Health and Human Services (HHS) Board Chair Dave Ostness called the February 13, 2019
meeting of the Health and Human Services (HHS) Board to order at approximately 5:00 p.m.

APPROVAL OF MINUTES
1. Health & Human Services Board – Regular Meeting – January 9, 2019 5:00 PM
Health and Human Services (HHS) Board Chair Dave Ostness asked if after the review of
the January 9, 2019 minutes if any editing was needed. With nothing noted, Chair
Ostness accepted the minutes as submitted.
RESULT: ACCEPTED
PUBLIC COMMENT
Health and Human Services (HHS) Board Chair Dave Ostness opened the meeting to public
comment for items on or off the agenda.
John Strom from the Town of Forest addressed the Board regarding the improper siting of
industrial wind turbines causes human health hazards.
BUSINESS ITEMS
1. St. Croix County Council on Aging and Disabilities Position on Certified Nursing
Assistant Training Requirements Resolution
This agenda item was brought back to the Health and Human Services (HHS) Board after
a request at the January 9, 2019 HHS meeting to wait to vote on the resolution regarding
certified nursing assistant (CNA) training (in next agenda item), until the Council on
Aging and Disabilities (COAD) Council had an opportunity to review this same agenda
item and provide some feedback. At their January 11, 2019 meeting, the Council on
Aging and Disabilities Council (COAD) reviewed Wisconsin's certified nursing assistant
training requirements and the resolution. After discussion, a motion for the COAD to
support the resolution to reduce the required hours failed four to five . Discussion from
COAD meeting reviewed.
RESULT: DISCUSSED
2. Certified Nursing Assistant Training Requirements Resolution
This resolution requesting the state of Wisconsin to amend state statutes to mirror
Federal requirements for certified nursing assistant training was brought back for the
Health and Human Services Board's consideration.
A Motion was made by Supervisor Coulter to put the resolution on the table and was
seconded by Supervisor Anderson. Voice vote taken and all agreed. Chair Ostness
put the resolution on the table for further discussion.
A motion was made by Supervisor Coulter to move the resolution forward to the
County Board of Supervisors and was seconded by Supervisor Anderson. A roll call
vote was taken and passed six to two in favor of moving the resolution forward.

3. 2019 Department of Health and Human Services-Delivery of Service Plan
The Board reviewed the 2019 Department of Health and Human Services - Delivery of
Service Plan. Health and Human Services (HHS) Director Fred Johnson highlighted the
updates for 2019 and HHS staff were available to answer questions that Board members
had. Discussion followed.
Motion to accept this 2019 Delivery of Service Plan as submitted was made by
Supervisor Malick and seconded by Board Member McGinnis. A voice vote was
taken, all approved

4. Centers for Medicaid and Medicare Service Heightened Scrutiny Status Report for
the Kitty Rhoades Memorial Memory Care Center and the Orchard View Terrace
The Board was provided an update on current information related to the Centers for
Medicaid and Medicare Services (CMS) heightened scrutiny process.
Discussion on outreach to Wisconsin Department of Health Services, requesting their
assistance in moving this process forward. Draft letter requesting assistance
reviewed.
A motion to authorize Health and Human Services (HHS) Chair Ostness, on behalf of
the HHS Board, to submit the letter to the WI Department of Health Secretary,
Andrea Palm related to the heightened scrutiny process was made by Supervisor
Moothedan and seconded by Board Member McGinnis. A voice vote was taken and
all approved.
HHS Board Chair Ostness will sign the letter and get it submitted to Secretary Palm.

5. Wisconsin Department of Health Services 2019 Basic County Allocation and
Wisconsin Department of Children and Families 2019 Child and Family Allocations for
Counties
The Board reviewed the updated allocation spreadsheets and information provided in
the packet as requested by the Board.
Recommended next steps would involve getting historical trends for statewide
allocations along with funding source.
Discussion had among the Board on what a new model could look like and what it
could potentially mean for St. Croix County allocations.
A motion to support further review of the allocations in a best faith effort, with a
report back to the Board next month, was made by Supervisor Malick and was
seconded by Supervisor Anderson. A voice was taken vote all approved.
A short break was requested at this time.

6. Health and Human Services Department and Veteran Services Department Financial
Report
Fiscal Manager Dr. Beata Haug reviewed the monthly financials with the Board. No
significant changes.

7. Health and Human Services Director Report •St. Croix County Health and Rehab
Center Campus
The February HHS Directors report highlighted census and outpatient therapy numbers
from the Health and Rehab Center Campus as well as the emergency bed report.
RESULT: DISCUSSED
REQUEST FOR FUTURE AGENDA ITEMS
*Review of statutes referenced in Public Comment regarding a governmental division being
more restrictive as long as it serves to protect public health or safety of others. May ask that
Corporation Council provide some input on this.
* Debt service and depreciation included in the financial report
* Accounts receivables and billing times
ANNOUNCEMENTS & CORRESPONDENCE
HHS Director Fred Johnson shared a letter with the Board commending the work of Children
Services staff in exceeding the Federal requirements of 95% for out of home care face to face
contacts with 99.5% for 2018.
HHS Director Fred Johnson will forward this commendation to the Administrator Thompson for
recognition by County Board of Supervisors.

HHS Board Chair Dave Ostness called this February 13th meeting of the Health and Human
Services Board adjourned at approximately 7:15 PM.
