HomeMy WebLinkAbout03-29-2016 Joint Meeting Health & Human Services and HC Minutes MEETING MINUTES HEALTH & HUMAN SERVICES BOARD AND AD-HOC HEALTH CENTER CONSTRUCTION COMMITTEE March 29, 2016 2:30 PM Health Center-Social Room 1445 North 4th St., New Richmond, Wisconsin CALL TO ORDER This March 29, 2016 joint meeting of the Health and Human Services (HHS) Board and the Ad- Hoc Health Center Construction Committee was called to order by HHS Board Chair Chris Babbitt. HHS Board Chair Chris Babbitt and Ad-Hoc Health Center Construction Committee Chair Dave Peterson agreed that HHS Chair Babbitt would conduct this joint meeting. No Public Comment. BUSINESS ITEMS 1. Medicaid Waiver Funding for the Planned St. Croix County Community Based Residential Facilities No final decision has been received from the Center for Medicare and Medicaid Services (CMS), though administration continues to be proactive in seeking a response from CMS. Most recently, in February of 2016, assistance from Senator Tammy Baldwin's office was sought and a letter was sent from Baldwin's office requesting an update on February 23, 2016. As of this date no response has been received. Further discussion was had and suggestions made for other avenues to seek assistance. RESULT: DISCUSSED 2. Wipfli 2016-2020 St. Croix Health Center Forecasted Schedule of Income Available for Debt Service Larry Lester from Wipfli reviewed a power point regarding the final Forecasted Schedule of Income Available for Debt Service for the St. Croix Health Center. Lester highlighted a variet y of points within the document, and shared that this is a source document that should be referred to during the budget process each year. RESULT: DISCUSSED 3. St. Croix Health Center Project Budget Update Randy LaFaive from Market Johnson reviewed the project budget and reported no significant changes. St. Croix County Finance Director Bob Mittett reviewed an updated budget of the Health Center project. RESULT: DISCUSSED 4. St. Croix County Health Center Facility Planning Site Activity and Project Schedule Update The most recent site project activity was reviewed by Randy LaFaive from Market Johnson. The schedule for the project moving forward in the next 30 days was discussed with phase one completion still scheduled for December 2016. Rick Moore from Horty Elving gave a brief update. Horty Elving staff continue to work with St. Croix County staff to be certain needs are addressed. RESULT: DISCUSSED 5. Health and Human Services Board and Ad Hoc Health Center Construction Committee New Facilities Site Tour Members of the Health and Human Services Board, the Ad-Hoc Health Center Construction Committee and others present were given a tour of the new facility. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Nothing at this time. ANNOUNCEMENTS & CORRESPONDENCE NA ADJOURN Health and Human Services Board Chair Chris Babbitt called the meeting adjourned at approximately 4:30 PM following the tour of new Health Center facility.
