Excused Absences: NA Unexcused Absences: NA APPROVAL OF MINUTES 1. Health & Human Services Board – Regular Meeting – November 10, 2016 5:30 PM Health and Human Services (HHS) Board Chair Dr. Chris Babbitt asked if after review of the November 10, 2016 minutes if there were any edits needed. With nothing noted a motion was made by Supervisor Coulter and seconded by Supervisor Long to approve the minutes as submitted. A voice vote was taken and minutes were unanimously approved. RESULT: APPROVED [UNANIMOUS] MOVER: Tom Coulter, Supervisor SECONDER: Bob Long, Supervisor AYES: Heather Logelin, Christopher Babbitt, Tom Coulter, Bob Long, Ron Kiesler, Paulette Anderson, Shaela Leibfried, Lisa Ramsay, Deb Rasmussen PUBLIC COMMENT John Strom from the Town of Forest addressed the board regarding the improper sitng of industrial wind turbines, their potential health effects and the response from the state. No further Public Comment. BUSINESS ITEMS 1. Health and Human Service Financial Report Fiscal Manager Dr. Beata Haug reviewed the monthly financials with the board. RESULT: DISCUSSED 2. Substance Abuse Related Child Protection Referrals and Ongoing Case Assignments Julie Krings, Administrator from the Children Services Division reviewed local impact of substance abuse and service delivery for children and their families. Regional and national trends for increased foster care utilization were discussed. The Children Services Division is being proactive around this issue and have increased their cross training as part of contingency planning to handle increased casework. Outreach to relatives and other family resources continue along with support to foster home families. Discussion of foster care recruitment to assure resources are available for children when needed. The Wisconsin Counties Association December 2016 magazine was highlighted as several articles in this issue discuss the impact of Wisconsin's drug epidemic on children. RESULT: DISCUSSED 3. Health and Human Services Board Priorities Discussion by the board on priority areas they would prefer to work on and how to best approach the priorities, including staff involvement. Board consensus to begin work on priorities 2 and 3 with next steps being priorities 1 and 4. Health and Human Services Board Chair Dr. Chris Babbitt along with Supervisor Leibfried will begin preliminary work on priority 2. Health and Humans Service's Board Vice-Chair Ron Kiesler will begin preliminary work on priority 1. HHS Board Chair Babbitt informed the board of the study group on water quality issues if anyone is interested in participating. RESULT: DISCUSSED 4. Communicable Disease Surveillance and Control Report Public Health Administrator, Deb Lindemann, updated the board on work being done and any current issues around communicable disease surveillance and control. It is influenza season and so far it has been mild. Lindemann reported there has been an increase in Hepatitis C cases over the last 3 years most likely due to drug use. Lindemann also reported there have been 53 cases of travel related Zika virus in WI. RESULT: DISCUSSED 5. Resolution to Secure State Funding to Support Communicable Disease Control for Population Health Review and discussion on the resolution to consider supporting the securing of state funding for communicable disease control. Motion made by Supervisor Kiesler to support this resolution. Seconded by Anderson. Voice vote taken and approved RESULT: APPROVED [8 TO 1] MOVER: Ron Kiesler, Vice Chair SECONDER: Paulette Anderson, Supervisor AYES: Heather Logelin, Christopher Babbitt, Bob Long, Ron Kiesler, Paulette Anderson, Shaela Leibfried, Lisa Ramsay, Deb Rasmussen NAYS: Tom Coulter 6. 2017-2019 Healthier Together Community Health Improvement Plan The 2017-2019 Community Health Improvement Plan (CHIP) was presented to and reviewed by the board. A motion was made by Board Member Heather Logelin to approve the 2017-2019 CHIP plan and was seconded by Vice- Chair Kiesler. A voice vote was taken, all approved. State of Wisconsin Department of Health Services Response Letter to St. Croix County Resolution Regarding the Planned Development of Wind Turbine Energy Systems in St. Croix County. Board consideration for a a subcommittee or work group be put together similar to the study group related to water quality. Director Fred Johnson and Health and Human Service Board Chair Dr. Chris Babbitt will work on drafting a response letter to the State. Director Johnson shared that a web cast video and further documents are available from the Department of Health Services related to wind turbine energy systems. Public Health Administrator Deb Lindemann has reviewed this web cast and has asked if Dr. Mark Warner from the State Environmental Health Department would come and do a presentation to the Board around this video and talking point documents. She has yet to receive a reply. John Strom, resident of Forest, was asked to address the board and share information . RESULT: DISCUSSED 8. St. Croix County Health and Rehab Center Current and Planned Expansion of Medicaid Recipient Services A summary of current Medicaid services and plans for the future expansion was reviewed. Health Center Administrator Sandy Hackenmueller also gave an update to the board on the move to the new facility. RESULT: DISCUSSED 9. Kitty Rhoades Memorial Memory Care Center Admission Protocol and Packet Board members reviewed the operational policy around admissions to the Kitty Rhoades Memorial Memory Care Center as well as an actual packet that will be given to consumers when applying for admission. Private pay is funding source available until the heightened scrutiny (heightened standard of proof of services) issue, to become eligible for Medicaid coverage is determined. The staff are trained and are ready for admissions as soon as the licensure is received. RESULT: DISCUSSED 10. The Lutheran Home: River Falls Skilled Nursing Facility Planned Closure The Lutheran Home Skilled Care Center in River Falls is planned to close on February 23, 2017. The Lutheran Home press release is included in the packet for board member review. Information & Assistance Specialists from the Aging and Disability Resource Center will be working with The Lutheran Home transition team as needed. This closure will not affect the day to day operations at Wellhaven or the Senior Nutrition Site located within Wellhaven. A question was raised regarding the analysis of the market place that was said to be done by The Lutheran Home. Health and Human Services Director Fred Johnson will look into this and see if there is any information available regarding the analysis and bring anything back to this board. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Health and Human Services Board (HHS) Chair Dr. Chris Babbitt asked for any requests for future agenda items. With no requests made, board members are encouraged to contact Health and Human Services (HHS) Board Chair Dr. Chris Babbitt or HHS Director Fred Johnson if any items come up. ANNOUNCEMENTS & CORRESPONDENCE Health and Human Services (HHS) Board Chair Dr. Chris Babbitt informed the HHS Board on the creation of a study group regarding water quality issues near Concentrated Area Feeding Operations (CAFO'S). If interested in being on the this study group let County Board Chair Roger Larson or HHS Board Chair Dr. Chris Babbitt know. There will be approximately 9 members to this study group and any additional professionals as needed.
