HEALTH & HUMAN SERVICES BOARD

CALL TO ORDER
The July 19, 2016 meeting of the Health and Human Services (HHS) Board was called to order
at approximately 5:30 PM by HHS Board Chair Dr. Chris Babbitt. Welcome everyone!

APPROVAL OF MINUTES
1. Health & Human Services Board – Regular Meeting – June 14, 2016 4:00 PM
Health and Human Services Board Chair Dr. Chris Babbitt informed the board that there
are two sets of minutes up for approval this evening . Chair Babbitt asked the board if
there was a need for any editing. With nothing noted a motion was made by Supervisor
Coulter to approve both set of minutes from the June 14th meetings. This was seconded
by Supervisor Long. A voice vote was taken and minutes were approved.

2. Health & Human Services Board – Joint Meeting – June 14, 2016 6:00 PM
Minutes from the Joint Open Public Hearing with the Council on Aging and Disabilities.
Motion made by Supervisor Coulter to approve both set of minutes from the June 14th
meetings. This was seconded by Supervisor Long. A voice vote was taken and minutes
were approved.

PUBLIC COMMENT
Health and Human Services Board Chair Chris Babbitt informed the board that several public
comment cards have been submitted for this evening. Chair Dr. Babbitt shared that John Strom,
representing the Forest Voice, had submitted the press release regarding their concerns over the
recent approval for the building of the Highland Wind project. Mr. Strom's submission was read
by Chair Babbitt .
Brenda Salseg from the Forest Voice addressed the board regarding various concerns
surrounding the approved Highland Wind project.
Cindy Kuscienko also addressed the board regarding concerns with the wind turbine project and
is looking to the board regarding any further actions that could be taken and for any continued
support and help.
Kim Dupre from the town of Emerald addressed the board regarding concerns around well water
contamination with the potential expansion of the Emerald Sky Dairy. Dupre highlighted some
points from a recent Emerald town meeting.
Virginia Drath, resident from Emerald township, shared with the board concerns she has heard
from Emerald residents regarding potential contamination of well water near large Concentrated
Animal Feeding Operations (CAFO) such as the Emerald Sky Dairy.
No further public comment.
BUSINESS ITEMS
1. Health and Human Services Financial Report
Finance Director Bob Mittet reviewed the May 2016 Health and Human Services
financial reports with the board.
RESULT: DISCUSSED
2. Health Center 2015 Audit Presentation
Emily Scheevel, representative from CliftonlarsenAllen, presented the results of the 2015
Nursing Home Audit. A PowerPoint was reviewed with the board with questions and
discussion throughout.
RESULT: DISCUSSED
3. Health and Human Services Board Priorities
Dr. Eric Biltonen reviewed the process of getting the board to this point in determining
the Health and Human Services Board Priorities. Dr. Biltonen then shared the updated
list of priorities and the board determined some rewording and restructuring was
necessary. Supervisor Long will work with Dr. Biltonen and Health and Human Services
Director, Fred Johnson, to reword these strategic goals consistent with the discussion.

4. Wind Turbine Energy Systems
Health and Human Services Director Fred Johnson along with Public Health
Administrator Deb Lindemann reviewed with the board a Public Health position paper on
wind turbine energy systems. Board discussion followed. A motion to approve the
statement of position was made by Supervisor Coulter and seconded by Supervisor
Anderson. A resolution will be drafted and brought back to the Health and Human
Services Board to potentially approve and move to the full County Board. A voice vote
was taken, all approved.

