Health & Human Services Board – Regular Meeting – January 12, 2016 5:30 PM Health and Human Services (HHS) Board Chair Chris Babbitt requested any changes, additions, or deletions to the minutes from the January 12, 2016 HHS Board meeting. With no edits noted a motion was made by Supervisor Kiesler to approve the minutes, this was seconded by Supervisor Novotny. A voice vote was taken and minutes were approved as submitted. RESULT: APPROVED [UNANIMOUS] MOVER: Ron Kiesler, HHS Vice Chair SECONDER: Howard Novotny, Supervisor AYES: Christopher Babbitt, Heather Logelin, Howard Novotny, Ron Kiesler, Paulette Anderson, Shaela Leibfried ABSENT: Chris Kilber, Lisa Ramsay, Deb Rasmussen PUBLIC COMMENT John Strom representing the Forest Voice addressed the board regarding potential human health hazards with improper siting of industrial wind turbine farms. He informed the board of recent activity of various other boards and Public Health officers around WI. Cindy Kuscienko from the Town of Forest addressed the board with concerns of the potential health effects of wind turbines proposed for St. Croix County. She read from Statute 251.04 regarding the duties of the local board of health and informed the board on activities taking place in Massachusetts regarding the wind turbines in Plymouth, MA. She asked the board to continue to consider the health, safety, and welfare of the residents of St Croix County. No further public comment. BUSINESS ITEMS 1. River Falls School District, St. Croix County Department of Health and Human Services, and Pierce County Human Services Department School Based Collaboration Pilot Information was shared with the board around discussions had between Ron Schmidt Health and Human School Director of Pierce County, Jamie Benson Superintendent of River Falls School District, and St. Croix County Health and Human Services Director Fred Johnson on the potential collaboration of the three entities in providing a shared service model for children. A preliminary description of job duties, hiring timeline, budget, and the preliminary plans moving forward were reviewed with the board. It still needs to be determined if this will be a K-5 or a K-12 position. This position could potentially provide outreach around the prevention and reporting of child abuse and neglect, early interventions, as well as other mental health outreach. Before any additional planning would take place, support from the individual boards of each entity for this collaboration is necessary. Discussion was had on how this position would be different than what is currently provided by a guidance counselor or school psychologist. The current school staffing is more focused on meeting the educational needs and programming. Discussion also included putting additional resources into one school district. This will need to be a consideration if the collaboration moves forward. A motion was made by Supervisor Kiesler to support the exploration of this 3 agency collaborative effort as a pilot, and bring back a concept in concert with the time line as presented. Seconded by Board Member Logelin. Consideration of Changes to Rules and Bylaws The Health and Human Services (HHS) Board did their annual review of the Rules and Bylaws. Corporation Counsel Scott Cox informed the HHS Board of the Administration Committee's proposed changes to the County Board meeting schedule, which would change the November and March meetings to evening meetings so only 3 meetings would be held during the day. Also proposed is the removal of P4P language for the Administrator. Corp Counsel Cox shared that if any HHS Board member has suggestions for rule changes to feel free to let him know prior to next Wednesdays meeting of the Administration Committee. HHS Director Johnson proposed some possible changes regarding the HHS Board contact committee and will review this with Corporation Counsel. No suggestions for changes to the Rules and Bylaws from the HHS Board at this time. RESULT: DISCUSSED-NO ACTION 3. Health and Human Services Board Priorities for At-Risk Populations This was an agenda item at the January 12, 2016 meeting and has been brought to the Health and Human Services (HHS) Board tonight to continue the discussion on setting board priorities for at risk populations. Dr. Eric Biltonen reviewed a power point with the board, highlighting activities the board has previously taken and what the next steps could look like. This will be brought to the HHS Board again in March to begin the process of determining HHS Board priorities. RESULT: DISCUSSED 4. Legislative Reference Bureau (LRB) 4524/1 Relating to the Employment of Veterans Coordinators and Claims Officers Veteran Services Director Dale Cotch addressed the Health and Human Services (HHS) Board regarding LRB 4524/1 and shared what the potential effects could be on local veteran service offices and the