CALL TO ORDER
Health and Human Services (HHS) Board Chair Dave Ostness called the October 9, 2019 HHS
Board meeting to order at approximately 5:00 PM.

APPROVAL OF MINUTES
1. Health & Human Services Board Regular Meeting September 11, 2019 5:00 PM
Health and Human Services (HHS) Board Chair Dave Ostness asked the Board if after
review of the September 11, 2019 meeting minutes if any editing was needed. With
nothing noted, Chair Ostness accepted the minutes as submitted.
RESULT: ACCEPTED
PUBLIC COMMENT
Health and Human Services (HHS) Board Chair Dave Ostness opened the meeting to public
comment for items on or off the agenda.
A resident from the Town of Forest addressed the Board regarding the improper siting of
industrial wind turbines causes human health hazards.
A resident from the Town of Emerald addressed the Board regarding the increase in cancer
diagnosis in her area.
Several other residents of Hudson and River Falls addressed the Board regarding the
personal conviction waiver for vaccinations.
BUSINESS ITEMS
1. Western Wisconsin Working for Tobacco-Free Living Vaping and Coalition Work
Presentation
Mary Boe, Coordinator for Western Wisconsin Working for Tobacco-Free Living (W3TFL),
reviewed a power point with the Board to provide additional information around the
increase in vaping or e-cigarette use, as it is now deemed an epidemic. She also shared
some devices used to vape and items used to disguise or hide vaping products.
Questions and discussion followed.
RESULT: DISCUSSED
2. Draft 2020-2022 Community Health Needs Assessment and Community Health
Improvement Plan Report
The Board was provided a draft of the 2020-2022 Community Health Needs Assessment
(CHNA) and Community Health Improvement Plan (CHIP). Public Health Administrator
Kelli Engen shared how the Healthier Together team determined their framework for
this assessment and highlighted the two goals they will be focusing on.
Discussion and questions followed, in particular, school start times and Lyme disease.
Public Health Administrator Kelli Engen will bring these topics back to the leadership
team for discussion as items to possibly be addressed in year two of the CHIP.

3. Communicable Disease Surveillance and Control Report
Public Health (PH) Administrator Kelli Engen reviewed a power point to update the Board
on work being done in Public Health around communicable disease surveillance and
control. The particular focus of tonight's update is on the vaping issues being seen
around the state and county. PH Administrator Engen also reminded everyone to get
your flu vaccinations.
Health and Human Services Director Fred Johnson and PH Administrator Engen
informed the Board that t he Public Health Department will not be contracting in 2020
for vector control and surveillance services. This is based on the cost increases and
lack of other counties in the region providing this service. If the Board has strong
feelings otherwise, the budget would have to be reworked and adjustments made.

4. Intoxicated Driver Program Report
Alcohol and Other Drug (AODA) Supervisor Kristin DePrey provided an update on
progress being made in reducing the wait time for appointments for the Intoxicated
Driver Program (IDP). There was a bit of an uptick due to a staff person being out on
PTO.
RESULT: DISCUSSED
5. Health and Human Services Department and Veteran Services Department Financial
Report
Fiscal Manager Fay Strenke reviewed the monthly financials with the Board. She provided
the Board with information regarding the increase in the purchased services line and
some updates on funds received since this report was run. Health and Rehab Center and
Veteran Services are also on track and overall, we are in good shape.
Discussion had on a sustainable kitchen model in the Aging program. HHS Director
Fred Johnson shared that we have been able to become part of a state contract
which allows us to purchase food at a lower cost, so based on that and the other
review done by the nutrition advisory council, no changes are planned in the 2020
budget.

6. Centers for Medicaid and Medicare Service Heightened Scrutiny Status Report for
the Kitty Rhoades Memorial Memory Care Center and the Orchard View Terrace
Nursing Home Administrator Sandy Hackenmueller and Health and Human Services
Director Fred Johnson provided an update on the current status of the Centers for
Medicaid and Medicare Services (CMS) heightened scrutiny process.
They will be providing an update on the heightened scrutiny process at the County
Board of Supervisors in November.

7.
Center Campus
This month's Directors report highlighted the census and outpatient therapy numbers
from the Health and Rehab Center campus. The Board was also provided the emergency
bed report.
A question was raised regarding the Medicare reimbursement for therapy services.
Nursing Home Administrator Sandy Hackenmueller shared that a s of Oct.1st there were
some changes made to the requirements for reimbursements and they are making
adjustments to be sure they are getting the funds for services provided.
Also some discussion on mutual aid beds and the agreements with Leading Age in
the event of the need.

ANNOUNCEMENTS & CORRESPONDENCE
St. Croix County Health and Human Services Departments of Public Health and Children Services
partnered with Polk and Pierce Counties to submit for a federal Child Abuse and Neglect grant
but were recently informed we did not receive the funds.