5. Health and Human Service Board-Public Health Responsibilities Presentation
Public Health Administrator Deb Lindemann addressed the board regarding the roles and
responsibilities of the Health and Human Services Board when acting as the board of
health. A power point was reviewed with the board.
RESULT: DISCUSSED
6. Economic Support Specialist Position Request
Economic Support Administrator Ronda Brown and Health and Human Services Director
Fred Johnson reviewed recent changes within Economic Support that is prompting the
request for a position change. Economic Support work is moving to agents within the
consortium call centers leading to the need for additional Support Specialists. A recent
vacancy of a Program Support Specialist position within Economic Support will not be
filled allowing for reallocation of budgeted funds to help cover the proposed new
position. This comes to the Health and Human Services Board looking for support in
moving this on to the Administration Committee. Motion made by Supervisor Coulter to
support this position request and move to the Administration Committee and then to the
full County Board, there was a second by Supervisor Long. A voice vote was taken, all
approved.

7. Wisconsin State Assembly Speaker’s Task Force on Alzheimer’s and Dementia
Nursing Home Administrator Sandy Hackenmueller participated in a stakeholders
meeting pertaining to the dementia crisis unit pilot.
Health and Human Services (HHS) Director Fred Johnson along with Nursing Home
(NH) Administrator Sandy Hackenmueller explained what is currently being planned for
the new Dementia Unit at the Health Center and how it meets the requirements and fits
within the pilot program outlined within Act 272 as described in the Memorandum from
the Task Force on Alzheimer's and Dementia. HHS Director Johnson and NH
Administrator Hackenmueller will work to reach out to local legislators and the task force
to be sure there is awareness of work being done in St. Croix County. They will also be
participating in a regional meeting on adult protective services, to be certain the Health
Center facility is looked at as a resource during crisis situations.

8. Long Term Care Workforce Report
Nursing Home Administrator Sandy Hackenmueller reviewed the highlights of the 2016
Long Term Care Report workforce crisis report. Hackenmueller reported that when
recruiting for the Health Center, the number of applicants has been lower than in the past,
but we have been able to fill positions.

9. Nurse Aide Training Program
Health and Human Services Director Fred Johnson introduced this item and highlighted
the hard work done by Nursing Home (NH) Administrator Sandy Hackenmueller to think
forward and get this Nurse's Aide program implemented. NH Administrator
Hackenmueller informed the board that she has been working with Century College for
about a year and on June 18th the facility became certified to provide a Nursing Aide
(NA) program via Century College staff. Century College will conduct instruction with
smaller class sizes and this should give the Heath Center enhanced numbers of applicants
when positions open. Century College staff will eventually conduct Trained Medication
Assistant training which can be a career advancement for staff that are nursing aides. The
first class starts July 26th.

10. River Falls School District, St. Croix County Department of Health and Human Services,
and Pierce County Human Services Department School Based Collaboration Pilot
Health and Humans Services Director Fred Johnson reminded the board of a motion
previously passed in February 2016 supporting a 3 agency collaboration with River Falls
School District, Pierce County and St. Croix County to address mental health issues in
children in the schools. Several meetings between the three entities were held to plan the
pilot project. The last meeting a discussion on concern of sustainable funding for this
project occurred and the consensus was to discontinue further pursuit of the pilot. HHS
Director Johnson shared that though this collaboration has been placed on hold there may
be other avenues to address the mental health of children with other county services. This
may also be addressed as a priority area within the community health improvement
planning that is in process.
If opportunities arise again in the future it will be brought back to this board.

REQUEST FOR FUTURE AGENDA ITEMS
Health and Human Services Board Chair Dr. Chris Babbitt asked if there were any requests for
future agenda items. With nothing noted, Chair Babbitt reminded the board if anything comes
up that he or Health and Human Services Director Fred Johnson can be contacted anytime.
ANNOUNCEMENTS & CORRESPONDENCE
* Board of Health Orientation Event coming up Aug. 4th in Eau Claire.
* Board members received a copy of correspondence regarding the planned merger of three
MCO's.
* Two year anniversary of the Services Center facility on July 1, 2016.
* On July 11th First Lady Tonnette Walker and Elizabeth Hudson, Director of The Office of
Children's Mental Health came to the Services Center and met with staff regarding the Trauma
Informed Care project.
