Health & Human Services Board – Regular Meeting – February 14, 2017 5:30 PM Health and Human Services Board Chair Dr. Chris Babbitt asked if after review of the February 14th minutes if any additions or deletions are necessary. Motion made by Supervisor Coulter to approve minutes as submitted second by Supervisor Long. A voice vote was taken, all approved. RESULT: APPROVED [UNANIMOUS] MOVER: Tom Coulter, Supervisor SECONDER: Bob Long, Supervisor AYES: Heather Logelin, Christopher Babbitt, Tom Coulter, Bob Long, Ron Kiesler, Paulette Anderson, Shaela Leibfried, Lisa Ramsay, Deb Rasmussen PUBLIC COMMENT Health and Human Services Board Chair Dr. Chris Babbitt opened the meeting to Public Comment. Kim Dupre shared that the Emerald Town Hall's water was tested, it came back testing with 26.8 parts for nitrates, and the normal limit is 10. This well is only 10 years old. A retest was done in February and results came back at 19.1 parts for nitrates, still very high. A third test is planned. Temporary signs have been posted regarding the drinking water at the Town Hall and they are working with the Public Health Department. This Sunday night a meeting will be held at Emerald Town Hall, hosted by the WI Farmers Union, regarding water quality and the general public is welcome. John Strom addressed the Board regarding industrial wind turbines and their potential health hazards. He referenced some findings regarding the Shirley Wind Project during the summer of 2016 when the turbines were turned off. Board members agreed to skip to agenda item number 8. BUSINESS ITEMS 1. Wisconsin Counties Association Legislative Program Presentation Deputy Director of Government Affairs for Wisconsin Counties Association Sarah Diedrick-Kasdorf presented a power point to the Board to address the Health and Human Services (HHS) Board legislative strategic priority. Ms. Kasdorf shared that it is important for members of the HHS Board to be involved and knowledgeable to be more successful, build a relationship with your legislators and connect with them throughout the year. The input from the county level, their Boards and constituents, is valuable in the success of any advocacy effort. She informed the Board of the various reports, magazines and newsletters as well as websites that are available for free to keep them informed on things happening across the State. Skip to agenda item # 3 RESULT: DISCUSSED 2. Wisconsin Counties Association Presentation on County Health and Human Services Funding Deputy Director of Government Affairs for Wisconsin Counties, Sarah Diedrick- Kasdorf, reviewed a power point regarding the mandated services counties need to provide and the funding sources available in providing these services. Discussion had and questions asked regarding the Counties responsibility when there are limited funds though services are mandated. More detailed Health and Human Services funding presentations are planned for the future. RESULT: DISCUSSED 3. April 5, 2017 Human Services Day at the Capital/County Ambassador Program Legislative Briefings and Requested Action for the 2017-2019 State of Wisconsin Biennial Budget Health and Human Services Day (HHS) at the Capitol is Wednesday April 5th . Sarah Diedrick-Kasdorf, Deputy Director of Government Affairs for Wisconsin Counties Association, highlighted some anticipated areas of focus this budget period for discussion at HHS Day on April 5th. RESULT: DISCUSSED-NO ACTION 4. Health and Human Service Financial Report The January 2017 financials were reviewed . The variances are mainly based on the timing of the receiving of funds. The Health Center variance is due to the budget increase for the Kitty Rhoades Memorial Memory Care Center which currently has no revenue but also no expenses reported. Overall things remain to be very close in comparison to last year at this time. Veterans Services also remains consistent. Discussion. RESULT: DISCUSSED 5. 2017 St. Croix County Health and Rehab Center Approved Budget Compared to 2017 Wipfli Financial Forecast This report was brought to the board following a question at the last meeting to do a comparison of the forecast from the Wiplfi study and what was budgeted for the Health and Rehab Center. Report reviewed and variance discussed. Operations Manager Ken Witt informed the Board of the financial options available for debt service if the revenue from the nursing home falls short. To keep the information in front of the Board, HHS Director Johnson shared that this forecast will be brought back to this meeting at least quarterly. RESULT: DISCUSSED 6. Kitty Rhoades Memorial Memory Care Center Community Based Residential Facility Licensure Update The Health and Human Services Board was informed that the 10 bed Kitty Rhoades Memorial Memory Care Center Community Based Residential Facility (CBRF) is licensed as of February 28th and work is currently being done on 3 potential admissions. RESULT: DISCUSSED 7. Medicaid Waiver Funding for the Kitty Rhoades Memorial Memory Care Center Reviewed document that was provided to County Board on March 7, 2017. RESULT: DISCUSSED 8. St. Croix Health and Rehab Center and Kitty Rhoades Memorial Memory Care Center Staffing Report and Recruitment Planning Ashley Xiong from Human Resources addressed the Board regarding the need for Certified Nursing Assistants(CNA) and the current process for enhancing recruitment. Human Resources has updated the job descriptions as well as the postings. Human Resources staff as well as Heath and Rehab Center staff will be attending Career Fairs, presenting at the New Richmond High School, as well as placing ads into newspapers and online emphasizing the great qualities of the Health and Rehab Center. Social media is also a good potential tool as well as reaching out to the senior population. The Health and Rehab Center is currently certified as a training facility, working with Century Technical College to provide CNA classes. A new class is staring March 20th from 4-9PM. CNA's need to be 16 or older. Questions regarding other facilities reducing their beds as well as our wages in comparison to area facilities. Health and Humans Services Director Fred Johnson referred to a letter from The Deerfield in New Richmond regarding their downsizing. Regarding wages, a Market study with McGrath in 2015 shows our wages to be comparable to other facilities in the area and moving forward the addition of the benefits package should be a great asset to the recruitment process. Back to agenda item #1. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Health and Humans Services (HHS) Board Chair Dr. Chris Babbitt asked for any requests for future agenda items, as always any Board member can reach out anytime to HHS Director Fred Johnson, HHS Board Vice Chair Ron Kiesler, or HHS Board Chair Babbitt with any agenda items. ANNOUNCEMENTS & CORRESPONDENCE *The Statewide Transition Plan for Medicaid Home and Community Based -Setting Requirements was released and a copy will be forwarded. * Correspondence regarding Medicaid Waiver Funding for the CBRF is being sent to Senators' Baldwin and Johnson. * Health and Human Services Day at the Capital is on April 5th if anyone is interested let HHS Director Johnson know, he plans to send registration tomorrow. *March 23rd the West Central Legislative meetings regarding budget items is being held in Eau Claire from 9-12. If interested contact Cindy Campbell as she is coordinating this. *Tomorrow on Administration Committee agenda is a request for increased funding for Health Center project.
