CALL TO ORDER
Health and Human Services Board Chair Dave Ostness called this June 12, 2019 joint meeting of
the Health and Human Services Board (HHS) and the Council on Aging and Disabilities (COAD)
to order at approximately 5:00 PM. Chair Ostness informed everyone that this is the annual
Open Public Participation meeting regarding the Health and Human Services 2020 budget and
service delivery planning.

APPROVAL OF MINUTES
1. Health & Human Services Board Joint Meeting June 13, 2018 5:00 PM
Chair Ostness asked if after review of the June 13, 2018 Open Public Hearing minutes if
any editing was needed. With nothing noted the minutes were accepted as submitted.
RESULT: ACCEPTED

BUSINESS ITEMS
1. Open Public Participation Process-Review Letters and Take Public Testimony Related
to the 2020 Health and Human Services Budget
Health and Human Services Board Chair Dave Ostness informed everyone that the
meeting is now open for input from the public related to the 2020 Health and Human
Services Budget and Service Planning. Chair Ostness shared that there are several
requests for an opportunity to address the Board/COAD.
Chair Ostness introduced Toni Chambers, a parent peer specialist from Wisconsin
Family Ties. Wisconsin Family Ties is a nonprofit providing services to children and
their families that are dealing with social, emotional, behavioral or mental health
challenges. They have been in St. Croix County for over 12 years and the State of
Wisconsin for over 30 years. Ms. Chambers provided a handout, reviewed a survey
with the Board as well as information regarding the services they provide. She also
informed the Board that through Comprehensive Community Services (CCS), a
mental health program can be provided without tax levy, which is a good thing, but
this comes with other issues that impact their work. Currently, kids not on Medicaid
are not served through CCS, which means many of the essential core competencies
that WI Family Ties provides are not covered. Any financial support makes a
difference to these families. She thanked the Board and asks that they please
consider supporting Wisconsin Family Ties during the 2020 budget process.
Kim Duprey addressed the Board regarding some new information and details on the
Emerald Sky Dairy manure spill and the settlement that has been determined. She
asks that during the budget process the Board consider funding to support clean
water for rural St. Croix County residents.
A request to speak was submitted by Janice Holmberg, but she was not present at the
meeting.
Agnes Ring, from the Family Resource Center of St. Croix Valley, a private nonprofit
founded in 1998 in Baldwin, WI, thanked the Board for the opportunity to speak and
for the partnership in support of child abuse prevention work. She informed the
Board of the services that Family Resource Center provides to strengthen
communities, and children and families. This includes several group classes and
home visiting. Ms. Ring shared information on the multi system collaborative effort
that is currently going on with St. Croix, Polk, and Pierce Counties, also Wisconsin
Child Abuse and Prevention Board, UW Milwaukee, United Way, ANU Family Services
and Family Resource Center. They are working together on applying for a grant to
implement evidence-based prevention programming over a 5-year period. The
Family Resource Center works closely with the county; they are financially supported
by contracts with the state, counties, and hospitals, as well as donations and grants.
She asks that during the 2020 budget process, consideration be taken to continue
support of the Family Resource Center in the prevention of child abuse and neglect.

2. Health and Human Services 2020-2024 Capital Improvement Plan Requests
Behavioral Health Administrator/Operations Manager Steve Kirt reviewed the 2020-2024
Health and Human Services Capital Improvement Plan (CIP) requests with the Board.
This plan will move forward in the budgeting process.
