CALL TO ORDER
Health and Human Services (HHS) Board Chair Dave Ostness called the July 10, 2019 HHS Board
meeting to order at approximately 5:00 PM.

APPROVAL OF MINUTES
1. Health & Human Services Board Regular Meeting May 8, 2019 5:00 PM
Health and Human Services (HHS) Board Chair Dave Ostness asked the Board if after
review of the May 8, 2019 meeting minutes if any editing was needed. With nothing
noted, Chair Ostness accepted the minutes as submitted.
RESULT: ACCEPTED
PUBLIC COMMENT
Health and Human Services (HHS) Board Chair Dave Ostness opened the meeting to public
comment for items on or off the agenda.
John Strom from the Town of Forest addressed the Board regarding the improper siting of
industrial wind turbines causes human health hazards.
BUSINESS ITEMS
1. St. Croix County Health and Human Services-Substance Abuse Services and Waitlist
Report
Behavioral Health Administrator/HHS Operations Manager Steve Kirt and Alcohol and
Other Drug Abuse (AODA) Supervisor Kristin Deprey reviewed a power point with the
Board related to the current services being delivered for substance abuse and
information regarding the waitlist in accessing these services.
Discussion followed and questions were answered.
RESULT: DISCUSSED
2. Consideration of Options for Intoxicated Driver Program and Required Fees
At the May 8, 2019 Health and Human Services (HHS) Board Meeting, HHS Director Fred
Johnson recommended to bring back some options for the Board to consider around the
Intoxicated Driver Program (IDP). Behavioral Health Administrator/HHS Operations
Manager Steve Kirt and Alcohol and Other Drug Abuse (AODA) Supervisor Kristin Deprey
presented a power point to the Board providing an overview of the current IDP program,
the work and changes that has happened since the May 8th meeting and potential
options for the Board to consider.
Further discussion was had and questions answered.
A motion was made by Supervisor Anderson to approve moving forward with option
two; which is to allow time to address the waitlist by adding 30% of staff time to
doing IDP Assessments along with monthly reporting to the Board on progress
towards the reduction of the waitlist. This was seconded by Supervisor Moothedan.
A voice vote was taken, all approved. The Board determined there would be no
other changes at this time on the fees charged and how they are collected as well as
to continue the collateral interview. The Board would like information on contracting
for assessment services.

3. Role and Responsibility of the Health and Human Service Board Acting as the Local
Board of Health Presentation
Public Health Administrator Kelli Engen reviewed a power point with the Board regarding
the Boards' role and responsibilities in acting as the local board of health.
RESULT: DISCUSSED
4. 2019 Assembly Bill 248 and 2019 Senate Bill 262-Related to Eliminating Personal
Conviction Exemption from Immunizations
The Board reviewed the Wisconsin State Assembly Bills that would eliminate the ability to
waive immunization requirements for reasons of personal conviction as a follow up to
the school compliance report at a prior meeting.
Discussion followed.
An update will be provided to the Board at a later meeting with additional details on this
topic highlighting what other states are seeing on personal exemptions, along with
feedback which is expected from a public health professional association.
RESULT: DISCUSSED
5. Health and Human Services Department and Veteran Services Department Financial
Report
The new Fiscal Manager for Health and Human Services, Fay Strenke, reviewed the
monthly financials with the Board.
Overall revenues are a bit behind but this is due to timing of payments, expenses are
where they should be for this time of year.
RESULT: DISCUSSED
6. Wisconsin Department of Health Services-Basic County Allocation and Wisconsin
Department of Children and Families-Child and Family Allocations Statewide
Allocation to Counties
As a follow up to the February 2018 meeting, the Board reviewed the statewide
allocations from Wisconsin Department of Health Services-Basic County Allocation and
Wisconsin Department of Children and Families-Child and Family Allocations Counties.
Counties should see an increase in the Wisconsin Department of Children and Families-
Child and Family Allocations with the new state budget and while the Board did not take
any formal position on allocations, consensus was that updating allocation methodology
was appropriate.
RESULT: DISCUSSED
7. St. Croix County Health and Human Services Board Recommendations Related to
Industrial Wind Turbine Systems
HHS Director Johnson reviewed the information provided in the packet and is looking for
direction from this Board on how they would like to move forward as the Wind Siting
Council should be meeting soon.
Motion made by Board Member Deb Lindemann that a letter be drafted on behalf of
this Board to be signed by Chair Ostness and sent to the Wind Siting Council, the
State Health Officer, local representatives, and the Bureau of Environmental Health.
This was seconded by Vice Chair Anderson and all approved.

This month's Director's report highlighted the Comprehensive Community Services (CCS)
program. Behavioral Health Administrator/Operations Manger Steve Kirt provided some
detailed information about the status and structure of the CCS program. The updated
census report and therapy numbers from the Health and Rehab Center were provided, as
well as the Emergency Bed availability report.
RESULT: DISCUSSED
9. Centers for Medicaid and Medicare Service Heightened Scrutiny Status Report for
the Kitty Rhoades Memorial Memory Care Center and the Orchard View Terrace
The Board was provided an update on the Centers for Medicaid and Medicare Service
(CMS) Heightened Scrutiny process.
RESULT: DISCUSSED
REQUEST FOR FUTURE AGENDA ITEMS
HHS Chair Dave Ostness asked if there are any requests for future agenda items. Nothing was
noted tonight, but Board members are encouraged to contact Chair Ostness or HHS Director
Fred Johnson if items arise.
