MEETING MINUTES
HEALTH & HUMAN SERVICES BOARD
March 8, 2016 5:30 PM

CALL TO ORDER
The March 8, 2016 meeting of the Health and Human Services (HHS) Board was called to order
at approximately 5:30 PM by Health and Human Services Board Chair Chris Babbitt.

APPROVAL OF MINUTES
1. Health & Human Services Board – Regular Meeting – February 9, 2016 5:30 PM
Health and Human Services Board Chair Chris Babbitt asked the board if in reviewing
the minutes from February 9, 2016 there were any needed changes, additions, or
deletions. Health and Human Services (HHS) Board Chair Chris Babbitt noted one
correction. In agenda item number one, Ron Schmidt is listed as a Health and Human
School Director, and should be listed as a Health and Human Services Director. This
correction will be made to the February 9, 2016 minutes. No other changes
A motion was made to approve the minutes as amended by Supervisor Anderson and
seconded by Supervisor Novotny. A voice vote was taken and minutes were approved as
amended.

PUBLIC COMMENT
Health and Human Services Board Chair Chris Babbitt informed the board of three requests for
public comment.
John Strom representing the Forest Voice addressed the board regarding the potential human
health hazards of industrial wind turbines. He read a portion from a transcript of the Brown
County Board of Health meeting Jan. 12, 2016.
Brenda Salseg, resident of the Town of Forest, addressed the board with her concerns about the
Highland Wind Project proposed for Glenwood City, WI. She read excerpts from the Wind
Siting Council Report and Minority Response.
Cindy Kuscienko addressed the board regarding the potential health concerns with the proposed
wind turbines in Glenwood City. She read from transcripts by Dr. Sarah Laurie and Rob Rand.
Ms. Kuscienko asked that the board please consider the health and safety of the residents of St.
Croix County.
No other public comment.
BUSINESS ITEMS
1. Wind Turbine Energy Systems
At the February 9, 2016 Health and Human Services (HHS) Board meeting a review of
previous actions taken and reports on wind turbine energy systems by the Health and
Human Services Board were reviewed. Subsequent to the February 9th meeting, a copy of
the specific board minutes related to this review were forwarded to board members. A
copy of the October 2014 Wind Turbine Siting-Health Review and Policy Update and
Minority Response from the Wisconsin Wind Siting Council were also sent to board
members. Administration also received a report that was prepared by Public Service
Commission Staff for the Wisconsin State Legislature titled Review of Studies and
Literature Relating to Wind Turbines and Human Health and this was also provided to
board members prior to the scheduled March 8, 2016 meeting. This Public Service
Commission staff report as well as all Wind Siting Council reports have been given to
members of the Wisconsin State Legislature.
Health and Human Services(HHS) Director Fred Johnson and Public Health
Administrator Deb Lindemann reviewed some details of the reports provided in the board
packet. Johnson shared that he and Lindemann have had conversations with staff at the
Public Service Commission (PSC). One point of discussion was related to the St. Croix
County judicial decision and PSC staff are preparing a memo with options for the
Commissioners to consider and anticipate that this will be addressed at the end of March.
In addition, discussion on the role of the Wind Siting Council and process for meetings in
the interim were reviewed. HHS Director Johnson also reached out to the Wisconsin
Counties Association (WCA) and brought forth questions regarding set back
requirements and is awaiting a response.
Questions and further discussion had regarding potential options for the Health and
Human Services Board and the County.
A motion was made by Supervisor Novotny and Seconded by Supervisor Anderson to
send an updated letter, similar to April 2012 letter, to legislatures, that would be drafted
by HHS Director Johnson and staff from public health, be reviewed by the HHS Board
and reviewed and signed by Chair Babbitt. A voice vote was taken and was approved.