veterans they serve. When further information and progress is made regarding this bill, Veteran Services Director Cotch will bring it back to the HHS Board. RESULT: DISCUSSED 5. Communicable Disease Surveillance and Control Report Public Health Administrator Deb Lindemann provided an additional communicable disease report this month regarding the recent concerns on the Zika Virus. This is mainly transmitted by the bite of a mosquito, from pregnant women to their unborn fetus, but recently discovered to be transmitted via blood transfusions and sexual contact. The Red Cross is turning away those that have traveled recently to any of the affected areas. Most people have no or mild symptoms. In the US there are currently 35 travel related cases and 0 local cases. The biggest concern is the link to pregnancy and the effect on the unborn fetus. Locally, we will continue with the vector borne surveillance and spray areas of concern. The concern is minimal in WI and MN due to our climate. Review of St. Croix County Health and Human Services Board Previous Actions and Reports Related to Wind Energy Farms Health and Human Services Director Johnson and Public Health Administrator Lindemann reviewed past action by the board regarding the wind turbines at the March 21,2012, July 9, 2012, Aug.6, 2012, Dec.9, 2014, and Feb.10, 2015 meetings. Request for a 10 minute recess. The Health and Human Services Board Chair Babbitt asked that this be an agenda item for the March meeting for further discussion and feedback. RESULT: DISCUSSED-NO ACTION 7. Behavioral Health At-a-Glance Report Behavioral Health Administrator Steve Kirt, Behavioral Health Adult Community Support Services (ACSS) Supervisor Kathy Huston, and Behavioral Health Alcohol and Other Drug Abuse (AODA) Supervisor Kristin DePrey, reviewed the Behavioral Health At-a-Glance Report with the board. RESULT: DISCUSSED 8. Children Services At-a-Glance Report The board reviewed the Children Services At-a-Glance Report. RESULT: DISCUSSED 9. Monthly Financial Report Fiscal Manager Beata Haug reviewed the Health and Human Services (HHS) and Veteran's monthly financials. Variance in HHS revenues and expenses were reviewed. Variance in how Veterans Service tax levy is applied was discussed. Tax levy information will be added for future reports. RESULT: DISCUSSED 10. 2015 Fourth Quarter Year End Operating Margin Projection Report Fiscal Manager Beata Haug reviewed the Health and Human Services 2015 fourth quarter year end projections. The majority of the variances in Health and Human Services from third quarter was due to the change in PTO payout process. The variance in the Nursing Home is mainly due to employee benefit pay outs over the last 3 months of 2015. Veterans Services variance is minimal. Additional year end operating margin reports will be provided prior to the final audit. RESULT: DISCUSSED 11. Medicaid Waiver Funding for the Planned St. Croix County Community Based Residential Facilities This matter was before the Health and Human Services (HHS) Board in July of 2015. The concern being if this heightened security request is not approved, the community based residential facilities on the grounds of the public nursing facility would not be an eligible setting for home and community based funding through managed care organizations (MCO). HHS Director Johnson provided the board with an update as to where things currently stand with Centers for Medicare and Medicaid Services (CMS) regarding this request. As we have not heard any response from CMS, a request for assistance will be made to Senator Baldwin's office requesting assistance with moving the review forward. RESULT: DISCUSSED 12. St. Croix County Health and Rehab Center Facility Planning Project Update The board was provided an update on progress being made with the St. Croix County Health and Rehab Center Facility Planning Project. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Health and Human Services Board Chair Babbitt requested the wind turbine issue be an agenda item for the regular March meeting, as well as the board priorities and strategic planning. ANNOUNCEMENTS & CORRESPONDENCE Health and Human Services Director Johnson announced: A joint meeting with Health and Human Services (HHS) Board and the Ad-hoc Health Center Construction Committee on March 29th @ 2:30. We will meet at the Health Center and then do a tour. A meeting notice will go out to all. The Tobacco Free Ordinance will be in front of the Administration Committee. This ordinance is expected to include e-cigarettes. 2017 funding concerns for a state grant that Health and Human Services receives were avoided due to staff advocacy and quality programming. This funding will continue. The Health Center budget will start 2016 with a payment received for an outstanding account of $71, 000 thanks to work by Corporation Counsel Scott Cox.
