Health & Human Services Board – Regular Meeting – August 8, 2017 5:30 PM Health and Human Services (HHS) Board Chair Dr. Chris Babbitt asked if after review of the Aug. 8, 2017 minutes of the HHS Board meeting if any changes to the minutes were necessary. With nothing noted a motion was made by Supervisor Coulter to approve the minutes as submitted and was seconded by Supervisor Ard. A voice vote taken and minutes approved. RESULT: APPROVED [UNANIMOUS] MOVER: Tom Coulter, Supervisor SECONDER: Scottie Ard, Supervisor AYES: Heather Logelin, Christopher Babbitt, Tom Coulter, Bob Long, Scottie Ard, Paulette Anderson, Shaela Leibfried, Deb Rasmussen ABSENT: Lisa Ramsay PUBLIC COMMENT Health and Human Services Board Chair Dr. Chris Babbitt opened the meeting to public comment for items on or off the agenda. Chair Babbitt informed the Board he had one submission that he was asked to read to the Board from John Strom, resident of the Town of Forest, regarding a meeting on Wind Energy that Mr. Strom will be attending tonight in Brown County. No other public comment. BUSINESS ITEMS 1. Hospital Emergency Department Behavioral Health Tele-Video Pilot Project Peter VanDusartz, Director of Program Development - St. Croix Valley Behavioral Health, Hudson Hospital and Clinic and Steve Kirt, Behavioral Health Administrator reviewed a power point to inform the Board on the planning work that is being done for the hospital emergency tele-video pilot. Discussion was had and questions answered. RESULT: DISCUSSED 2. Appointment of a Subcommittee to Address Employment Trends and Issues for Individuals with Disabilities The Council on Aging and Disabilities as a standing committee reports to the Health and Human Services (HHS) Board and is looking to the HHS Board for support on the formation of a subcommittee to address the employment trends and issues for individuals with disabilities. Discussion and questions followed. A motion was made by Supervisor Ard to approve the formation of the subcommittee and was seconded by Board Member Loglin. A voice vote was taken, all approved. A motion was made by Supervisor Ard to approve the appointment of members; Supervisor Dave Ostness, Supervisor Paulette Anderson, Council on Aging and Disabilities (COAD) Member Laurie Pelnar, COAD Member George Zaske, and COAD Member James Schreiber to the Subcommittee and was seconded by Supervisor Long. A voice vote was taken, all approved. Review of Draft 2018 Department Budgets for Health and Human Services, Health and Rehab Center and Veterans Services St. Croix County Operations Director Ken Witt addressed the Board regarding the process in preparing the 2018 Budget. Veterans Services Officer Phillip Landgraf reviewed the Veterans Services 2018 Budget draft with the Health and Human Services Board. Health and Human Services (HHS) Director Fred Johnson highlighted areas of the 2018 Health and Human Services Budget draft with the Health and Human Services Board. Discussion followed and questions were answered. HHS Director Johnson as well as Operations Manager Ken Witt thanked the HHS staff for their good work in getting this budget prepared. RESULT: DISCUSSED 4. Health and Human Services and Veteran Services Financial Report Fiscal Manager Dr. Beata Haug reviewed the monthly financials with the Board. RESULT: DISCUSSED 5. Second Quarter Health and Human Services and Veterans Services 2017 Year-End Financial Projection Report Fiscal Manager Dr. Beata Haug reviewed the second quarter financials with the Board and provided some explanation on how these projections are determined. RESULT: DISCUSSED 6. Health and Human Services Board Consideration of Living Wage Ordinance This agenda item was reviewed by the Administration Committee in May and they requested feedback from the Health and Human Services (HHS) Board as a portion of this ordinance deals with contracts that are HHS related. Questions were raised on the overall financial impact, which would be difficult to estimate without verifying with each contract the positions that may be impacted by the living wage ordinance. HHS Director Fred Johnson reviewed current contracts and the estimated number of contracts that may be impacted using the criteria from the Eau Claire County living wage ordinance. This review did not get into the detail of contract wages paid, which is not a data element currently tracked. This would take much more research and would require individual contact with each current contract provider to request wage information. The Board took no action on this agenda item tonight and would like to bring it back with additional information on the Health and Human Services contracting process. RESULT: DISCUSSED-NO ACTION 7. St. Croix Health and Rehab Center Campus New Resident Outreach Report An updated Health and Rehab Center outreach report was reviewed with the Board to inform them of work being done to admit additional residents as well as increase community use of the therapy department. If Board members have any suggestions for outreach, please let us know. RESULT: DISCUSSED 8. St. Croix County Health and Rehab Center Campus Resident Census Report and Emergency Support Services Monthly Nursing Home Bed Report An updated St. Croix Heath and Rehab Campus census report was shared with the Board as well as the County bed availability report. RESULT: DISCUSSED 9. Medicaid Waiver Funding Request for St. Croix County Community Based Residential Facilities Health and Human Services Director Fred Johnson updated the Board on the current status of the state's initial plan for heightened scrutiny review. At this point no formal communication has been received form the State. In addition, no changes at the Federal level have been implemented to address facilities like St. Croix County that became operational after March of 2014. We continue to wait for the process to be completed by the State, which if approved, would then be forwarded to the Center for Medicaid and Medicare Services. Johnson reminded the Board that the initial application for heightened scrutiny was submitted on May of 2015. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Heath and Human Services (HHS) Board Chair Dr. Chris Babbitt asked if any Board members have a request for a future agenda item. Chair Babbitt also reminded the Board that they are free to contact himself ,Vice Chair Long or HHS Director Johnson if a request comes up between meetings. The only agenda request at this time is the opportunity to review a contract, as an example, as the HHS Board looks further into and discusses the living wage ordinance and how contracting is done. ANNOUNCEMENTS & CORRESPONDENCE Dr. Babbitt informed the Heath and Human Services Board that he will be unavailable for the next meeting. Vice Chair Bob Long will be conducting the October 10, 2017 Health and Human Services Board meeting.
