MEETING MINUTES
HEALTH & HUMAN SERVICES BOARD
July 11, 2017 5:30 PM

CALL TO ORDER
This July 11, 2017 meeting of the Health and Human Services Board (HHS) was called to order
at approximately 5:30 PM by HHS Board Chair Dr. Chris Babbitt.

APPROVAL OF MINUTES
1. Health & Human Services Board Regular Meeting May 9, 2017 5:30 PM
Health and Human Services Board Chair Dr. Chris Babbitt asked if after review of the
May 9, 2017 minutes if any editing was necessary. With nothing noted a motion was
made by Supervisor Coulter to approve the minutes as submitted and was seconded by
Board Member Logelin. A voice vote was taken, all approved.

PUBLIC COMMENT
The meeting was open to public comment for items on or off the agenda by Health and Human
Services Board Chair Dr. Chris Babbitt.
Jeff Ericson addressed the Board regarding health effects of wind turbines, as well as provided
an informational handout and map.
Brenda Salseg from the Town of Forest addressed the board regarding the wind turbine issue and
the potential health issues they could cause.
Cindy Kuscienko addressed the Board, sharing information and findings regarding various wind
turbine farms and the health effects that have been reported by consumers living near them.
John Strom addressed the Board regarding the improper siting of wind turbines and the potential
health hazards.
No other public comment.
BUSINESS ITEMS
1. Bureau of Environmental and Occupational Health Wisconsin Division of Public Health
Industrial Wind Turbine Energy Systems Presentation
Dr. Mark Werner, Chief, Health Hazard Evaluation Section from the Bureau of
Environmental Health WI Division of Public Health, reviewed a power point with the
Board regarding the primary health concerns raised regarding wind turbines and
summarized the findings from research and health focused reviews.
Questions and concerns by the Board were raised and discussion followed.
RESULT: DISCUSSED
2. Ordinance Creating Chapter 32 Smoking on County Property
This ordinance was before the Board of Supervisors on June 6, 2017 and was referred
back to the Health and Human Services Board to be reviewed and obtain input from
Public Health. Deb Lindemann, Public Health Administrator's input on adding E-
cigarettes and tobacco free grounds in an ordinance would be good public policy. The
Health and Human Services Board reviewed Chapter 32 and discussed the ordinance.
Supervisor Coulter recommended for adoption the ordinance as written, to be sent to the
Board of Supervisors which was seconded by Supervisor Anderson. A voice vote was
taken, all approved.

3. Resolution Authorizing Placement at the 180 Program-Northwest Regional Juvenile
Detention Center for Periods not to Exceed 365 Day
This resolution is before the Health and Human Services (HHS) Board for consideration
to authorize the St. Croix County Circuit Court Judge to order placement in the 180
Program-Northwest Detention Center for a period not to exceed 365 days. HHS Director
Fred Johnson and Children Services Administrator Julie Krings provided some details
around the 180 Program. This resolution will be brought to the Public Protection
Committee as well.
Motion by Supervisor Coulter for adoption of this resolution as written, to move to the
Public Protection Committee and then on to the full County Board. This was seconded by
Supervisor Long. A voice vote was taken, all approved.

4. Medicaid Waiver Funding Request for St. Croix County Community Based Residential
Facilities
Health and Human Services Director Fred Johnson provided an update on the status of
the request for Medicaid waiver funding for the St. Croix County Community Based
Residential Facilities (CBRF).
RESULT: DISCUSSED
5. Orchard View Terrace Center Community Based Residential Facility Licensure From 40
to 48 Residents and Private Pay Rate Adjustment
Health and Human Services Director Fred Johnson shared that two issues have been
brought to light regarding residency at Orchard View Terrace. One of which is requests
from couples to reside there together, the other is determining what the cost would be for
that second resident in that room. It would not require extra staffing, but would need to
cover overhead costs such as food and utilities. The Board reviewed and discussed the
proposed rate increases when an additional resident resides in a room.
Motion made by Supervisor Anderson to approve this rate change for an additional
person and was seconded by Board Member Rasmussen. A voice vote was taken, all
approved.

6. St. Croix County Health and Rehab Center Campus Resident Census Report
An updated Census report was provided for review and discussion by the Board.
RESULT: DISCUSSED
7. Aging and Disability Resource Center Division Funding
Fiscal Manager Dr. Beata Haug reported on the funding sources for the Aging and
Disability Resource Center (ADRC) as part of the Board priority to better understand
Health and Human Services funding.
RESULT: DISCUSSED
8. Health and Human Service Financial Report
Fiscal Manager Dr. Beata Haug reviewed the monthly financials with the Board.
RESULT: DISCUSSED
REQUEST FOR FUTURE AGENDA ITEMS
Health and Human Services (HHS) Board Chair Dr. Chris Babbitt asked for any requests for
future agenda items. With no requests he reminded the Board that they can contact himself or
HHS Director Fred Johnson at anytime with agenda items.
ANNOUNCEMENTS & CORRESPONDENCE
Upcoming open house at the newly remodeled Community Based Residential Facility, Orchard
View Terrace, on July 20, 2017 from 3-6 PM. Everyone is invited. The staff from MJ Cares
will also have the Therapy Pool open for viewing.
