MEETING MINUTES
HEALTH & HUMAN SERVICES BOARD
December 12, 2017 5:30 PM

CALL TO ORDER
The December 12, 2017 meeting of the Health and Human Services (HHS) Board was called to
order at approximately 5:30 PM by HHS Board Chair Dr. Chris Babbitt.

APPROVAL OF MINUTES
1. Health & Human Services Board – Regular Meeting – November 14, 2017 5:30 PM
Health and Human Services (HHS) Board Members were asked by HHS Board Chair Dr.
Chris Babbitt if after review of the November 14, 2017 HHS meeting minutes if any
additions or deletions needed to be made. With nothing noted a motion was made by
Supervisor Anderson to approve the minutes as submitted and was seconded by
Supervisor Long. A voice vote was taken and all approved.

PUBLIC COMMENT
Health and Human Services Board Chair Dr. Chris Babbitt opened the meeting to Public
Comment for items on or off the agenda. Chair Babbitt informed the group that one community
member has asked to address the Board this evening.
John Strom from the Town of Forrest addressed the board regarding the passing of a Brown
County resident who was a dedicated wind warrior. His work and dedication regarding Wind
Turbines and their potential health effects will be greatly missed .
BUSINESS ITEMS
1. Chapter 42 - Human Health Hazards - of the St. Croix County Code of Ordinances
At the May 2, 2017 County Board of Supervisors meeting, Chapter 42 of the St. Croix
County Code of Ordinances was adopted with the request for the Health and Human
Services Board to revisit the ordinance specific to toxic or hazardous materials and report
back any recommended changes.
County Board Supervisor Bill Peavy addressed the Health and Human Services Board
regarding his request with some of the language within the ordinance. Supervisor Peavy
shared he is trying to protect the normal course of farming operations. Specific sections
requested for review included section 42.07 B1(Bio-Security of Health Officers Entering
Structures), Section 42.08 C6 (Toxic or Hazardous Material) , 42.08 C12 (Inoperable
Vehicles and Vehicle Parts) and 42.08 C16 (Unsafe Structures) .
Assistant Corporation Counsel Heather Wolske and Public Health Administrator Deb
Lindemann spoke to these concerns and provided further details and clarification.
Clarification provided to the Board if changes were made to the ordinance, the changes
would first need to be drafted and brought back to the HHS Board, and then
recommended changes would be brought to the Board of Supervisors for their approval.
Discussion had and the Board determined to modify the ordinance and add language. A
Motion was made by Supervisor Coulter to make the suggested additional language
changes to the ordinance. 42.08 C6 - This provision shall not apply to chemical and/or
biological material that is properly managed, stored, used or disposed of in the normal
course of farming operations. 42.08 C12 - This provision shall not apply to the outdoor
storage of abandoned, unlicensed, or inoperable vehicles or outdoor storage of motor
vehicle parts that are stored and used in the normal course of farming operations. No
changes recommended to 42.08 C16 or B1.This was Seconded by Supervisor Ard. A
voice vote was taken, all approved.
Chair Babbitt will have further discussion with Public Health Administrator Lindemann
and Assistant Corp Counsel Wolske regarding the addition of Infrasound, caused by wind
turbines, as a human health hazard (Vertigo) and bring it back to this Board for
consideration.

2. 2017 Wisconsin Assembly Speaker’s Task Force on Foster Care
Health and Human Service's Director Fred Johnson and Children Services Administrator,
Julie Krings reviewed a power point from Lacrosse County and highlighted areas of
most significance.
Discussion included information on St. Croix County data.
RESULT: DISCUSSED
3. Industrial Wind Turbine Energy Systems
Health and Human Services Director Fred Johnson reviewed previous work,
correspondence and actions by this Board regarding Industrial Wind Turbines. Director
Johnson shared that the Professional Association of Health Departments has recently
formed a wind turbine work group, and Public Health Administrator/Health Officer Deb
Lindemann will be part of this work group. Information on wind turbines from the WI
Department of Public Health was shared and a link to their website will be provided to
the Board.
The Board discussed concerns and potential next steps to take regarding Industrial Wind
Turbines.
Chair Babbitt would like this Board to consider convening a subcommittee or study
group to look into this information in a more organized fashion in order to make
decisions that are more informed.
A motion was made by Health and Human Services Board Chair Dr. Chris Babbitt to
support further discussion on formation of a formal subcommittee on the wind turbine
issue, seconded by Supervisor Ard. A voice vote was taken all approved.

4. Health and Human Service and Veteran Services Financial Report
HHS Director Fred Johnson reviewed the monthly financials. No significant changes to
report.
RESULT: DISCUSSED
5. Health and Human Services Department Donation Accounts Financial Report
Per the Boards request, Health and Human Services (HHS) Director Johnson reviewed
the HHS donation accounts.
Discussion was had and questions answered. This agenda item will be brought back on a
quarterly basis.

6. Heightened Scrutiny Medicaid Waiver Home and Community-Based Services Setting
Requirement Submittal for the Kitty Rhoades Memorial Memory Care Center and the
Orchard View Terrace
Health and Human Services Director Fred Johnson informed the Board that the requests
for heightened scrutiny review were submitted via certified mail on November 15, 2017.
Public comment regarding heightened scrutiny submittal's will not occur until after WI
Department of Health Services has conducted a site visit and approved the request. As of
today no site visit has been scheduled . The Board will continue to be made aware of any
progress.

7. St. Croix County Health and Rehab Center Campus Resident Census Report and
Emergency Support Services Monthly Nursing Home Bed Report
This monthly agenda item is provided to the Board to inform them of current census
numbers at the Health and Rehab Center as well as available beds throughout the County.

8. St. Croix Health and Rehab Center Campus New Resident Outreach Report
This monthly agenda item provides the Board with details of current work being done on
outreach for new residents at the Health and Rehab Center Campus.
RESULT: DISCUSSED
REQUEST FOR FUTURE AGENDA ITEMS
HHS Board Chair Dr. Chris Babbitt asked if Board members have any requests for future agenda
items. With no requests, Board members are encouraged to contact Chair Babbitt, Vice Chair
Long or Health and Human Services Director Fred Johnson with any agenda requests.
Health and Human Services Director Fred Johnson shared that an agenda item is being planned,
as follow up from a request by Board Member Logelin, regarding trends in Nursing Homes. In
January, Leading Age will be at the meeting and provide a presentation.
