Health & Human Services Board – Regular Meeting – January 9, 2018 5:30 PM Health and Human Services (HHS) Board Chair Dr. Chris Babbitt asked the HHS Board if after the review of the January 9, 2018 meeting minutes if any editing was needed. With no changes requested a motion was made by Supervisor Ard and seconded by Board Member Logelin to approve the minutes as submitted. A voice vote was taken and all approved. RESULT: APPROVED [UNANIMOUS] MOVER: Scottie Ard, Supervisor SECONDER: Heather Logelin, Board Member AYES: Heather Logelin, Christopher Babbitt, Tom Coulter, Bob Long, Scottie Ard, Paulette Anderson, Shaela Leibfried, Deb Rasmussen ABSENT: Lisa Ramsay PUBLIC COMMENT Health and Human Services (HHS) Board Chair Dr. Chris Babbitt opened the meeting to public comment for items on or off the agenda. Chair Babbitt informed the Board that one citizen has requested to address the Board tonight. John Strom, from the Town of Forrest, addressed the Board with information regarding the potential health effects of improperly sited wind turbines. BUSINESS ITEMS 1. Ordinance Amending Chapter 42 - Human Health Hazards - of the St. Croix County Code of Ordinances Chapter 42 of the St. Croix County Code of ordinances was adopted by the St. Croix County Board of Supervisors on May 2, 2017, at that time a request was made for the Health and Humans Services (HHS) Board to review this ordinance, specific to toxic or hazardous materials and the agricultural community, and report back any recommended changes. At the December 12, 2017 meeting of the HHS Board a motion was passed to add language to the ordinance in subsections 42.08 C6 and 42.08 C12. The amended ordinance is brought to the Board tonight for consideration. Discussion had around the other area of concern, bio security. Public Health Administrator Deb Lindemann shared that after reaching out to other health departments and the state, there will be updates made in the language of the current Public Health policies and protocols to address questions raised regarding biohazards. Motion by Supervisor Coulter to approve the amendments to Chapter 42 and was Seconded by Supervisor Ard. Communicable Disease Surveillance and Control Report Public Health Administrator/Health Officer Deb Lindemann provided an updated report on communicable disease and surveillance. A Power Point was reviewed with the Board. Discussion and questions followed. RESULT: DISCUSSED 3. Wisconsin Association of Local Health Departments and Boards-Wind Turbine Workgroup Public Health (PH) Administrator/Health Officer Deb Lindemann provided information regarding the scope and current planning of the recently formed workgroup on wind turbines through the Wisconsin Association of Local Health Departments and Boards (WALHDAB). Some of the suggested objectives that this workgroup came up with are; to provide a consistent message, develop a frequently asked questions document and possibly do a survey of local health departments. Also to provide a process for complaints, and hold a meeting with the Public Service Commission (PSC). A meeting was held today with PSC. PH Administrator Lindemann shared some of the highlights of this conversation, but will provide more detailed notes once she has the time to review. Deb reported that legislation was proposed in January to change the PSC 128 rule to enable municipalities to have a larger set back distance and this is now in committee. A new study was conducted on the attitudes of people living near wind turbines, though is not published yet. Also, Denmark and Australia have proposed doing a study of the health effects of wind turbines. The PSC is also willing to develop a one page document to answer questions and to inform on how to file a complaint. Chair Babbitt requested that PH Administrator Lindemann distribute the minutes of these WALHDAB workgroup meetings to the HHS Board as well as providing any updates from this workgroup to the HHS Board. PH Administrator Lindemann shared that the PSC would take comments or questions, but also that new members of the wind siting council has contact information available on the PSC website under docket 5-GF-228 for anyone to contact members. Discussion and questions followed. Supervisor Ard shared that the Town of Forest is facing a commercial wind turbine development and feels it isn't enough to wait for findings from the WALHDAB workgroup. She would like to see a county work group or subcommittee started, to gather and filter through all of the information that the Town of Forest residents already have. Next steps with a county workgroup seems to be identifying the persons best to serve on such a workgroup or subcommittee. Chair