CALL TO ORDER
Health and Human Services Board Chair Dave Ostness called the November 14, 2018 meeting of
the Health and Human Services (HHS) Board to order at approximately 5:00 p.m. .

APPROVAL OF MINUTES
1. Health & Human Services Board – Regular Meeting – October 10, 2018 5:00 PM
Health and Human Services (HHS) Board Chair Dave Ostness asked if after the review of
the Oct 10, 2018 minutes if any editing was needing. With nothing noted,
the minutes were accepted by HHS Chair Ostness.
RESULT: ACCEPTED
PUBLIC COMMENT
HHS Chair Dave Ostness opened the meeting to public comment for items on or off the agenda.
John Strom from the Town of Forest addressed the Board regarding the improper siting of
industrial wind turbines causes human health hazards.
BUSINESS ITEMS
1. St. Croix County Health and Human Services Foster Care Recruitment and Retention
Report
The HHS Board was provided with an update on the continued work being done towards
foster care recruitment and retention.
RESULT: DISCUSSED
2. Hospital Emergency Department Behavioral Health Tele-Video Pilot Project
Implementation
The HHS Board was informed on the progress and implementation of the tele-video pilot
project within hospital emergency rooms. Peter VanDusartz, Director of Program
Development-St. Croix Valley Behavioral Health, Hudson Hospital and Clinics as well as
Steve Kirt, Behavioral Health Administrator reviewed a power point with the Board and
were available to answer questions.
RESULT: DISCUSSED
3. Communicable Disease Surveillance and Control Report
Public Health Administrator Kelli Engen provided an update on Communicable Disease
Surveillance and Control.
RESULT: DISCUSSED
4. Wisconsin Department of Children and Families Child Welfare Workload Study
The Board was informed of the planning being done for a workload study regarding
child welfare staff workloads.
RESULT: DISCUSSED
5. Wisconsin Department of Children and Families 2019 Preliminary Child and Family
Allocations for Counties
Review of 2019 preliminary Child and Family Allocations for Counties. Health and Human
Services Director Fred Johnson highlighted that the formula for distribution of the
funding is dated to the 1980's. Utilizing the funding on a per capita basis, St. Croix
County is the lowest funded county in the state.
RESULT: DISCUSSED
6. Resolution Requesting Increased Funding and Oversight Reforms for Wisconsin’s
Child Protective Services System
A Motion was made by Supervisor Tammy Moothedan to approve this resolution and
move to the full County Board of Supervisors. Supervisor Long seconded this motion. A
voice vote was taken all approved.
Chair Ostness asked for a five minute break.

7. Health and Human Services Director Report •St. Croix County Health and Rehab
Center Campus •Comprehensive Community Services Program
Routine data for the Health and Rehab Center was reviewed. Information regarding the
development progress and some ongoing data around the Comprehensive Community
Service (CCS) was provided. The CCS program provides consumers with alternative
options for treatment and continues to grow.
RESULT: DISCUSSED
8. Health and Human Services Department and Veteran Services Department Financial
Report
Interim Finance Director/Operation Manager, Ken Witt, reviewed the new format of the
monthly reports. Monthly report is similar to the annual budget. Budget comparisons to
previous year will be enhanced in 2019 as 2018 data will be included in the report.
Fiscal Manager Dr. Beata Haug reviewed the monthly Health and Human Services
financials.
Discussion on budget amendment process given projections for year-end budget
overruns, primarily due to increased purchased services in Children Services Division.

REQUEST FOR FUTURE AGENDA ITEMS
Health and Humans Services (HHS) Board Chair Dave Ostness asked if there are any requests for
future agenda items. With nothing noted at this time, Board members are encouraged to
contact Health and Human Services Board Chair Ostness or Health and Human Services Director
Fred Johnson should something come up.
ANNOUNCEMENTS & CORRESPONDENCE
HHS Director Fred Johnson informed the Board that additional outreach continues on the
Heightened Scrutiny issue.
Chair Ostness thanked Supervisor Bob Long for his service on the Health and Human
Services Board, as tonight is his last meeting.
