Health & Human Services Board – Regular Meeting – July 11, 2017 5:30 PM Health and Human Services Board Chair Dr. Chris Babbitt asked if after review of the July 11, 2017 minutes if any changes were necessary. With nothing noted a motion to accept the minutes, as submitted, was made by Supervisor Coulter and seconded by Supervisor Long. A voice vote was taken, all approved. RESULT: APPROVED [UNANIMOUS] AYES: Christopher Babbitt, Tom Coulter, Bob Long, Scottie Ard, Paulette Anderson, Shaela Leibfried ABSENT: Heather Logelin, Lisa Ramsay, Deb Rasmussen PUBLIC COMMENT Health and Human Services Board Chair Dr. Chris Babbitt opened the meeting to public comment for items on and off the agenda. John Strom from the Town of Forest addressed the Board regarding the improper siting of wind turbines. He read portions of a transcript from a Brown County meeting on Feb 15, 2017. BUSINESS ITEMS 1. Election of Health and Human Services Board Vice Chair Health and Human Services Board Chair Dr. Chris Babbitt asked for nominations for the position of Vice Chair of the Health and Human Services Board. Supervisor Coulter nominated Supervisor Bob Long. Supervisor Anderson nominated Supervisor Shaela Leibfried. With no other nominations a secret ballot vote was taken and Supervisor Long received 4 votes and Supervisor Leibfried received 2 votes. Supervisor Long was elected Vice Chair of the Health and Human Services Board. RESULT: DISCUSSED 2. Health and Human Service Financial Report Health and Human Services Director Fred Johnson reviewed the monthly financials with the Board. The projections report will be brought to the Board in September. RESULT: DISCUSSED 3. Implementation of Family Centered Therapy to Replace Multi-Systemic Therapy Children Services Administrator Julie Krings and Behavioral Health Administrator Steve Kirt reviewed a power-point that provided some information of the changing need for programming for the younger children as well as provided information regarding Family Centered Therapy in comparison to Multi Systemic Therapy. Discussion and questions followed. A motion was made by Supervisor Anderson to transition to Family Centered Therapy from Multi Systemic Therapy and was seconded by Supervisor Long. A voice vote was taken and all approved. RESULT: APPROVED [UNANIMOUS] MOVER: Paulette Anderson, Supervisor SECONDER: Bob Long, Supervisor AYES: Christopher Babbitt, Tom Coulter, Bob Long, Scottie Ard, Paulette Anderson, Shaela Leibfried ABSENT: Heather Logelin, Lisa Ramsay, Deb Rasmussen 4. Health and Human Services Budget Amendment Request to Add a Social Worker in the Children Services Division Health and Human Services (HHS) Director Fred Johnson and Children Services Administrator Julie Krings addressed the board regarding the need for additional Social Workers within the Children Services Division. Service needs and funding for position were discussed. This is before the HHS Board for consideration to support a budget amendment and then will go to Administration Committee for their consideration. A motion was made by Supervisor Ard to approve adding a Social Worker to the Children Services Division and refer to the Administration Committee for their consideration, which was seconded by Supervisor Leibfried. A voice vote was taken, all approved. RESULT: APPROVED [UNANIMOUS] MOVER: Scottie Ard, Supervisor SECONDER: Shaela Leibfried, Supervisor AYES: Christopher Babbitt, Tom Coulter, Bob Long, Scottie Ard, Paulette Anderson, Shaela Leibfried ABSENT: Heather Logelin, Lisa Ramsay, Deb Rasmussen 5. 2018 Public Health Fee Schedule Public Health Administrator Deb Lindemann and Sanitarian Laurie Diaby-Gassama reviewed with the Board the proposed 2.5% increase as well as the scenario of a 7.5% increase if the Board so chooses to pursue the larger increase.. Discussion had and questions answered. Motion made by Supervisor Anderson to approve the increase of 2.5%, which was seconded by Supervisor Ard. Voice vote was taken and motion was approved. RESULT: APPROVED [5 TO 1] MOVER: Paulette Anderson, Supervisor SECONDER: Scottie Ard, Supervisor AYES: Christopher Babbitt, Tom Coulter, Scottie Ard, Paulette Anderson, Shaela Leibfried NAYS: Bob Long ABSENT: Heather Logelin, Lisa Ramsay, Deb Rasmussen 6. 2018 Private Pay Rates for St. Croix Health and Rehab Center Nursing Home and Community Based Residential Services The proposed increased private pay rates for 2018, per the Wipfli forecast, were reviewed with the Board. Motion made by Supervisor Ard to approve, as presented, the 2018 private pay rate increase and was seconded by Supervisor Anderson. Voice vote was taken, all approved. St. Croix County Health and Rehab Center Campus Resident Census Report The St. Croix Heath and Rehab Center Census report was reviewed with the Board. Next month the Board would like to see the full county nursing home vacant bed report as well. RESULT: DISCUSSED 8. St. Croix Health and Rehab Center Campus New Resident Outreach Report This is an informational item for the Board to be aware of work being done on outreach to bring in new residents to our facilities. Health and Human Services (HHS) Director Johnson highlighted a few of the recent and upcoming outreach activities. If board members have any additional suggestions for outreach please let HHS Director Johnson or Social Worker Mary Wienke know. RESULT: DISCUSSED 9. Medicaid Waiver Funding Request for St. Croix County Community Based Residential Facilities An update was provided to the Board regarding an August 3rd conference call with State partners and the Centers for Medicare and Medicaid Services (CMS). No change has been made to accommodate the St. Croix County request to be Medicaid waiver eligible at time of opening. Anticipated time frame is likely to be early 2018 before we get through the state process, with no time frame known, at this time, for CMS approval after the state process is complete. Suggestion made to update the County Board regarding the financial impact this issue will have on the 2018 budget. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Chair Babbitt asked if there are any requests for future agenda items. With nothing noted, Chair Babbitt reminded the Board to contact himself or HHS Director Johnson with any suggestions. ANNOUNCEMENTS & CORRESPONDENCE A flyer was shared regarding the upcoming National Alliance on Mental Illness (NAMI) picnic at Prospect Park in Hudson on Aug. 30th .
