Excused Absences: Paul McGinnis APPROVAL OF MINUTES 1. Health & Human Services Board – Regular Meeting – December 12, 2018 5:00 PM Health and Human Services (HHS) Board Chair Dave Ostness asked if after the review of the December 12, 2018 minutes if any editing was needed. With nothing noted, Chair Ostness accepted the minutes as submitted. RESULT: ACCEPTED PUBLIC COMMENT Health and Human Services (HHS) Board Chair Dave Ostness opened the meeting to public comment for items on or off the agenda. John Strom from the Town of Forest addressed the Board regarding the improper siting of industrial wind turbines causes human health hazards. BUSINESS ITEMS 1. United Way 211 Call Center Presentation Ann Searles, Executive Director United Way St. Croix Valley, reviewed a power point with the Board regarding the launch of the new 211 call center planned for April of 2019. RESULT: DISCUSSED 2. St. Croix County Sheriff’s Office Data Crime Analyst Risk Terrain Modeling Presentation Kevin Hamlin, Data Crime Analyst, informed the Board about the Risk Terrain Modeling (RTM) software and the applications that may apply within Health and Human Services. Currently he is working with the Foster Care Coordinators on recruitment of additional foster homes by finding specific areas that may be best to do outreach based on geographical factors. This tool is available to the team of individuals at Health and Human Services and within the community who continue to work on recruiting foster homes. RESULT: DISCUSSED 3. Health and Human Services Department and Veteran Services Department Financial Report Fiscal Manager Dr. Beata Haug reviewed the monthly Health and Human Services financials with the Board. RESULT: DISCUSSED 4. States Certified Nursing Assistant Training Requirements and Quality of Care Indicators in Nursing Homes This information was provided to the Board for their review on the standard of care for states with lower Certified Nursing Assistant training requirements per a request from the Board at the December meeting. Eight of thirty-one quality care indicators were selected from the Centers for Medicare and Medicaid Services (CMS) and outcomes were compared between states that require training above the federal standard with those that have training at the federal standard. In addition, the 5 star rating information was also reviewed. RESULT: DISCUSSED 5. Certified Nursing Assistant Training Requirements Resolution The Board was informed that the previous agenda item is also on the Council on Aging and Disabilities (COAD) agenda for their meeting on Friday, January 11th as the Aging and Disabilities Professional Association of Wisconsin (ADPAW), has opposed the changes in regulations for Certified Nursing Assistant training. The HHS Board determined they would like to hear from the COAD as to where they stand on the Certified Nursing Assistant (CNA) training requirements before voting on this drafted resolution. This Resolution will be brought back the Health and Human Services Board in February with the feedback from the COAD. RESULT: NO ACTION Next: 2/13/2019 5:00 PM 6. Wisconsin Department of Health Services 2019 Basic County Allocation for Counties The Board reviewed a spreadsheet showing the Wisconsin Health Services 2019 Basic Allocation to Counties. Based upon information from the Department of Health Services, the methodology for distribution of funds is based on a formula from the 1980's using the population totals from that same time. This leaves St. Croix County with the lowest per resident allocation across the state, using more current population data. The Board would like more information on the criteria or to verify the language of the policies on how this allocation is determined as well as to see the average/mean and median of these numbers. HHS Director Fred Johnson will again pose the question to those at the state level and bring information back to this Board. RESULT: DISCUSSED 7. Health and Human Services Director Report •St. Croix County Health and Rehab Center Campus •Records Division •Office Support Services The Director's Report provided the HHS Board with program information from the Health and Rehab Center Campus as well as Administration staff at Health and Human Services. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS *Bring back the resolution regarding the Certified Nursing Assistant training requirements. *Bring back information on the formula or methodologies in determining the Health Services Basic allocations. *Update on where things stand on the timeliness of billing for reimbursable services. ANNOUNCEMENTS & CORRESPONDENCE Health and Human Services (HHS) Director Fred Johnson shared that Health and Rehab Center Administrator Sandy Hackenmueller received information from Leading Age that the expected guidance from Centers for Medicare and Medcaid Services on Heightened Scrutiny was Aug. of 2018 but no guidance has been given to them yet. County Ambassador Program (CAP Team) Report was handed out to Board members for their review regarding topics for next months meeting.
