
require direct observation. The state recently granted an additional $5000 for tuberculosis
testing. Lindemann also discussed a recent case of brucellosis in an animal.
Another issue that recently came into light is two unsafe water tests within the Town of
Forest. The Department of Natural Resources (DNR) became involved as they are aware
of previous water issues due to the geology of the land as the soil doesn't filter the water
and runoff can seep into older wells. Letters were sent to all residents encouraging
everyone to test their wells. Test kits can be purchased at various location throughout the
county.
Lindemann also informed the board that the Industrial Sand Mine impact assessment is
complete and is planned to be released on January 28th so will get this to the board for
their review.

6. St. Croix County Health and Rehab Center At-a-Glance Report
St. Croix County Health and Rehab Center At-a-Glance Report was reviewed with the
board.

7. Monthly Financial Report
Fiscal Manager Beta Haug reviewed the Health and Human Services monthly financials
with no significant changes to report. Next month Haug will have the quarterly projection
report available for the board's review.

8. Contingency Fund Request for $5,000 to Provide Cash Flow to Pay Contractors for
Community Development Block Grant Home Improvement Work
Health and Human Services Director Fred Johnson reviewed the background information
regarding this agenda item. Chippewa County, as the lead agency, is looking for financial
support from the other nine counties within the West Central Wisconsin Community
Development Block Grant (CDBG) Housing Region. This is to provide cash flow to pay
contractors doing the home improvements on a more timely basis. This will go to the
Administration Committee to request utilization of 2016 general contingency funds.
Some discussion was had.
Motion made by Supervisor Kiesler to approve this request and move it to the
Administration Committee for consideration, this was seconded by Supervisor Novotny.
A voice vote was taken, all approved.

9. Health Center Facility Planning Project Update
An update on the Health Center facility project was given to the board. The board
reviewed the updated video feeds as well as pictures of interior progress.

ANNOUNCEMENTS & CORRESPONDENCE
Supervisor Ostness shared several announcements:
*Ostness shared with the board an information packet from the January meeting of the Joint
Committee on Finance regarding the implementation of reforms to Family Care and IRIS.
*Wisconsin Counties Association Steering Committee on Health and Human Services meeting
this Friday in Wisconsin Rapids, Supervisor Ostness will be in attendance. One of the significant
needs being addressed is transportation. There is a Transit Planning Committee up and running
and the Department of Transportation (DOT) announced grant money has been received for a
feasibility study.
* WestCAP board met recently and would like to thank St. Croix County for the $4000
received, it is greatly appreciated.
Health and Human Services Director Johnson shared he has an update regarding the River Falls
nutrition site after questions from the board at last meeting. Johnson has the details of the
number of Pierce County consumers that utilize this site, if the board would like to see that.
*It is being reported that the Affordable Care Act enrollment has been going much more
smoothly this year.
*As of December. 30th the Nursing Home is back in compliance after their recent surveys.
*Lastly, the board received a packet of information on concerns at the Lincoln Hills School for
their review. If more information becomes available Director Johnson will bring it to the board.

called this meeting of the HHS Board adjourned at approximately 7:30 PM.