2. Genoa Pharmacy Lease Agreement for Onsite Consumer Medication Coordinator
Services
Genoa is a specialty pharmacy service provider that works exclusively with behavioral
health clinics across the country. After a review of the services that Genoa could provide,
Behavioral Health Staff completed a clinic modeling tool to determine the feasibility of
an onsite pharmacy. The clinic modeling tool determination was that an onsite pharmacy
was not feasible.
Staff continued conversations with Genoa and recently determined that implementation
of a Consumer Medication Coordinator (CMC) was feasible. The CMC would be a
Genoa employee that would be onsite and available to assist Behavioral Health clients
that were interested. A lease agreement between the County and Genoa would be next
step so the Genoa staff could have regular office space at the St. Croix County Services
Center.
This is before the Health and Human Services (HHS) Board for consideration to
recommend to the Administration Committee continuation of work on a lease agreement
with Genoa for an onsite Consumer Medication Coordinator.
Questions and further discussion had regarding how the onsite CMC could benefit the St.
Croix County Behavioral Health consumers and staff.
A motion was made by Supervisor Kiesler and Seconded by Supervisor Novotny that
HHS Administration and Behavioral Health Administrator go back and formulate a solid
plan, including costs, if any, and bring it back to the HHS Board for consideration.

3. Resolution Accepting Donation for Community Reintegration Fund
In August of 2015, the St. Croix County Department of Health and Human Services
received notice that the organization was listed a beneficiary in the Last Will and
Testament of Mona Fay Pett. Trudy Popenhagen is handling the estate and notified
Finance staff on February 23rd that the Department is designated to receive a donation of
$8,140. These funds were requested to be used to help clients with mental illness,
particularly in the area of housing. This resolution is prepared for Health and Human
Services Board consideration to approve and forward to the St. Croix County Board of
Supervisors. Pursuant to Wis. Stat. § 59.52(19), the County Board has the authority to
accept donations for any government purpose within the power of the county. The funds
would be placed in the community reintegration loan account.
Motion made by Supervisor Kiesler to approve and pass this resolution on to full County
Board second by Board Member Logelin.

4. Health and Human Services Administration At-a-Glance Report
The Administration At-a-Glance Report was reviewed with the board.
RESULT: DISCUSSED
5. Health and Human Service Financial Report
Fiscal Manager Beata Haug reviewed the monthly Health and Human Services (HHS)
and Veteran Services financials with the board. This month added to both reports are the
tax levy appropriations.
RESULT: DISCUSSED
6. Health and Human Services Board Priorities for At-Risk Populations
This was put on the agenda as a continuation from the January 12, 2016 and February 9,
2016 presentations on the Health and Human Services Board setting priorities for at risk
populations.
Due to time constraints, the HHS Board agreed to postpone this agenda item and address
it at a special March 29th meeting from 1:00-2:30 in Room 102 at the Health and Rehab
Center in New Richmond.

REQUEST FOR FUTURE AGENDA ITEMS
Health and Human Services (HHS) Board Chair Chris Babbitt asked if any board members had a
request for future agenda items. With none noted, Babbitt reminded the board that they can
always come to him or HHS Director Fred Johnson with requests.
ANNOUNCEMENTS & CORRESPONDENCE
* Board of Supervisors Vice Chair Dave Ostness shared a handout regarding Family Care/Iris,
announced upcoming agenda items for the Wisconsin Counties Association (WCA) Steering
Committee, and informed the board that last Thursday the Transit Planning Committee signed
off on the transit feasibility study which will be starting April 1st.
*Health and Human Services Director Fred Johnson announced that the Comprehensive
Community Services (CCS) certification visit is set for Thursday, and the Board of Disabilities
public meeting is scheduled at the St. Croix County Services Center from 3-5 this coming
Friday.
*Health and Human Services (HHS) Board Chair Chris Babbitt acknowledged the board
members in regards to the last 2 years serving as the HHS Board. He shared it has been a
pleasure to serve with this group, and appreciates the professionalism and hard work of all the
staff and board members.
HHS Vice Chair Ron Kiesler thanked Chair Babbitt for his leadership.

Health and Human Services Board Chair Chris Babbitt called this meeting adjourned at
approximately 7:30 PM. Thanks everyone for coming.

DATE OF NEXT MEETING
A Special meeting of the Health and Human Services Board will be held at 1:00 PM on March
29, 2016 in Room 102 at the St. Croix County Health and Rehab Center, followed by a joint
meeting with the Ad-hoc Health Center Construction Committee March 29th @ 2:30 PM in the
Social Room at the St. Croix County Health and Rehab Center.
The Health and Human Services Board meeting on April 12th will be cancelled due to the
upcoming election.
