CALL TO ORDER
Health and Human Services Board Chair Dr. Chris Babbitt called this April 11, 2017 meeting to
order at approximately 5:30 PM.

APPROVAL OF MINUTES
1. Health & Human Services Board – Regular Meeting – March 14, 2017 5:30 PM
Health and Human Services (HHS) Board Chair asked if after review of the March 14th
HHS Board minutes if there were any changes needed. With no changes voiced a motion
was made by Supervisor Coulter to approve the minutes as submitted, with a second from
Supervisor Long. A voice vote was taken, all approved.

PUBLIC COMMENT
Health and Human Services Board Chair Dr. Chris Babbitt opened the meeting to Public
Comment.
John Strom addressed the board regarding industrial wind turbines, their potential health effects
and other legal issues.
No other Public Comment.
BUSINESS ITEMS
1. Health and Human Services Program Report-Child Protection Services Ongoing Services
Children Services On-going Child Protection Social Worker, Ben Tomandl, reviewed a
power point with the Board and provided an overview of work and current issues.
Discussion.

2. Ordinance Repealing Chapter 40 - Lodging, Recreation Facilities and Food Protection -
of the St. Croix County Code of Ordinances and Recreating Chapter 40 - Food, Lodging,
and Recreation - of the St. Croix County Code of Ordinances
Public Health staff worked with Corporation Counsel to update this ordinance and
provided the Board with the recommended changes. Assistant Corporation Counsel
Heather Wolske, Public Health Administrator Deb Lindeman and Public Health
Sanitarian Laurie Diaby Gassama highlighted areas that were revised. Discussion.
Motion made by Supervisor Coulter and second by Supervisor Long to approve the
changes to Ordinance Chapter 40 for adoption by the County Board. A voice vote was
taken and all approved.

3. Ordinance Repealing Chapter 42 - Public Health - of the St. Croix County Code of
Ordinances and Recreating Chapter 42 - Human Health Hazards - of the St. Croix County
Code of Ordinances
Public Health staff worked with Corporation Counsel to update this ordinance and
provided the Board with the recommended changes. Assistant Corporation Counsel
Heather Wolske, Public Health Administrator Deb Lindeman and Public Health
Sanitarian Laurie Diaby Gassama highlighted areas that were revised. Discussion.
Motion made by Supervisor Kiesler to approve the changes to the Ordinance Chapter 42
for adoption by the County Board, second Board Member Logelin. Supervisor Coulter
made a motion to amend the original motion to make language additions under Section
42.08 number C2 Manure, to now be called C2 Animal Waste and also adding the same
language "This provision shall not apply to animal waste stored and spread in the normal
course of farming operations." that is under Section 42.08 number C4 Noxious Odors.
Second by Supervisor Kiesler. A voice vote was taken on the amendment, all approved.
A voice vote was then taken to approve Ordinance Chapter 42 as amended for adoption
by the County Board, all approved.

4. Ordinance Repealing and Recreating Chapter 45 - Tattooing and Body Piercing - of the
St. Croix County Code of Ordinances
Public Health worked with Corporation Counsel to update this ordinance and provided
the Board with the recommended changes. Assistant Corporation Counsel Heather
Wolske, Public Health Administrator Deb Lindeman and Public Health Sanitarian Laurie
Diaby Gassama highlighted areas that were revised. Discussion.
Notification will be sent to all establishments regarding these changes and tools will be
provided to assist them in becoming compliant. Notification will be sent to
establishments if approved and implementation of the changes would be expected at their
next routine inspection, not immediately upon County Board approval. There are
currently 12 shops in St. Croix County which includes tattooing, permanent cosmetics
and body piercings with approximately 30 practitioners.
A motion made by Supervisor Coulter to approve Ordinance 45 and was second by
Supervisor Long. Motion made by Board Member Logelin and second by Supervisor
Kiesler to amend the original motion to change the wording under Section 45.03 C4(a)
from "printed" to "written" after care instructions. A voice vote was taken to approve the
amendment, all approved. A voice vote was then taken to approve Ordinance 45, as
amended, for adoption by the County Board, all approved.
Board Member Rasmussen requested an update regarding Hepatitis B cases in St. Croix
County. Public Health Administrator Deb Lindemann will get this information to her.

5. 40 Bed Orchard View Terrace Community Based Residential Facility Licensure Plan
The license application is complete and will be sent in the next couple of days. The state
has 70 days to process applications. Communication will be had with the state to clarify
when the 70 day time frame begins which would either be when the state receives the
application or when the facility is completed and inspections done.

6. Health and Human Service Financial Report
Fiscal Manager Dr. Beata Haug reviewed the monthly financials with the Board. The
major variances from 2016 to 2017 in Health and Human Services revenue are mainly
due to the surplus not being applied yet in 2017 as well as the timing of payments
received. On the expense side the variance is mainly due to increases in salary and fringe.
In Aging the variance in revenue is favorable as there was a higher tax levy applied in
2017. The expense side is also favorable mostly due to decreased operating costs.
In the Aging and Disability Resource Center revenues look unfavorable due to lower tax
levy applied in 2017 and in expenses the increase in salaries and fringe.
The Nursing Home 2016-2017 variance in revenue is favorable due to the good payor
mix and things are also favorable on the expense side with the variance mainly due to
lower operating costs in 2017. Moving forward, the Board would like to see the Nursing
Home financials broken down into each facility.
In Veterans the variance is again due to levy payments and the expense increase was for
salary and fringe when the new Veteran's Service Officer started.

7. Pre Audit Health and Human Services 2016 Year-End Financial Projection Report
Fiscal Manager Dr. Beata Haug reviewed the 2016 Year - End Projections Report for
Quarter 4 Period 13. Dr. Haug explained period 13 stays open through the 2016 audit
which should be completed by July.
Veterans has no change for Quarter 4 period 13.
RESULT: DISCUSSED
8. Wisconsin U. S. Senators and U. S. Representative Medicaid Waiver Request for St.
Croix County Community Based Residential Facilities
Health and Human Services Director Fred Johnson provided an update regarding the
work being done on the Medicaid Waiver funding for the Community Based Residential
Facility (CBRF). Recent requests that have been sent to local representatives regarding
Medicaid Waiver funding for the St. Croix County community based residential facilities
were reviewed with the Board. There has been some communication back from the
offices of Senators Baldwin and Johnson and they have assigned staff to work on this
issue.

Chair Babbitt asked for any requests for future agenda items. Board members are encouraged to
contact Health and Human Services Board Chair Dr. Chris Babbitt, Vice Chair Ron Kiesler or
Health and Human Services Director Fred Johnson if they have agenda item requests.
