CALL TO ORDER
Health and Human Services (HHS) Board Chair Dr. Chris Babbitt called this March 13, 2018
meeting of the Health and Human Services Board to order at approximately 5:30 PM.

APPROVAL OF MINUTES
1. Health & Human Services Board Regular Meeting February 13, 2018 5:30 PM
Health and Human Services (HHS) Board Chair Dr. Chris Babbitt asked the HHS Board
if after review of the February 13, 2018 meeting minutes if any editing was needed. With
no changes requested a motion was made by Supervisor Coulter and seconded by
Supervisor Leibfried to approve the minutes as submitted. A voice vote was taken and all
approved.

PUBLIC COMMENT
Health and Human Services (HHS) Board Chair Dr. Chris Babbitt opened the meeting to public
comment for items on or off the agenda. Chair Babbitt informed the Board that one citizen has
requested to address the Board tonight.
John Strom, from the Town of Forrest, addressed the Board regarding improper siting of
industrial wind turbines causes human health hazards.
No other public comment.
BUSINESS ITEMS
1. Family Centered Therapy Implementation
In August of 2017 the Health and Human Services Board passed a motion to transition
from Multi Systemic Therapy to Family Centered Therapy. Children Services
Administrator Julies Krings provided an update on the implementation of Family
Centered Therapy.
A power point was reviewed and discussion followed.

2. 2017-2019 Healthier Together Community Health Improvement Plan Report
Public Health Administrator Deb Lindemann reported on the progress of the action plans
for each of the priority areas of the approved 2017-2019 Community Health
Improvement Plan.
A power point was reviewed and questions answered.

3. Wisconsin Department of Health Services Medicaid Waiver Home and Community-
Based Services Heightened Scrutiny Public Comment for the Kitty Rhoades Memorial
Memory Care Center and the Orchard View Terrace
At the February 13, 2017 Health and Human Services (HHS) Board meeting,
administration reported on the Wisconsin Department of Health Services (WIDHS) site
visit that was conducted on January 29, 2018. Health and Human Services Director Fred
Johnson hoped to provide an update tonight on the public comment period as this is one
of the next steps for the heightened scrutiny process, though there are no new details
available to report. Contact has been made with Leading Age who reported that the state
is still planning to hold the public comment period some time in March. The consensus of
the board is they would each like to provide their own input for public comment but also
submit a letter representing the support of the full Health and Human Services Board.
HHS Director Fred Johnson will work to draft a letter with HHS Board Chair Dr. Chris
Babbitt and will submit it on the HHS Boards' behalf. The HHS Board will be informed
when the public comment period opens.

4. Department of Health and Human Services-Delivery of Service Plan
The updated Department of Health and Human Services Delivery of Service Plan was
reviewed with the Board. Health and Human Services(HHS) Director Fred Johnson
highlighted a few areas of the document.
Discussion and questions followed.
A motion was made by Supervisor Coulter that the HHS Board approves the Health and
Human Services Delivery of Service Plan; this was seconded by Supervisor Long. A
voice vote was taken, all approved.

5. Physician Board Member Vacancy on the Health and Human Services Board
Discussion on Dr. Lisa Ramsay's resignation and process to fill the vacancy with a
physician. Director Johnson suggested posting for the position on the County website and
also draft a letter to send to hospitals and clinics in the area to look for interest in the
position. HHS Board members will be given this information as well so they can share it
with their colleagues or others who may be interested. Determination of process will be
done in consultation with the County Administrator, as the recommendation for
appointment comes from that position.

6.
Protective
Center Campus: Resident Census Report; Emergency Support Services Monthly Nursing
Home Bed Report; and New Resident Outreach Report.
Health and Human Services (HHS) Director Fred Johnson, as part of this months
Directors Report, reviewed data and answered questions regarding the Child Protective
Services (CPS) Program within Children Services as well as the Health and Rehab Center
Campus. Board members are encouraged to ask for additional data or information that
they would like to see in the upcoming Directors Reports as this will be a monthly agenda
item touching on the many programs within HHS.

7. Health and Human Services and Veteran Services Financial Report
Fiscal Manager Dr. Beata Haug reviewed the monthly financial reports.

8. Fourth Quarter Health and Human Services, Health and Rehab Center Campus and
Veterans Services 2017 Year-End Financial Projection Report
Fiscal Manager Dr. Beata Haug reviewed the fourth quarter financial projections with the
Board.
Interim Finance Director/Operations Manager Ken Witt addressed some questions
regarding the debt payments and depreciation of the Health and Rehab Center Campus.
Dr. Haug and HHS Director Johnson will look to have this information as part of this
report for the next meeting.

9. Health and Human Services Department Donation Accounts Financial Report
Dr. Beata Haug reviewed the donation accounts with the board.
Questions and discussion regarding who and where these donations come from was had.

REQUEST FOR FUTURE AGENDA ITEMS
HHS Board Chair Dr. Chris Babbitt asked if Board members have any requests for future agenda
items. With no requests, Board members are encouraged to contact Chair Babbitt, Vice Chair
Long or Health and Human Services Director Fred Johnson with any agenda requests.
ANNOUNCEMENTS & CORRESPONDENCE
May 8, 2018 is the next meeting due to upcoming elections on April 3rd, with no committee
meetings being held in April. Health and Human Services Board Chair Dr. Chris Babbitt
thanked the board for their hard work and dedication and shared he has been honored to serve the
last two years. He will await the results of the election to determine the composition of this
committee for the meeting in May.
