Excused Absences: NA Unexcused Absences: NA APPROVAL OF MINUTES 1. Health & Human Services Board Regular Meeting August 14, 2019 5:00 PM Health and Human Services (HHS) Board Chair Dave Ostness asked the Board if after review of the August 14, 2019 meeting minutes if any editing was needed. With nothing noted, Chair Ostness accepted the minutes as submitted. RESULT: ACCEPTED PUBLIC COMMENT Health and Human Services (HHS) Board Chair Dave Ostness opened the meeting to public comment for items on or off the agenda. John Strom from the Town of Forest addressed the Board regarding the improper siting of industrial wind turbines causes human health hazards. BUSINESS ITEMS 1. Review of 2020 Requested Operating Budgets Assistant County Administrator Ken Witt reviewed the requested 2020 operating budget for Health and Human Services (HHS), the Health Center Campus and Veterans Services, with the Board. Witt informed the Board of the lay out of the report and highlighted the various changes within each division. Health and Human Services Director Fred Johnson and Fiscal Manager Fay Strenke provided additional budget detail and addressed budget changes within divisions. Discussion and questions followed. Administrators from various HHS Divisions were available to answer questions as well. RESULT: DISCUSSED 2. St. Croix County Veterans Court Phillip Landgraf, St. Croix County Veteran Service Officer, reported on the development of a Veterans Court in St. Croix County. Discussion and questions followed. RESULT: DISCUSSED 3. Audit Report for 2018 Ken Witt, Assistant County Administrator, reviewed the 2018 audit report as follow up to some questions by Board members regarding year- end shortfalls. Discussion had and questions answered. CliftonLarsonAllen will review the audit report in detail on Oct. 1st with the Board of Supervisors if additional questions come up. RESULT: DISCUSSED 4. Health and Human Services Department and Veteran Services Department Financial Report Fiscal Manager Fay Strenke reviewed the monthly financials with the Board. No significant changes to report. RESULT: DISCUSSED 5. Intoxicated Driver Program Report Behavioral Health Administrator/ HHS Operations Director Steve Kirt provided an update on the progress of reducing the wait time for appointments for the Intoxicated Driver Program (IDP). Discussion and questions followed. RESULT: DISCUSSED 6. Grant to a Hospital in Eau Claire County for Expanding Psychiatric Bed Capacity Resolution HHS Director Fred Johnson reviewed a draft bill with the Board regarding the expansion of psychiatric beds in this region. Discussion followed and the Board determined they would like to support this bill with a resolution to be drafted by Director Johnson and submitted to the Board of Supervisors on behalf of the HHS Board. Supervisor Malick made a motion to support this psychiatric bed expansion via a resolution sent directly to the County Board of Supervisors. Board Member McGinnis seconded this motion. A voice vote was taken and all approved. Regional Crisis Stabilization Facilities Resolution HHS Director Fred Johnson reviewed a draft bill with the Board regarding regional crisis stabilization facilities and the grant appropriations. Discussion followed and the Board determined they would like to support this bill with a resolution to be drafted by Director Johnson and submitted to the Board of Supervisors on behalf of the HHS Board. Board Member McGinnis made a motion to support the crisis stabilization facilities bill via a resolution sent directly to the County Board of Supervisors. This was seconded by Supervisor Anderson. A voice vote was taken and all approved. Center Campus This month's Directors report highlighted the census and outpatient therapy numbers from the Health and Rehab Center campus. The Board was also provided the emergency bed report. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS * Alcohol and Other Drug Abuse (AODA) treatment time * Vaping ANNOUNCEMENTS & CORRESPONDENCE * Supervisor Fiedler shared information regarding the Sept. 18th community substance abuse forum. It will be at 8:00 AM in the County Board Room, Hudson. * Board members were given a response letter from Senator Bewley regarding the letter sent to the Public Service Commission (PSC) about industrial wind turbine concerns. Still no feedback from PSC. * Current Public Health Sanitarian Laurie Diaby- Gassama has been hired as the new Public Health Supervisor. * AODA Supervisor Kristin Deprey presented at the state council on Alcohol and Other Drug Abuse . * Children Services Supervisor Julie Krings has been informed we have been awarded the Youth Innovation State grant of $100,000 which will be worked into the budget.
