Unexcused Absences: Deb Rasmussen Excused Absences: Dan Fosterling APPROVAL OF MINUTES 1. Health & Human Services Board – Special Meeting – May 4, 2018 9:30 AM Health and Human Services (HHS) Board Chair Dave Ostness asked the HHS Board members if after review of the May 4, 2018 minutes if any editing was required. With no changes requested Chair Ostness accepted the minutes as submitted. RESULT: ACCEPTED PUBLIC COMMENT Health and Human Services (HHS) Board Chair Dave Ostness opened the meeting to public comment for items on or off the agenda. Chair Ostness informed the Board that one citizen has requested to address the Board tonight. John Strom, from the Town of Forrest, addressed the Board regarding improper siting of industrial wind turbines causes human health hazards. No other public comment. BUSINESS ITEMS 1. St. Croix County Health and Human Services Foster Care Recruitment Children Services Administrator Julie Krings reviewed a power point with the board highlighting foster care recruitment in St. Croix County and around Wisconsin. Questions and discussion followed. RESULT: DISCUSSED 2. Presentation of the 2017 Health and Human Services Annual Report The 2017 Annual Report was reviewed with the Board. Several members of the Health and Human Services staff were available to highlight areas and answer questions regarding work being done in particular divisions and programs. RESULT: DISCUSSED 3. 2017 Wisconsin Act 185-Secured Residential Care Centers for Children and Youth Health and Human Services Director Fred Johnson highlighted a few areas of the discussion that was had at the Juvenile Corrections Forum held on May 3, 2018. An overview of a couple Power Points from the Juvenile Corrections meeting was provided as well. Director Johnson shared that the focus moving forward for St. Croix County will be the Hub and Spoke model, which means contracting with other Counties like Eau Claire and Lacrosse to provide placement of juveniles in their secured residential care centers. Discussion and questions followed. RESULT: DISCUSSED-NO ACTION 4. Health and Human Services Board Heightened Scrutiny Public Comment Memorandum to Wisconsin Department of Health Services for the Kitty Rhoades Memorial Memory Care Center and the Orchard View Terrace Health and Human Services (HHS) Director Fred Johnson reviewed the memorandum that was drafted per direction of the HHS Board at the March 2018 meeting. This memorandum will be submitted as public comment on behalf or the Health and Human Services Board regarding the Counties Heightened Scrutiny request. The Board will be informed when the public comment period opens, so they can submit individually as well, if they choose. A Motion was made by Supervisor Coulter to approve this memorandum for submittal and was seconded by Board Member Logelin. A voice vote was taken and all approved. RESULT: APPROVED [UNANIMOUS] AYES: Heather Logelin, Tom Coulter, Bob Long, Tammy Moothedan, Dave Ostness, Paulette Anderson ABSENT: Dan Fosterling, Deb Rasmussen 5. Health and Human Services Director Report: St. Croix County Health and Rehab Center Campus-Resident Census Report and Emergency Support Services Monthly Nursing Home Bed Report Health and Human Services Director Fred Johnson, as part of this months Directors Report, reviewed the census numbers from the Health & Rehab Center Campus as well as the Monthly Open Bed Report provided by Emergency Services. Director Johnson informed the Board regarding the plan for this agenda item moving forward. RESULT: DISCUSSED 6. Health and Human Services Department and Veteran Services Department Financial Report Interim Finance Director Ken Witt, reviewed the HHS monthly financials with the Board. Questions and discussion followed, with requests for additional items that Board members would like to see added to the financial reports as they become available in the new system. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Health and Human Services Board Chair Ostness asked the Board if there are any requests for future agenda items. With no requests Board members are encouraged to contact Chair Ostness, Vice Chair Anderson or Director Johnson with any agenda requests. ANNOUNCEMENTS & CORRESPONDENCE Discussion regarding moving the meeting time for Health and Human Services Board meeting up from 5:30 PM to 5:00PM. Consensus of the Board was to change the meeting time to 5:00 PM, still on the second Wednesday of the month. Health and Human Services Director Fred Johnson will make certain that all Board members are made aware of this change. ADJOURN Health and Human Services Board Chair Ostness called this May 9, 2018 meeting adjourned at approximately 7:15 PM. DATE OF NEXT MEETING June 13, 2018 @ 5:00 PM in Government Center Boardroom, Hudson. This will be the joint Open Public Process meeting with the Council on Aging and Disabilities.
