Excused Absences: NA Unexcused Absences: NA APPROVAL OF MINUTES 1. Health & Human Services Board Regular Meeting February 13, 2019 5:00 PM Health and Human Services (HHS) Board Chair Dave Ostness asked the Board if after review of the February 13, 2019 meeting minutes if any editing was needed. With nothing noted, Chair Ostness accepted the minutes as submitted. RESULT: ACCEPTED PUBLIC COMMENT Health and Human Services (HHS) Board Chair Dave Ostness opened the meeting to public comment for items on or off the agenda. John Strom from the Town of Forest addressed the Board regarding the improper siting of industrial wind turbines causes human health hazards. BUSINESS ITEMS 1. St. Croix County Citizen Review Panel Report The Federal Child Abuse Prevention and Treatment Act (CAPTA) require each state to establish citizens review panels. St. Croix County is a designate panel for the state and began this function in 2014. These panels provide opportunities for citizens to play an integral role in assuring that States are meeting the goal of protecting children from abuse and neglect. Sue Lindberg and Phoenix reviewed a report on the St. Croix County panel activities. They also highlighted an upcoming event "Hands around the Courthouse" on April 16th as April is national child abuse prevention month. Everyone is welcome to attend. RESULT: DISCUSSED 2. St. Croix County Corporation Counsel Legal Opinion on Local Scope of Authority- Industrial Wind Turbine Systems This agenda item was previously discussed with the Health and Human Services Board at the July 11, 2018 meeting. Scott Cox, St. Croix County Corporation Counsel provided a handout on the legal opinion regarding local scope of authority and highlighted portions of this with the Board. In summary, Mr. Cox reviewed the memorandum summary that includes; St. Croix County may place restrictions on wind energy systems of less than 100 megawatts, if the County has adopted an ordinance that is no more restrictive than the State wind siting rules. The County may not regulate a wind energy system of more than 100 megawatts, like the one proposed in Forest. Furthermore, a county is prohibited from regulating wind energy systems under its authority to prohibit human health hazards. Discussion and questions followed. RESULT: DISCUSSED-NO ACTION 3. Public Health Immunization Report Public Health Administrator Kelli Engen reviewed a power point with the Board on current clinic services provided by Public Health including information and data on the rate of immunizations. After some discussion and questions, Board members would be interested in hearing more about emergency plans for isolation and quarantine during a suspected disease outbreak, in particular measles. They would also like to see the data regarding the St. Croix County schools immunization compliance rates and if there are ways to improve immunization rates in St. Croix County. RESULT: DISCUSSED 4. Health and Human Services Accounts Receivable Report This agenda item was brought to the Board per a request at a previous meeting. Accounts Receivable Manager Fay Strenke provided information on what services are being billed, the process for receiving payment and the financial data. Services are billed at the full cost/rate for us to provide these services, knowing that what will be reimbursed from Medicare, Medicaid and insurance will be less than that. We are able to recover some of this difference via state reporting Wisconsin Medicaid Cost Reporting (WIMCR) and grant funds. Consumers are billed on a sliding fee scale, based on what they can pay, but services are not denied if they cannot pay. After a year of no contact with a client, bills are sent to collections and/or written off. Board members asked some clarifying questions on the process with answers provided. RESULT: DISCUSSED 5. Health and Human Services Department and Veteran Services Department Financial Report for February 2019 Fiscal Manager Dr. Beata Haug reviewed the monthly financials with the Board. No significant changes to report as it is early in the year. In looking forward the Board will also be provided a separate report showing just the purchased services line as this is an area that fluctuates significantly. RESULT: DISCUSSED 6. Health and Human Services and Veteran Services Department 2018 Year End Financial Projection Report Fiscal Manager Dr. Beata Haug reviewed the HHS year end projections with the Board. The area making up the largest expense overrun is within Children Services purchased services, which the Board has been made aware of throughout the year with the increase in out of home placements. A question was raised regarding yearend projections at the Health and Rehab Center in comparison to a report at last months meeting. Dr. Haug identified that the difference is how the information is reported and this information will be reviewed as part of the financial report at the next meeting. RESULT: DISCUSSED 7. Health and Rehab Center Campus Debt Retirement Schedule and Depreciation Report A report on the Health and Rehab Center Campus debt schedule and depreciation was provided and reviewed with the Board. Assistant County Administrator Ken Witt answered questions from the Board. RESULT: DISCUSSED 8. Wisconsin Counties Association Human Services Day at the Capital Health and Human Services (HHS) Director Fred Johnson, HHS Board Chair Dave Ostness, Supervisor Fiedler and Council on Aging and Disabilities (COAD) member George Zaske plan to attend this event on April 2nd and have scheduled time to meet with our local legislators or a member of their staff. If any others would like to attend please reach out HHS Director Johnson. Supervisor Fiedler informed the Board that he was able to participate in the County Ambassadors Program event in January, along with Supervisor Ostness. He had meetings with several representatives and was able to have some great discussions on the drug issues and our counties concerns. RESULT: DISCUSSED 9. x County Health and Rehab Center Campus The March Director's Report highlighted census and therapy numbers from the Health and Rehab Center Campus as well as the emergency bed report. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS *Board members would be interested in hearing more about emergency plans for isolation and quarantine during a suspected disease outbreak, in particular measles. *Also would like to see the data regarding the St. Croix County schools immunization compliance rates. ANNOUNCEMENTS & CORRESPONDENCE Letter to Secretary Palm regarding heightened scrutiny was handed out to the Board for their review. The letter has been signed by HHS Board Chair Ostness and has been sent.
