CALL TO ORDER
Health and Human Services Board Chair Dr. Chris Babbitt called this May 9, 2017 meeting to
order at approximately 5:30 PM.

APPROVAL OF MINUTES
1. Health & Human Services Board Regular Meeting April 11, 2017 5:30 PM
Health and Human Services (HHS) Board Chair Dr. Chris Babbitt asked if after review of
the April 11, 2017 HHS Board minutes if there were any necessary changes. With no
changes voiced a motion was made by Supervisor Coulter to approve the minutes as
submitted, with a second from Supervisor Leibfried. A voice vote was taken, all
approved.
RESULT: APPROVED \[UNANIMOUS\]

PUBLIC COMMENT
John Strom addressed the Board with information regarding improperly sited industrial wind
turbines. Mr. Strom read portions of an overview from The National Institute of Health in 2004.
BUSINESS ITEMS
1. Western Wisconsin Working for Tobacco-Free Living E-Cigarette Presentation
This agenda item was skipped as presenter was not available. Moved to agenda item # 2
RESULT: NO ACTION
2. Communicable Disease Surveillance and Control Report
Public Health Administrator Deb Lindemann reviewed a power point to provide an
update on work being done around communicable disease in St. Croix County. With the
recent outbreak of measles in Minnesota, vaccination rates around the United States were
reviewed as well as other information regarding measles. Also highlighted was a case of
mumps as well as diseases that usually see an increase in the summer months including
West Nile and Vector-borne diseases like Lyme Disease. Questions and discussion
followed.

3. Presentation of the 2016 Health and Human Services Annual Report
Health and Human Services Division Administrators reviewed highlights of the 2016
Annual Report with the Board.
Questions asked and answered throughout the presentation.
The Health and Human Services 2016 Annual Report will go before the County Board in
June.

4. Health and Human Services 2018 to 2022 Capital Improvement Requests
Health and Human Services Operations Manager Steve Kirt reviewed the 2018-2022
Health and Human Services Capital Improvement Requests with the Board. Discussion
followed.
Motion made by Board Member Logelin to advance these 2018-2022 Capital
Improvement Planning (CIP) requests for consideration in the capital improvement
planning process. Second by Supervisor Anderson.
Voice Vote: All approved the motion.

5. Health and Human Service Financial Report
Fiscal Manager Dr. Beata Haug reviewed the monthly financial reports.
Variances were discussed and questions answered.

6. First Quarter Health and Human Services 2017 Year End Financial Projection Report
Fiscal Manager Dr. Beata Haug reviewed the projected year-end financial reports.
Variances were discussed and questions answered.
RESULT: DISCUSSED
7. Medicaid Waiver Funding for the Kitty Rhoades Memorial Memory Care Center
The Health and Human Services Board was provided an update on the work being done
and status of the second request for heightened scrutiny for The Kitty Rhoades Memorial
Memory Care Center to become eligible for Medicaid waiver funding.
RESULT: DISCUSSED
8. Kitty Rhoades Memorial Memory Care Center Planning to Increase Census
The Health and Human Services Board was informed on work being done to recruit and
fill staffing needs in order to continue to increase the census in the Kitty Rhoades
Memorial Memory Care Center as well as when placement of residents in Orchard View
Terrace begins. Health and Rehab Center Administrator Sandy Hackenmueller reported
that several key positions have recently been filled.

9. Resolution Regarding the Transfer of Jurisdiction Over 17-Year-Old Offenders or a
Portion of 17-Year-Old Offenders Back to Juvenile Court
Health and Human Services Director Fred Johnson provided some background
information regarding the Resolution Regarding the Transfer of Jurisdiction Over 17-
Year-Old Offenders back to juvenile court. Discussion.
Motion by Supervisor Coulter and Second by Supervisor Leibfried to approve this
resolution and move to the County Board for consideration. Voice vote was taken, all
approved.

Coalition in St. Croix County
Health and Human Services Director Fred Johnson provided some information regarding
this Dementia Care Specialist resolution. Motion by Supervisor Anderson second by
Supervisor Leibfried to approve the resolution as submitted. Further discussion.
Suggested amendment to change the wording on line 9 to read; Whereas, 70-90% of
people... Motion made by Supervisor Coulter to make this amendment second by
Supervisor Long.Voice vote taken, all approved.
Motion made by Supervisor Anderson to approve the resolution as amended, second by
Supervisor Leibfried. Voice vote, all approved.

REQUEST FOR FUTURE AGENDA ITEMS
HHS Board Chair Babbitt asked for any requests for future agenda items.
Board Member Logelin asked to bring back the Tobacco Free Living presentation regarding E-
cigarettes to another meeting.
ANNOUNCEMENTS & CORRESPONDENCE
June 13th is our Open Public Participation Process joint meeting with the Council On Aging and
Disabilities related to items on the 2018 budget.
