Excused Absences: Supervisor Malick Unexcused Absences: NA APPROVAL OF MINUTES 1. Health & Human Services Board Regular Meeting March 13, 2019 5:00 PM Health and Human Services (HHS) Board Chair Dave Ostness asked the Board if after review of the March 13, 2019 meeting minutes if any editing was needed. With nothing noted, Chair Ostness accepted the minutes as submitted RESULT: ACCEPTED PUBLIC COMMENT Health and Human Services (HHS) Board Chair Dave Ostness opened the meeting to public comment for items on or off the agenda. John Strom from the Town of Forest addressed the Board regarding the improper siting of industrial wind turbines causes human health hazards. BUSINESS ITEMS 1. Public Health Isolation and Quarantine Presentation Chair Ostness asked for Board approval to move to agenda number 5 then come back to this agenda item. There was no objections. This was brought to the Board per a request at the March Health and Human Services meeting. Public Health Administrator Kelli Engen and Assistant Corporation Counsel Heather Wolske provided information regarding the isolation and quarantine process in St. Croix County, which is part of the larger Public Health Emergency Plan. RESULT: DISCUSSED 2. St. Croix County Immunization School Compliance Report Public Health Administrator Kelli Engen reviewed a power point with the Board showing data on immunization compliance and personal conviction waivers for schools in St. Croix County. The Board, at the March Health and Human Services meeting, requested this information. Discussion and questions around what could be done to improve immunization rates, as well as improve awareness and access to immunizations. The Board asked that public health continue to monitor immunization rates, work to improve these rates, and if possible have an immunization coalition representative come and report to the Board at a future meeting. RESULT: DISCUSSED 3. Presentation of the 2018 Health and Human Services Annual Report Health and Human Services Director Fred Johnson, along with several of the program administrators, reviewed and highlighted areas of the Health and Human Services 2018 Annual Report. Chair Ostness called for a 10 minute break at this time. RESULT: DISCUSSED 4. Consideration of Health and Human Services Board Recommendations Related to Industrial Wind Turbine Energy Systems The Health and Human Services (HHS) Board had a discussion to determine their position and any updated recommendations they would like to make related to Industrial Wind Turbine Systems. Discussion also included process in which updated recommendations could be developed, such as a subcommittee. HHS Director Fred Johnson informed the Board that there has been limited action with the Wisconsin Association of Local Health Department and Boards (WALHDAB) wind turbine workgroup in which he has been participating. While the decision is out of the county's hands, we could ask for an unbiased health impact assessment from the State and advise the Wind Siting Council with some kind of statement or resolution voicing our concerns. HHS Director Fred Johnson along with Public Health Administrator Kelli Engen, will put together a document highlighting some of the issues we have heard around this topic, bring it back to this Board for their review, with a plan to submit to the Wind Siting Council on behalf of this Board. RESULT: DISCUSSED 5. Intoxicated Driver Program and Required Fees Report Moved this to agenda item number 1. This agenda item was per a request from Board members. Judge Nordstrand was present and provided information on issues he is seeing in the courts and his concerns with the wait time for individuals to get an intoxicated driver assessment and driver safety program written, and delays this may cause in getting their occupational license. Judge Nordstrand also shared his concern with the fees charged for this program and provided a handout, which showed that St. Croix County has the highest fees in the state. He is looking for the Health and Human Services Board to review this program, consider lowering or restructuring the fees and be creative in making this process work better for the consumer to get them back to being productive. Discussion and questions followed. Behavioral Health Administrator Steve Kirt informed the Board on the current staff time allocated to this program, and the wait time for intoxicated driver program assessments IDP assessments. Kirt also shared the guidelines around the driver safety plan and the rate setting around this. Health and Human Services Director Fred Johnson recommended that administration review and bring back options for the board to consider at a future meeting. RESULT: DISCUSSED 6. Health and Human Services Department and Veteran Services Department Financial Report Fiscal Manager Dr. Beata Haug reviewed the monthly financials with the Board and explained the billing and receiving process. The purchase service line has been highlighted to better show it's use. RESULT: DISCUSSED 7. Court Appointed Special Advocates An overview of the Court Appointed Special Advocate (CASA) program was provided and a letter in support of the Victim of Crime Act (VOCA) grant reviewed. Discussion and questions followed. RESULT: DISCUSSED 8. Consideration of Health and Human Services Board Position Related to Medicaid Expansion Proposed in the 2019-2021 State Budget This agenda item was provided to inform the board of the proposed Medicaid expansion in the 2019-2021 State Budget and to determine if they would like to take a position on this. This matter was referred to the Health and Human Services (HHS) Board by the County Board of Supervisors asking that it be brought back to them at the next Board of Supervisors meeting with recommendations from the HHS Board. Discussion. Supervisor Moothedan made a motion to support a resolution on the expansion of Medicaid which was seconded by Board Member Lindemann. After further discussion regarding the limited time frame in getting this on the County Board of Supervisors next agenda, Supervisor Moothedan made a motion to amend the original motion asking HHS Director Fred Johnson to draft a resolution, to be reviewed and signed on behalf of the HHS Board by Chair Ostness, to support Medicaid expansion. Supervisor Anderson seconded the amended motion. A vote was taken on the amended motion and passed. A vote on the original motion was taken and was approved. 6 yeah, 2 nay. Home and Community-Based Settings Regulation-Heightened Scrutiny Guidance The Health and Human Services Board was provided an update on the current status of the heightened scrutiny request and the guidance from the Centers for Medicaid and Medicare Services (CMS). RESULT: DISCUSSED 10. This month's Director's report highlighted the Birth to Three and Youth Community Support Services (YCSS) programs within Children Services as well as the updated census report and therapy numbers from the Health and Rehab Center. In addition, the Emergency Bed availability report was provided to the Board. A question was raised on the emergency bed availability report on the number of residents in long-term care facilities and county tax levy subsidizes only one facility within the county. Health and Human Services Director Fred Johnson shared that the broad strategic initiatives for the county are currently being considered and one of these strategic initiatives may be to revisit the Health and Rehab Center Campus and recommended that if this is determined to be a county board priority, the issue be address as part of that conversation. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS None at this time. Board members are encouraged to reach out to Chair Ostness or HHS Director Fred Johnson if a potential agenda item comes up. ANNOUNCEMENTS & CORRESPONDENCE *Budget instructions and a timeline are available for 2020, so work will begin. *Health Rankings Key Findings report was provided to Board members for their review. *A St. Croix County foster home is being recognized for 30 years of commitment in providing foster care at the Governor's Foster Care Awards ceremony. *Next meeting is the Open Public Hearing meeting which is held jointly with the Council on Aging and Disabilities (COAD) and will be a one agenda item. Next full agenda meeting will be held in July. ADJOURN Health and Human Services Board Chair Dave Ostness called this May 8, 2019 meeting of the HHS Board adjourned at approximately 8:15 P.M.. DATE OF NEXT MEETING June 12, 2019 @ 5:00 PM, Government Center Boardroom, Hudson This will be a joint meeting with the Council on Aging and Disabilities (COAD) to meet the open public hearing meeting requirements for the Health and Human Services 2020 Budget process.
