HEALTH & HUMAN SERVICES BOARD

CALL TO ORDER
The October 10, 2018 meeting of the Health and Human Services (HHS) Board was called to
order at approximately 5:00 p.m. by Health and Human Services Board Chair Dave Ostness.

APPROVAL OF MINUTES
1. Health & Human Services Board – Regular Meeting – September 12, 2018 5:00 PM
Health and Human Services Board Chair Dave Ostness asked if after their review of the
minutes if any editing was needing. Chair Ostness asked that under the budget agenda
item (#3) that language be added regarding the movement of residents in May 2019
from Kitty Rhodes Memorial Memory Care Center to Orchard View Terrace when the
heightened scrutiny is approved. This will then allow the Kitty Rhodes Memorial Memory
Care Center to provide dementia crisis services. Motion made by Supervisor Fosterling
to approve the minutes with the additional language added, seconded by Supervisor
Anderson. A voice vote was taken and all approved.
RESULT: APPROVED [UNANIMOUS]

ABSENT: Heather Logelin, Paul McGinnis
PUBLIC COMMENT
Health and Human Services Board Chair Dave Ostness opened the meeting to public comment
for items on or off the agenda.
Citizen John Strom from the Town of Forest addressed the Board.
BUSINESS ITEMS
1. Fit Families Program Presentation
Moved to later in meeting as presenter is unavailable.
Public Health Nutritionist Teresa Babich reviewed a power point regarding the Fit
Families Program with the Board. Discussion and questions followed.
RESULT: DISCUSSED
2. Health and Human Services Department and Veteran Services Department Financial
Report
Fiscal Manager Dr. Beata Haug reviewed the financials with the Board.
RESULT: DISCUSSED
3. Western Wisconsin Region Counties Emergency Detention and Regional Bed Need
Presentation
A presentation of updated data and information was provided to the Board regarding
the emergency detention bed need in the western region of Wisconsin.
RESULT: DISCUSSED
4. Regional Emergency Detention Bed Need Resolution
The Board reviewed and discussed the resolution regarding emergency detention bed
needs.
After further discussion, a motion was made by Supervisor Coulter to support the
resolution and move to the County Board of Supervisors, Supervisor Moothedan
seconded this.
At this point went back to agenda item #1.
RESULT: APPROVED [UNANIMOUS]

5. Wisconsin County Human Services Association Child Protective Services Caseload
Study Committee Recommendations
The recommendations from the Wisconsin County Human Services Association
Child Protective Services caseload study were reviewed with the Health and
Human Services Board. Discussion followed.
Health and Human Services (HHS) Director Fred Johnson asked the Board if they
would like to consider a resolution. Supervisor Moothedan would like to see the
drafting of a resolution for the Board to review at the next meeting.

6. Health and Human Services Director Report •St. Croix County Health and Rehab
Center Campus •Aging and Disability Resource Center Division
The Health and Human Services Directors Report was presented to the Board. Aging and
Disability Resource Center (ADRC) Administrator Brad Beckman was available and
highlighted the ADRC Division.
RESULT: DISCUSSED
REQUEST FOR FUTURE AGENDA ITEMS
Health and Human Services Board Chair Ostness asked the Board if there are any
requests for future agenda items. With no requests noted, Board members are
encouraged to contact Chair Ostness, Vice Chair Anderson or Director Johnson
with any agenda requests.
ANNOUNCEMENTS & CORRESPONDENCE
The new Public Health Administrator Kelli Engen will start next on Monday October 15th.
The Health and Human Services Board has a vacancy with the resignation of Heather
Logelin, please reach out and share the letter that was emailed to you. If anyone has
questions they can be directed to HHS Director Fred Johnson.
Received confirmation that our heightened scrutiny application is now submitted to the
Center for Medicare and Medicaid Services as of Sept. 28th.
Monday October 15th at 9:00 a.m. at the Services Center in New Richmond there will be a
Public Health legislative event held.

meeting of the HHS Board adjourned at approximately 6:45 pm.