Babbitt will follow up with Corporation Counsel to determine how to move forward in formally forming a subcommittee. RESULT: DISCUSSED 4. Wisconsin Department of Health Services Medicaid Waiver Home and Community- Based Services Heightened Scrutiny Site Visit for the Kitty Rhoades Memorial Memory Care Center and the Orchard View Terrace Health and Human Services Director Fred Johnson reported on the recent site visit on January 29th by the Wisconsin Department of Health Services (WIDHS) as part of the request for heightened scrutiny. A tour and additional information was provided to them. They had many positive things to say about the facility and the information provided in the submittal request packet. Next steps will involve the state gathering and doing a final review of all the information and in March providing a public comment period. If Secretary Seemeyer approves our submittal, then in April she will submit to the Centers for Medicare and Medicaid Services (CMS) for their review and approval. The Board will be informed when the public comment period is opened and of any further updates in the Heightened Scrutiny review process. RESULT: DISCUSSED 5. Health and Human Service and Veteran Services Financial Report Dr. Beata Haug reviewed the monthly financials with the Board. Questions asked and answered. RESULT: DISCUSSED 6. Department of Health and Human Services-Delivery of Service Plan Health and Human Services Director Fred Johnson reviewed the Service Delivery Plan with the Board and highlighted a few changes since this report was last presented. Due to this being a late addition to the packet, the Board asked for additional time to review the document and to bring it back to the next meeting. RESULT: DISCUSSED-NO ACTION 7. St. Croix County Law Enforcement Roundtable Meeting with State of Wisconsin Attorney General Brad Schimel Health and Human Services Director Fred Johnson shared some of what was discussed at the January 12, 2018 law enforcement roundtable meeting including access to emergency detention mental health beds and the impact of drug use on children and families creating increased casework for Children's Services. Discussion followed. HHS Director Johnson will be in close communication with the Attorney Generals office as things progress on these topics. RESULT: DISCUSSED 8. Regional Juvenile Correctional Facilities Planning Governor Scott Walker has announced that Lincoln Hills School, Juvenile Correction Facility, will be closing in early 2020 and that regional facilities will be built. Where the regional facilities will be located is still being determined, but are currently looking at existing facilities that could be converted to a juvenile facility. Discussion and questions followed regarding who will be responsible to run these facilities and what will be the counties role. As more information becomes available it will be brought back to the Board. RESULT: DISCUSSED 9. Appointment of Two Health and Human Service Board members to the St. Croix County Membership in Wisconsin Counties Association Workgroup At the January 24, 2018 meeting of the Administration Committee, discussion was had regarding the membership of St. Croix County in the Wisconsin Counties Association. The Administration Committee is looking for two Health and Human Services Board members to participate in a workgroup to review the County membership and our expectations. Meetings are still being established, but shouldn't be a huge time commitment. Supervisor Ard and Supervisor Long volunteered to be part of this workgroup. RESULT: DISCUSSED 10. Health and Human Services Director Report • St. Croix County Health and Rehab Center Campus: Resident Census Report; Emergency Support Services Monthly Nursing Home Bed Report; New Resident Outreach Report. Health and Human Services (HHS) Director Fred Johnson informed the Board of planning regarding this agenda item to rotate between various HHS divisions. This month's report is focused on the Health and Rehab Center campus census and outreach work. Question was raised about the ongoing CNA courses at the Health and Rehab Center Campus. HHS Director Johnson will check on the status of this. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS HHS Board Chair Dr. Chris Babbitt asked if Board members have any requests for future agenda items. With no requests, Board members are encouraged to contact Chair Babbitt, Vice Chair Long or Health and Human Services Director Fred Johnson with any agenda requests. The Delivery of Service Plan will be back on the next agenda for additional time to review and provide feedback. ANNOUNCEMENTS & CORRESPONDENCE No announcements tonight.
