Health & Human Services Board – Regular Meeting – September 12, 2017 5:30 PM Health and Human Services (HHS) Vice Chair Bob Long asked the HHS Board Members if after review of the September 12, 2017 HHS meeting minutes if any additions or deletions were needed. With nothing noted, a motion was made by Supervisor Anderson to approve the minutes as submitted and was seconded by Supervisor Leibfried. A voice vote was taken, all approved. RESULT: APPROVED [UNANIMOUS] MOVER: Paulette Anderson, Supervisor SECONDER: Shaela Leibfried, Supervisor AYES: Heather Logelin, Tom Coulter, Bob Long, Paulette Anderson, Shaela Leibfried, Deb Rasmussen ABSENT: Christopher Babbitt, Scottie Ard, Lisa Ramsay PUBLIC COMMENT Health and Human Services Vice Chair Bob Long shared that one community member has asked to address the Board tonight during Public Comment. John Strom, from the Town of Emerald, highlighted some of the information presented at a meeting he attended in September in Brown County regarding improperly sited wind turbines and their potential health hazards. No other public comment. BUSINESS ITEMS 1. Western Wisconsin Working for Tobacco-Free Living E-Cigarette and Coalition Work Presentation Elizabeth Hagen, Polk County Community Services Division - Health Educator and Assistant Coordinator for Western Wisconsin Working for Tobacco-Free Living reviewed a power point regarding E-Cigarettes and the work being done to reduce or eliminate the use of tobacco products in Western Wisconsin. Questions and discussion followed. RESULT: DISCUSSED 2. Health and Human Services Program Report-Dementia Care Specialist Dementia Care Specialist Nancy Abrahamson, as part of the Board Priorities, presented a program report to the Board. A power point was reviewed and questions answered regarding the work being done to increase awareness of dementia and reduce the stigma for those dealing with dementia. Continued support and training is being provided to clients, their families and the communities they live in. RESULT: DISCUSSED 3. Role and Responsibility of the Health and Human Service Board Acting as the Local Board of Health Presentation Public Health Dietician Teresa Babich presented a power point to the Health and Human Services (HHS) Board to review their role and responsibilities as the local board of health. RESULT: DISCUSSED 4. Behavioral Health Division Funding This agenda item is before the Health and Human Services (HHS) Board to address part of their Strategic Plan, which is to increase knowledge of HHS funding streams. Finance Manager Dr. Beata Haug reviewed a summary of the various Behavioral Health funding sources. Behavioral Health Administrator Steve Kirt provided answers to questions and additional information regarding these funding sources. RESULT: DISCUSSED 5. Health and Human Service Provider Contracting Process Health and Human Services (HHS) Director Fred Johnson presented an overview of the current provider contracting process; this is in connection with an agenda item from last meeting regarding the Living Wage ordinance. Fiscal Manager Dr. Beata Haug also provided some extra details and expectations that are required of the providers during this contracting process. Questions and discussion of potential implications of implementing the Living Wage ordinance and what changes would need to take place in our current process to address the ordinance, if implemented. Outreach will be made to Eau Claire County to get further information on how they implemented the specifics of the Living Wage Ordinance, the impact it had, any examples of what changes they made in their contracting process as well as any implications that occurred. These details will be brought back to the HHS Board at a later date to help make an informed decision regarding the Living Wage ordinance. RESULT: DISCUSSED 6. 2016 Audit Report Review of Health and Human Services and Health and Rehab Center A review of the Audit Report was provided to the Health and Human Services Board by Fiscal Manager Dr. Beata Haug, Finance Director Bob Mittet, and Operations Manager Ken Witt. The variances were highlighted and explained. It was determined that the Board would like to see, on a quarterly basis, the details of the donation accounts. Questions and discussion followed. RESULT: DISCUSSED 7. Health and Human Service and Veteran Services Financial Report Fiscal Manager Dr. Beata Haug reviewed the financials, with no significant changes to report. RESULT: DISCUSSED 8. St. Croix County Health and Rehab Center Campus Resident Census Report and Emergency Support Services Monthly Nursing Home Bed Report This agenda item was provided to the HHS Board in order to be kept appraised of the census at the Health and Rehab Center and the availability of beds within the county. RESULT: DISCUSSED 9. St. Croix Health and Rehab Center Campus New Resident Outreach Report This is a monthly report provided to the Board to inform them of the work being done to increase awareness of the services available at the Health and Rehab Center. Board members are encouraged to let Health and Human Services Board Chair Dr. Chris Babbitt or Health and Human Services Director Fred Johnson know if they have any additional contacts that they feel could be made. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS No requests at this time.
