MEETING MINUTES
HEALTH & HUMAN SERVICES BOARD
November 10, 2016 5:30 PM

CALL TO ORDER
This November 10, 2016 meeting of the Health and Human Services (HHS) Board was called to
order by Health and Human Services Board Chair Dr. Chris Babbitt at approximately 5:30 PM.

APPROVAL OF MINUTES
1. Health & Human Services Board – Regular Meeting – October 11, 2016 5:30 PM
Health and Human Services (HHS) Board Chair Dr. Chris Babbitt asked if after review of the
October 11, 2016 minutes if there were any edits needed. With nothing noted a motion was
made by Supervisor Long and seconded by Supervisor Coulter to approve the minutes as
submitted. A voice vote was taken and minutes were unanimously approved.
RESULT: APPROVED [UNANIMOUS]

PUBLIC COMMENT
Health and Human Services Board Chair Dr. Chris Babbitt opened the meeting to any public
comment. Chair Babbitt informed the board of several residents wishing to address the board
this evening.
Kim Dupre from Emerald, WI addressed the board and shared some information from the Iowa
Alliance of Agriculture and Industrial Livestock Productions regarding the potential public
health issues near Concentrated Area Feeding Operations (CAFO's). This information will be
forwarded to the board members.
John Strom addressed the board regarding the improper siting of industrial wind farms and the
potential health effects.
No other public comment.
BUSINESS ITEMS
1. St. Croix Valley Sexual Assault Response Team Presentation
Sharon Bergsholm, from the St. Croix Valley Sexual Assault Response Team (SART)
reviewed a power point with the board regarding the services they provide. SART is
looking for support and advocacy from the county in providing pediatric sexual assault
exams. Health and Human Services (HHS) Director Fred Johnson informed the board
that preliminary conversations have been had and in moving forward will need to look
more closely at how St. Croix County, in particular Children Services, would use this
service versus what services are currently being used. HHS Director Johnson will follow
up on this with the Administrator and Managers from Children Services and bring an
update to the board at a later meeting.

2. Health and Human Services Board Priorities Implementation
Dr. Eric Biltonen reviewed with the board the 4 strategic priorities they approved in
August 2016. His power point presentation addressed next steps in developing an action
plan and implementing these strategic priorities.
Discussion had on how to best prepare an action plan and take next steps. The board
determined that they would each further review the strategic priorities on their own and
decide which priority areas they each would prefer to work on. At the next HHS meeting
this will be an agenda item and will then assign board members to each priority with
potential action plans.

3. Health and Human Services At-a-Glance Report
The At-a- Glance Report was reviewed with the board.

4. Community Based Residential Services Private Pay Application for Admission Financial
Ability to Pay
Health and Human Services Director Fred Johnson provided some background
information regarding the need for and a sample of a financial assets application. A
financial application will need to be filled out to determine the length of time the
applicant has resources to pay for services if admitted to the Community Based
Residential Facility (CBRF), as it is currently not eligible for home and community based
waiver funding. It is in the applicants best interest to know this up front as discharging
them for inability to pay would be very disruptive. Discussion had on what is being done
to rectify the heightened scrutiny issues so that any county resident would be able to be
admitted to our facility not just those financially able .
In the future the board would appreciate more information regarding the entire admission
process.

5. Health and Human Service Financial Report
Fiscal Manager Dr. Beata Haug reviewed the monthly financial reports with the board.

6. Third Quarter Health and Human Services 2016 Year-End Financial Projection Report
Fiscal Manager Dr. Beata Haug reviewed the third quarter projection report with the
board.
RESULT: DISCUSSED
7. State of Wisconsin Department of Health Services Response Letter to St. Croix County
Resolution Regarding the Planned Development of Wind Turbine Energy Systems in St.
Croix County
This agenda item is an update to a resolution that was previously before the Health and
Human Services Board and the County Board of Supervisors. The response from that
state was reviewed by the board.
Discussion had on next steps.

Health and Human Services Board (HHS) Chair Dr. Chris Babbitt asked for any requests for
future agenda items. With no requests made, board members are encouraged to contact Health
and Human Services (HHS) Board Chair Dr. Chris Babbitt or HHS Director Fred Johnson if any
items come up.
