Excused Absences: Unexcused Absences: APPROVAL OF MINUTES Health and Human Services Board Convener Paulette Anderson informed the board that there are two sets of minutes to approve this evening. Convener Anderson asked if there any corrections, additions or deletions for either set of minutes. With nothing noted a motion was made to approve both sets of minutes by Supervisor Coulter and seconded by Supervisor Dr. Babbitt. A voice vote was taken and the minutes from the special Health and Human Services Board meeting on March 29th and the joint meeting on March 29th with the Health and Human Services Board and the Ad-Hoc Health Center Construction Committee were approved. 1. Health & Human Services Board – Joint Meeting – March 29, 2016 2:30 PM RESULT: APPROVED [7 TO 0] MOVER: Tom Coulter, Supervisor SECONDER: Christopher Babbitt, Supervisor AYES: Christopher Babbitt, Tom Coulter, Bob Long, Ron Kiesler, Paulette Anderson, Shaela Leibfried, Deb Rasmussen AWAY: Heather Logelin, Lisa Ramsay PUBLIC COMMENT Health and Human Services Board Convener Paulette Anderson announced that there are two community members here tonight for public comment. Cindy Kuscienko, resident of Forest, addressed the Health and Human Services Board regarding wind turbine energy systems. Ms. Kuscienko shared some updates and information she has received since she last addressed the Health and Human Services Board. John Strom, representing the Forest Voice, addressed the board regarding the health effects of wind turbines and their close proximity to homes. Strom provided updates on some questions and discussion had at the previous Health and Human Services meeting on March 8, 2016. Ms. Kuscienko and Mr. Strom both thanked the board for their service and the opportunity to speak. No further public comment. BUSINESS ITEMS 1. Election of Health and Human Services Board Chair Health and Human Services Board Convener, Supervisor Anderson, asked for nominations for Health and Human Services (HHS) Board Chair. Supervisor Ron Kiesler nominated Supervisor Dr. Chris Babbitt. No other nominations were made and a voice vote was taken. The election of Dr. Chris Babbitt as Health and Human Services Board Chair was approved unanimously. RESULT: APPROVED [UNANIMOUS] MOVER: Ron Kiesler, Superviosr AYES: Heather Logelin, Christopher Babbitt, Tom Coulter, Bob Long, Ron Kiesler, Paulette Anderson, Shaela Leibfried, Lisa Ramsay, Deb Rasmussen 2. Election of Health and Human Services Board Vice Chair Health and Human Services Board Convener, Supervisor Anderson, asked for nominations for Health and Human Services (HHS) Board Vice Chair. Supervisor Dr. Chris Babbitt nominated Supervisor Ron Kiesler. No other nominations were made and a voice vote was taken. The election of Ron Kiesler as Health and Human Services Board Vice Chair was approved unanimously. Following these elections, Health and Human Services Board Chair Dr. Chris Babbitt took over the meeting from Convener Anderson. Establish Meeting Schedule of the Health and Human Service Board Health and Human Services (HHS) Board Chair Dr. Chris Babbitt asked the HHS Board for discussion to determine a meeting time for this Board. Health and Humans Services Director Fred Johnson informed the Board of a potential ongoing conflict with another meeting, on the second Tuesday. After further discussion the consensus is to keep the Health and Human Services Board meetings on the second Tuesday of the month at 5:30 PM. Health and Human Service Financial Report Fiscal Manager Dr. Beata Haug reviewed the methodology regarding the preparation of the financial reports with the Health and Human Services Board members. She then reviewed the monthly financial reports for March 2016. RESULT: DISCUSSED 5. First Quarter Health and Human Services 2016 Year End Financial Projection Report Fiscal Manager Dr. Beata Haug reviewed the quarterly projection reports with the Board. Health and Human Services is currently showing a projected deficit due primarily to purchased services. This is mainly due to increased placements which are difficult to project. RESULT: DISCUSSED 6. Presentation of the 2015 Health and Human Services Annual Report Health and Human Services Director Fred Johnson reviewed the Annual Report with the board. Johnson highlighted a few areas and asked that after the board members have a chance for further review to feel free to bring any questions or feedback to him. The Health and Human Services Annual Report will go to the full County Board in June. RESULT: DISCUSSED 7. 