CALL TO ORDER
Health and Human Services Board Chair Dave Ostness called the December 12, 2018 meeting of
the Health and Human Services (HHS) Board to order at approximately 5:00 p.m.

APPROVAL OF MINUTES
1. Health & Human Services Board – Regular Meeting – November 14, 2018 5:00 PM
Health and Human Services (HHS) Board Chair Dave Ostness asked if after the review of
the November 14, 2018 minutes if any editing was needed. With nothing noted, Chair
Ostness accepted the minutes.
RESULT: ACCEPTED
PUBLIC COMMENT
Health and Human Services (HHS) Board Chair Dave Ostness opened the meeting to public
comment for items on or off the agenda.
John Strom from the Town of Forest addressed the Board regarding the improper siting of
industrial wind turbines causes human health hazards.
BUSINESS ITEMS
1. United States Department of Health and Human Services Community Collaboration
to Strengthen and Preserve Families Grant
In July of 2018 , the United Way of St. Croix Valley was the lead agency, along
with local and state partners, that applied for a United States Department of
Health and Human Services Community Collaboration to Strengthen and
Preserve Families grant. Although we did not receive funding for this grant,
another similar grant opportunity is now available and information was shared
with the Health and Human Services Board .
A motion was made by Supervisor Anderson to support the planning effort in this
grant opportunity. Board Member Dr. McGinnis seconded this motion. A voice
vote was taken and all approved.

2. Health and Human Services Department and Veteran Services Department Financial
Report
Fiscal Manager Dr. Beata Haug reviewed the monthly Health and Human Services
financials with the Board.
RESULT: DISCUSSED
3. Health and Human Services and Veteran Services Department 2018 Year End
Financial Projection Report
Fiscal Manager Dr. Beata Haug reviewed the Health and Human Services year-end
projections with the Board. Review of projected Health and Human Services fund
balance was discussed. Additional discussion and questions followed.
RESULT: DISCUSSED
4. Wisconsin Association of Local Health Departments and Boards-Wind Turbine
Workgroup Report
An update on activity from the Wisconsin Association of Local Health Departments and
Boards (WALHDAB) wind turbine workgroup was provided to the Board.
RESULT: DISCUSSED
5. Healthier Together – Pierce and St. Croix Counties Health Improvement Coalition
Community Health Needs Assessment
The Board was provided an update on work being done by Healthier Together and
reviewed the Pierce and St. Croix Counties Health Improvement Coalition Community
Health Needs Assessment plan.
RESULT: DISCUSSED
6. Health and Human Services Director Report •St. Croix County Health and Rehab
Center Campus •Public Health Division
The HHS Director's report highlighted information regarding the Health and Rehab
Center Campus census and outpatient rehabilitation numbers. In addition, a power point
reviewed with the Board highlighted information from the Public Health Division
regarding the 12 Domains needed for accreditation.
RESULT: DISCUSSED
7. St. Croix County Medicaid-Waiver Funding Issue Overview for the Kitty Rhoades
Memorial Memory Care Center and the Orchard View Terrace
The Board was provided an update on the Medicaid Waiver funding issue. Currently we
are waiting to hear from The Centers for Medicaid and Medicare Services. (CMS). After
doing outreach to local legislators a reply was received from CMS that noted our request
has been received and they are waiting on heightened scrutiny guidance .
The HHS Board will be kept informed on any updates.
8. Wisconsin Certified Nursing Assistant Training Requirements
Health and Rehab Center Administrator Sandy Hackenmueller provided the Board with
information regarding the State of Wisconsin Certified Nursing Assistant Training
requirements in comparison to the Federal Certified Nursing Assistant Training
requirements. The number of training hours for Wisconsin exceed Federal requirements.
Recommendation to have Wisconsin training requirement match Federal training
requirements. Discussion on review of nursing home quality indicators for states that
have varying levels of training requirements.
Supervisor Coulter made a motion to draft a resolution to send to the County Board
of Supervisors supporting the State of Wisconsin Certified Nursing Assistant Training
follow the Federal Certified Nursing Assistant Training requirements; Supervisor
Fosterling seconded this. Additional comment regarding a report on nursing home
quality indicators and Certified Nursing Assistant training requirements. A report will
be provided. A voice vote was taken, all approved.
Supervisor Coulter encouraged Board members to reach out to legislators in support
of this.

REQUEST FOR FUTURE AGENDA ITEMS
Health and Humans Services (HHS) Board Chair Dave Ostness asked if there are any requests for
future agenda items.
CNA training Resolution. Board members would like to see the indicators and additional
information that supports that with less required training for CNA's, the standard of care is
not compromised. Health and Rehab Center Campus Administrator Sandy Hackenmueller
will provide that information but also encouraged Board members to look at the Nursing
Home Compare website.
