HEALTH & HUMAN SERVICES BOARD

CALL TO ORDER
This August 8, 2018 meeting of the Health and Human Services (HHS) Board was called to order
at approximately 6:00 PM by Health and Human Services (HHS) Board Chair Dave Ostness.

APPROVAL OF MINUTES
1. Health & Human Services Board – Regular Meeting – July 11, 2018 5:00 PM
Health and Human Services (HHS) Board Chair Dave Ostness asked if after the review of
the July 11, 2018 minutes if any editing was needed. With nothing noted a motion to
approve the minutes as submitted was made by Supervisor Tom Coulter and was
seconded by Supervisor Bob Long. A voice vote was taken and all approved.
RESULT: APPROVED [UNANIMOUS]
AYES: Tom Coulter, Bob Long, Tammy Moothedan, Dan Fosterling, Dave
Ostness, Paulette Anderson
ABSENT: Deb Rasmussen, Heather Logelin, Paul McGinnis
PUBLIC COMMENT
John Strom, from the Town of Forest, spoke in regards to the improper siting of industrial wind
turbines causing human health hazards.
BUSINESS ITEMS
1. 2019 Public Health Fee Schedule
Recommended 2.5% increase in 2019 permit fees were reviewed with the Board.
Discussion of 2019 staffing request, which is included in the program service costs. The
additional part time position will bring our staff to facility ratio closer to state
recommendations.
A motion was made by Supervisor Anderson to approve the 2.5 increase for 2019
and was seconded by Supervisor Moothedan. A voice vote was taken and all
approved.

2. 2019 Private Pay Rates for St. Croix Health and Rehab Center Nursing Home and
Community Based Residential Services
Recommended increase in private pay rates by $5 per day for both the Nursing
Home and the Community Based Residential Facility (CBRF) were reviewed with the
Board. This increase is consistent with the budget forecast assumptions from the
Wipfli report.
A motion to approve the 2019 private pay rate increase was made by Supervisor
Coulter and Seconded by Supervisor Long. A voice vote was taken, all approved.

3. Health and Human Services Department and Veteran Services Department Financial
Report
Dr. Beata Haug reviewed the financial reports with the Board.
RESULT: DISCUSSED
REQUEST FOR FUTURE AGENDA ITEMS
No requests at this time. If agenda items come up please feel free to contact the HHS Board
Chair or HHS Director Fred Johnson.
ANNOUNCEMENTS & CORRESPONDENCE
HHS Director Fred Johnson shared that August 30th at 5:00 PM a joint meeting between the
Public Protection and Judiciary Committee and the Health and Human Services Board is being
planned. Please put it on your schedules and an agenda will be forthcoming.
Copies of the Health and Rehab Center audit report as well as the open bed report are
available if board members would like one
Public Health Administrator Deb Lindemann is retiring and recruitment for her position has
begun.
