HEALTH & HUMAN SERVICES BOARD

CALL TO ORDER
This July 11, 2018 meeting of the Health and Human Services (HHS) Board was called to order at
approximately 5:00 PM by Health and Human Services (HHS) Board Chair Dave Ostness.

APPROVAL OF MINUTES
1. Health & Human Services Board – Regular Meeting – May 9, 2018 5:30 PM
Health and Human Services (HHS) Board Chair Dave Ostness asked the Board if any
additions or deletions were needed in the May 9, 2018 HHS meeting minutes. With
nothing noted a motion to approve the minutes as submitted was made by
Supervisor Tom Coulter and was seconded by Supervisor Bob Long. A voice vote was
taken, all approved.

PUBLIC COMMENT
Health and Human Services (HHS) Board Chair Dave Ostness opened the meeting to Public
Comment for items on or off the agenda.
John Strom from the Town of Forest addressed the Board regarding improperly sited
industrial wind turbines causing human health hazard.
Darla Meyers from Hudson, WI addressed the Board in opposition to agenda item number
three, the Cannabis referendum.
Abbie Testaberg from River Falls, WI addressed the Board in favor of agenda item number
three, the Cannabis referendum.
Ben Plunkett from River Falls, WI addressed the Board in favor of agenda item number
three, the Cannabis referendum.
Sarah Yacoub Hudson, addressed the Board in favor of agenda item number three, the
Cannabis referendum.
No further public comment.
BUSINESS ITEMS
1. Health and Human Services Department and Veteran Services Department Financial
Report
Fiscal Manager Dr. Beata Haug, reviewed the monthly financials with the Board.
Discussion and questions followed.
RESULT: DISCUSSED
2. Cannabis Referendum on Fall Ballot
The memorandum from the WI Justice Institute, including the three questions approved
by the Administration Committee to appear on the Fall ballot, were reviewed with the
Board. This is before the Health and Human Services Board to provide input only and this
agenda item will go to the full County Board in August.
Health and Human Services Board Chair Dave Ostness asked for a 10 minute recess.
After discussion, Board Member Logelin made a motion to delay action on this
referendum until we have further information. This was seconded by Supervisor
Long. A voice vote was taken, on this motion, and passed by a vote of 7 for and 2
against. (Nays: Supervisor Anderson and Supervisor Moothedan)

3. Communicable Disease Surveillance and Control Report
Public Health Administrator Deb Lindemann, provided an update to the Board on
communicable disease surveillance and control.
Discussion and questions followed.

4. Wisconsin Association of Local Health Departments and Boards-Wind Turbine
Workgroup
Public Health Administrator Deb Lindemann, provided an update to the Board regarding
the work being done by the Wisconsin Association of Local Health Departments and
Boards (WALHDAB) wind turbine workgroup.
Lindemann also provided a memorandum with some general information and links
to resource materials. Lindemann will continue to keep this Board informed on the
work being done.

5. Local Scope of Authority-Industrial Wind Turbine Systems
Corporation Counsel Scott Cox provided information to the Board regarding the local
scope of authority regarding wind turbine systems. One of the areas he highlighted was
no local legal authority over larger (100 megawatts or more) wind energy facilities. The
authority is at the State level for these larger facilities.
Health and Human Services (HHS) Director Fred Johnson and HHS Board Chair
Ostness shared that the question remains if this Board feels the need to form a
subcommittee on the wind turbine issue or should we use the Wisconsin Association
of Local Health Departments and Boards (WALHDAB) workgroup as a means to get
information to the Wind Siting Council. The consensus of the HHS Board will
continue to get updates from WALHDAB and to provide feedback to Wind Siting
Council.
The Wind Siting Council Majority Report and the Minority Reports will be shared with
new Board members.

6. Health and Human Services Director Report • St. Croix County Health and Rehab
Center Campus • Economic Support Division
Health and Human Services Director Fred Johnson presented the Directors report to the
Board. This month it is highlighting the Health and Rehab Center Campus and the
Economic Support Division.
Economic Support Administrator Ronda Brown reviewed some statistical graphs with the
Board as well as provided additional program information and answered questions.

7. Wisconsin Department of Health Services Medicaid Home and Community-Based
Waivers Request for Public Comment-Heightened Scrutiny Process
This agenda item is to inform the Board that the Public Comment period has been
opened regarding heightened scrutiny. The letter this Board previously approved,
was signed by Chair Ostness, and has been submitted for public comment on behalf
of this Board.

8. Long Term Care Workforce Report
Health and Rehab Center Campus Administrator Sandy Hackemueller provided this as an
update from similar information shared last year. Hackenmueller also shared information
regarding the Certified Nursing Assistant classes that are being offered at the Health
Center campus to help build workforce. Training is open for not only our facility but
other area facilities as well.

REQUEST FOR FUTURE AGENDA ITEMS
No agenda requests at this time. Board members are encouraged to reach out to Chair Ostness
or Health and Human Services Director Johnson if agenda items come up.
ANNOUNCEMENTS & CORRESPONDENCE
The August meeting is currently planned to be a joint meeting with Community Development
Committee from 5-6 PM and then a shortened Health and Human Services meeting at 6 PM.
In addition, work is in progress to plan a joint meeting with Public Protection and Judiciary
(PPJ) Committee and the Health and Human Services Board regarding substance abuse and
mental health. We will be reaching out to you with a potential date.
