MEETING MINUTES
HEALTH & HUMAN SERVICES BOARD
January 9, 2018 5:30 PM

CALL TO ORDER
This January 9, 2018 meeting of the Health and Human Services (HHS) Board was called to
order at approximately 5:30 PM by HHS Board Chair Dr. Chris Babbitt.

APPROVAL OF MINUTES
1. Health & Human Services Board – Regular Meeting – December 12, 2017 5:30 PM
Health and Human Services (HHS) Board Chair Dr. Chris Babbitt asked the HHS Board
if after the review of the December 12, 2017 minutes if any editing was needed. With no
changes requested a motion was made by Supervisor Coulter and seconded by Supervisor
Long to approve the minutes as submitted. A voice vote was taken and all approved.

PUBLIC COMMENT
Health and Human Services (HHS) Board Chair Dr. Chris Babbitt opened the meeting to Public
Comment for items on or off the agenda. Chair Babbitt informed the HHS Board that one
member of the community has requested to address the Board tonight.
John Strom from the Town of Forrest, addressed the Board regarding the potential health effects
of improperly sited wind turbines. Mr. Strom highlighted portions of the fact sheet from
Department of Health Services and provided his feedback.

BUSINESS ITEMS
1. Veterans Outreach and Recovery Program
Veterans Services Officer Phil Landgraf provided details regarding the Veterans
Outreach and Recovery Program and how the local Veterans Service Office has worked
with this program. A new bill is being proposed to fund this program at the state level as
the federal grant funding has been depleted. This program is geared to assist homeless
veterans as well as those struggling with mental health issues.
The consensus of the Health and Human Services (HHS) Board is to support this program
request. Mr. Landgraff will work to draft a letter in support of this program and will get it
to HHS Board Chair Babbitt for his review and signature. The HHS Board will be
provided a copy.

2. LeadingAge Wisconsin Long Term Care Industry Trends Presentation
Per a request by the Board, Brian Schoeneck, Vice President of Financial and Regulatory
Services from Leading Age Wisconsin reviewed a Power Point with the Board regarding
trends in the Nursing Home Industry.
Discussion had and questions answered.
RESULT: DISCUSSED
3. Community Development Department Preliminary Analysis of the Staffing and Other
Costs Associated with Implementation of the St. Croix County Ground and Surface
Water Study Group’s Key Recommendations
Community Development Department (CDD) Director Ellen Denzer and Community
Development Planning and Land Administrator Bret Budrow, reviewed the core
recommendations from the St. Croix County Ground and Surface Water Quality Study
Group and summary of the estimated hours and funds needed to implement them.
Discussion followed and questions answered. Supervisor Long suggested drafting a cost
benefit analysis to determine where we could get the most return and Board Member
Logelin shared the potential need for a better understanding of what other work CDD
does and if this added work could or should take priority over other tasks.
The Community Development Department would like some next step direction on which
recommendations to begin work on. They are looking to the Health and Human Services
Board and all the elected officials to provide feedback on where their focus should be.
CDD Director Denzer suggested first steps may potentially be a joint meeting between
Community Development Committee and the Health and Human Services Board.

4. Health and Human Service Department-Children Services Division Report on Foster
Care and the Child Welfare System
Children Services Administrator Julie Krings reviewed some additional and updated data
regarding concerning trends in Children Services. Discussion had and questions
answered.
Health and Human Services (HHS) Director Fred Johnson is looking to the HHS Board to
consider supporting a budget amendment to then send to the Administration Committee,
which would support the addition of 2 positions in the Children Services Division. One
position would be for a Foster Care Recruiter and one for an additional Child Assessment
worker. A portion of the funding for these positions could come from the Health and
Human Services fund balance in order to be proactive around this crisis.
A Motion made by Chair Babbitt that The Health and Human Services Board supports
the Administration Committee in considering a budget amendment to fund the hiring of 2
additional Children Services staff. Seconded by Supervisor Anderson.
Voice vote was taken -All approved.

5. Health and Human Service and Veteran Services Financial Report
Dr. Beata Haug reviewed the monthly financials with the Board, she had no significant
changes to report.
RESULT: DISCUSSED
6. St. Croix County Health and Rehab Center Campus Resident Census Report and
Emergency Support Services Monthly Nursing Home Bed Report
This information is provided monthly for the Board's review of current census numbers.
Supervisor Coulter questioned whether the Kitty Rhoades Memorial Memory Care
Center and Orchard Vew Terrace should be listed on the open bed report. Health and
Human Services Director Johnson shared that he believes this listing is only for skilled
care beds, but he will look into this further and bring the information back to this Board.

7. St. Croix Health and Rehab Center Campus New Resident Outreach Report
This information is provided monthly for the Board's review of outreach work being
done. Board Member Logelin would like a closer look at what is working and where are
admissions coming from. Health and Human Services Director Johnson will request that
information for next meeting.

REQUEST FOR FUTURE AGENDA ITEMS
HHS Board Chair Dr. Chris Babbitt asked if Board members have any requests for future agenda
items. With no requests, Board members are encouraged to contact Chair Babbitt, Vice Chair
Long or Health and Human Services Director Fred Johnson with any agenda requests.
ANNOUNCEMENTS & CORRESPONDENCE
Health and Human Services (HHS) Director Fred Johnson informed the Board as follow up to
the Living Wage Ordinance, a work group has been formed and are meeting on Feb 2, 2018. If
Board members have any questions they should contact HHS Director Johnson.
Also, preliminary conversations are being had regarding expanding the Comprehensive
Community Support (CCS) shared service model as 2 additional counties are interested in
joining our model.
