HomeMy WebLinkAbout06-13-2018 Joint Meeting Health & Human Services and COAD Minutes MEETING MINUTES HEALTH & HUMAN SERVICES BOARD AND COUNCIL ON AGING AND DISABILITIES June 13, 2018 5:00 PM County Board Room-Government Center County Board Room - 1101 Carmichael Road, Hudson, Wisconsin CALL TO ORDER This June 13, 2018 joint meeting of the Health and Human Services (HHS) Board and the Council On Aging and Disabilities (COAD) was called to order by HHS Chair Dave Ostness. Chair Ostness informed everyone that this is the Open Public Participation meeting regarding the Health and Human Services 2019 budget and service delivery planning. Introductions were made around the table. Unexcused Absences: NA Excused Absences: Heather Logelin APPROVAL OF MINUTES 1. Health & Human Services Board – Joint Meeting – June 13, 2017 5:30 PM Health and Human Services Board Chair Dave Ostness asked the HHS Board and the COAD members if after review of the minutes from the June 13, 2017 joint meeting if any additions or corrections needed to be made. With nothing noted the minutes were approved as submitted by Chair Ostness. RESULT: ACCEPTED PUBLIC COMMENT Health and Human Services Board Chair Dave Ostness opened the meeting to public comment for items on or off the agenda. John Strom from the Town of Forest addressed the Board regarding the potential health effects of improperly sited industrial wind turbines. BUSINESS ITEMS 1. Open Public Participation Process-Review Letters and Take Public Testimony Related to the 2019 Health and Human Services Budget Health and Human Services (HHS) Board Chair Ostness informed everyone that the meeting is now open for input from the public related to 2019 Health and Human Services Budget and Service Planning. HHS Chair Ostness shared that there are several requests for an opportunity to address the Board as well as several letters submitted to be read. Chair Ostness introduced Deb Ramacher who is with Wisconsin Family Ties, a statewide nonprofit. Ms. Ramacher shared background information on how Wisconsin Family Ties got started in St. Croix County. St. Croix County previously used the Coordinated Service Team grant to contract with Wisconsin Family Ties . When the grant funding ran out, the county continued to provide some limited tax levy funding support the services until about a year and a half ago when Comprehensive Community Services (CCS) began. The new Wisconsin Family Ties parent peer specialist has provided support to families though some do not qualify for CCS funding. Ms. Ramacher provided a handout showing some of the outcomes of families involved with services. Wisconsin Family Ties and is requesting consideration of some financial support from the county so they are able to provide services to families within St. Croix County who don't qualify for other funding sources. Agnes Ring, from the Family Resource Center of St. Croix Valley, a private nonprofit in Baldwin WI, addressed the Board highlighting some of the services they provide to support families in St. Croix County. The Family Resource Center appreciates the working relationships with several departments within St. Croix County, and is asking for the continued support and partnership investing in prevention of child abuse and neglect. HHS Board Vice Chair Anderson read a letter submitted by resident Kim Dupre. Ms. Dupre's letter is advocating for funding, priority and advocacy for clean drinking water for rural residents of St. Croix County. Virginia Drath, resident of Emerald township, shared some information from the Department of Natural Resources regarding Emerald Sky Dairy. No further public input. RESULT: DISCUSSED ADJOURN Health and Human Services Chair Dave Ostness called this joint meeting adjourned at approximately 5:30 PM.
