Excused Absences: Paul McGinnis Unexcused Absences: NA APPROVAL OF MINUTES 1. Health & Human Services Board Regular Meeting July 10, 2019 5:00 PM Health and Human Services (HHS) Board Chair Dave Ostness asked the Board if after review of the July 10, 2019 meeting minutes if any editing was needed. With nothing noted, Chair Ostness accepted the minutes as submitted. RESULT: ACCEPTED PUBLIC COMMENT Health and Human Services (HHS) Board Chair Dave Ostness opened the meeting to public comment for items on or off the agenda. John Strom from the Town of Forest addressed the Board regarding the improper siting of industrial wind turbines causes human health hazards. BUSINESS ITEMS 1. Substance Abuse Community Forum County Board Supervisor Bob Feidler reported to the Board on his plans to host a community forum on substance abuse. He highlighted that the forum will address education, treatment and prevention, and hopes to provide the community with information and resources. The forum will be held on Sept. 18th @ 8:00 AM -12:00 PM in the County Boardroom, Hudson. Judge Waterman will provide an overview and then will break into several panels with experts chairing each panel. The Sheriff's department will provide staff to share what they are dealing with as well as some staff from HHS. RESULT: DISCUSSED 2. Intoxicated Driver Program Report Behavioral Health Administrator/ Operations Manager Steve Kirt, reviewed the report that was provided in the board packet. With additional staff time allocated to the Intoxicated Driver Program, it is expected to be within the required days by the end of October. Monthly reports will continue. Discussion and questions followed. RESULT: DISCUSSED 3. Resolution Authorizing Placement at the Core Academy and Other Secure Detention Facilities for Periods not to Exceed 365 Days This agenda item is brought before the Board for consideration of a resolution that would authorize the St. Croix County Judges to order placement in the La Crosse County Core Academy and the other secure detention facilities for periods not to exceed 365 days. With the closing of Lincoln Hills and Copper Lake Schools, some new facilities are being planned, but will likely be in the southern and eastern part of the state. The La Crosse Academy would provide a facility in closer proximity to St. Croix County. A similar resolution was brought to the Board in 2017. Children Services Administrator Julie Krings reviewed information regarding the Core Academy programs. Krings shared that they provide therapy and skill based programming and many other beneficial programs to improve the kids success . A motion was made by Supervisor Coulter to support the resolution that would authorize the St. Croix County Judges to order placement in the La Crosse County Core Academy and the other secure detention facilities for periods not to exceed 365 days. This was seconded by Supervisor Malik. A voice vote was taken and all approved. This will now go to public protection committee for review. RESULT: APPROVED \[UNANIMOUS\] Next: 9/6/2019 7:50 AM MOVER: Tom Coulter, Supervisor SECONDER: Buck Malick, Supervisor AYES: Tom Coulter, Buck Malick, Tammy Moothedan, Dan Fosterling, Dave Ostness, Paulette Anderson, Deb Lindemann, Natasha Ward ABSENT: Paul McGinnis 4. 2020 Public Health Permit Fee Schedule Fiscal Manager Fay Strenke and Public Health Sanitarian Laurie Diaby-Gassama reviewed the recommended public health permit fees for 2020 with the Board. Discussion had and questions answered. A motion was made by Supervisor Malik to approve the 2% increase, as recommended, for public health permit fees in 2020. Supervisor Anderson seconded. A voice vote was taken all approved. RESULT: APPROVED \[UNANIMOUS\] MOVER: Buck Malick, Supervisor SECONDER: Paulette Anderson, Vice-Chair AYES: Tom Coulter, Buck Malick, Tammy Moothedan, Dan Fosterling, Dave Ostness, Paulette Anderson, Deb Lindemann, Natasha Ward ABSENT: Paul McGinnis 5. 2020 Private Pay Rates for St. Croix Health and Rehab Center Nursing Home and Community Based Residential Services The recommended 2020 private pay rates for St Croix Health and Rehab Center Nursing Home and Community Based Residential services were reviewed with the Board. Health and Rehab Center Campus Administrator Sandy Hackenmueller provided some highlights and reasoning for the rates as well as answered questions by the Board. A motion was made by Supervisor Malik to approve the recommended 2020 private pay rates for St Croix Health and Rehab Center Nursing Home and Community Based Residential services. A second was made by Supervisor Moothedan . Discussion followed on increasing the daily rate to $270. A Motion was made by Supervisor Fosterling to amend the original motion to increase the private pay rate to $270 vs. $265 per day, this was seconded by Supervisor Malik. A voice vote was taken on amending the original motion and all approved. The original motion, as amended, was voted on and approved. Health and Human Services Department and Veteran Services Department Financial Report Fiscal Manager Fay Strenke reviewed the monthly financials with the Board. She highlighted some areas that she is watching, but currently things look good. Discussion regarding year-end projections. Projections will be reviewed in more depth at next month's meeting after the audit report. RESULT: DISCUSSED 7. Regional Emergency Detention Bed Report Health and Human Services (HHS) Director Fred Johnson along with Behavioral Health/HHS Operations Manager Steve Kirt provided an update on the status of the regional emergency detention bed need as related to the budget and local activity to continue to address the need. Questions and discussion followed. RESULT: DISCUSSED 8. Center Campus This months Health and Human Services Directors report highlighted the census and outpatient therapy numbers from the Health and Rehab Center campus. The Board was also provided the emergency bed report. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS * Review year-end projections * Review of 2020 budget * Regional Bed Need ANNOUNCEMENTS & CORRESPONDENCE *Foster Care Informational meeting Oct. 3rd at Mama Maria's in Hudson @ 7:00 PM. Anyone interested in becoming a foster parent should attend. *Board members received a copy of the letter that went to the Public Service Commission (PSC) regarding wind turbines. Have had no response to letter as of yet. *Public Health Nurse, Sue Lindberg received the Florence Nightingale award. *Public Health Supervisor, Sharon Reyzer received the Spirit of Public Health award, and is retiring after 34 years @ SCC . Aug 27th a gathering will be held from 1-3 PM at SCCSC to wish her well.