4031 : Centers for Medicaid and Medicare Response to Medicaid Waiver Funding for the Planned St. Croix County Community Based Residential Facilities Health and Human Services Director Fred Johnson shared that this agenda item has been to the board several times, but wanted to provide a review and update since the March 29, 2016 joint meeting. A letter in response to St. Croix County, b y way of Senator Baldwin's office, has been received from the Centers for Medicaid and Medicare Services (CMS). Currently, due to the new 2014 CMS guidelines, an approval for the 10 bed dementia unit as an eligible setting for Medicaid (home and community based) waiver funding cannot be made until it is complete, occupied, and programming in place. Since receiving the letter there has been some consultation with legal council on next steps moving forward regarding heightened scrutiny and options for use of the 10 bed dementia unit while awaiting CMS approval. Further questions and discussion was had. Administration will continue to address this issue and the board will be kept informed. RESULT: DISCUSSED 8. Wind Turbine Energy Systems An update was provided to the board by Health and Human Services (HHS) Director Fred Johnson and Health Officer Deb Lindemann. Since the March 8, 2016 HHS meeting, per the boards request, a letter was sent to Secretary Rhoades. That letter and the response from Secretary Rhoades were provided to the board in their packets. Since receiving the letter Dr. Mark Warner, the Chief of the Health Hazard Section for the Bureau of Environmental Health met with Public Health staff and Director Johnson. A good conversation took place and a follow up meeting is scheduled with Dr. Warner and the Fondulac County Health Officer. Health Officer Lindemann shared some of the discussion had at a recent Wisconsin Association of Local Health Departments and Boards (WALHDAB) meeting. The state WALHDAB group was contacted by Brown County with concern of the lack of response by the state Division of Health during their issues with the wind turbine project. This WALHDAB group was able to communicate with Karen Mckeown the State Health Officer and Deputy Health Officer Chuck Warzecha about these concerns. They were responsive to this group and have asked the group to formulate, in a letter, what kind of response they would like. They also assisted in coordinating the meeting with Dr. Mark Warner. It seems to have made a difference to reach out to the state and hopefully they will provide more support and collaboration with the local health agencies regarding potential health concerns of wind turbines. As these meetings take place and more information becomes available the Board will be kept appraised. RESULT: DISCUSSED 9. Psychiatric Professional Services Contract Provider Report Health and Human Services Director Fred Johnson and Behavioral Health Administrator Steve Kirt informed the board on some changes in psychiatric services within the Behavioral Health Division. Our current Behavioral Health Nurse has completed their Nurse Practitioner Degree and will be writing for their Boards in July. The hope was that they would stay within St. Croix County, but they have decided to move on to other endeavors and will be leaving St. Croix County at the end of July. We have also lost another psychiatrist this past year and have limited hours from our other two psychiatrists, so there is a need to fill this void so as not to push our current psychiatrists beyond their comfort level and risk losing them as well. We are looking to other providers to potentially share a position or look at filling with a temp with a contract. Another option would be to hire a full time position for a Doctorate of Nurse Practitioner (DNP). Health and Human Services has the funds in purchased service but does not have this position in the organizational structure. We need a Psychiatrist to run several of our programs, so hiring a DNP to support them seems to make sense. The board asked that administration bring a plan back for their review to determine their support on how to fill this void. RESULT: DISCUSSED 10. Health and Human Services Board Priorities for At-Risk Populations This business item was postponed until next month when Dr. Eric Biltonen will be available to review the strengths, weaknesses, opportunities, and threats (SWOT) analysis with the board and assist in determining the strategic initiatives the board identified as their priorities and how to move forward. RESULT: DISCUSSED-NO ACTION 11. Draft Health and Human Services Delivery of Service Plan This draft document was reviewed with the board to get their input as how this could be improved and best used. The document is a work in progress. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Health and Humans Services (HHS) Director Fred Johnson and HHS Chair Dr. Babbitt shared that there will be a need for a regular HHS meeting as well as a joint meeting in June with the Council on Aging and Disabilities to receive consumer feedback in an open meeting. These will be noticed as separate meetings, but hopefully held on the same night. ANNOUNCEMENTS & CORRESPONDENCE Board members received the following information *The St. Croix County Officers Memorial Ceremony on May 17th @ 6:00 PM *A community action event on June 21st in River Falls, the topic being heroin and prescription pain killers * The Board of Health Educational Event coming up in August in Eau Claire * Health and Human Services Director Fred Johnson announced that Julie Theisen an Alcohol and Other Drug Abuse (AODA) Therapist from St. Croix County's Behavioral Health division is taking part in a conversation regarding treatment and funding on Wisconsin Public Radio, May 16th. ADJOURN Health and Human Services (HHS) Board Chair Dr. Chris Babbitt called this meeting of the HHS Board adjourned at approximately 8:00 PM on May 10, 2016. DATE OF NEXT MEETING To Be Determined A regular meeting of the Health and Human Services Board will be held in June as well as a joint meeting with the Council on Aging. The hope is these can take place on the same evening.
