Excused Absences: Dr. Paul McGinnis Unexcused Absences: NA APPROVAL OF MINUTES 1. Health & Human Services Board Regular Meeting October 9, 2019 5:00 PM Health and Human Services (HHS) Board Chair Dave Ostness asked the Board if after review of the October 9, 2019 meeting minutes if any editing was needed. With nothing noted, Chair Ostness accepted the minutes as submitted. RESULT: ACCEPTED PUBLIC COMMENT Health and Human Services (HHS) Board Chair Dave Ostness opened the meeting to public comment for items on or off the agenda. A resident from the Town of Forest, John Strom, addressed the Board regarding the improper siting of industrial wind turbines causes human health hazards. Several members of the community addressed the Board regarding the personal conviction waiver for immunizations. BUSINESS ITEMS 1. -Birth to Three Program Census and outpatient therapy data from the Health and Rehab Center campus was reviewed with the Board. The Board was also provided the emergency bed report. Children Services Administrator Julie Krings, along with Birth to 3 (B-3) staff, Speech Therapist/Service Coordinator Erika Hybben and Early Intervention Teacher/Service Coordinator Sara Sabelko, reviewed a power point with the Board to inform them on the eligibility, enrollment, and services Birth to Three provides. They discussed some of the tools and models they use and teach in their work with families, one of which is Triple P. In their work with the Wisconsin Child Abuse and Neglect Board they were offered the opportunity to train in Triple P (Positive Parenting Program) and were able to train 6 people free of charge. Due to their good work they were also able to apply for another grant and awarded an additional $5000 to support Triple P. They informed the Board on what the evidence based model of Triple P looks like and their work on becoming accredited in providing Triple P preventions. Discussion and questions followed. RESULT: DISCUSSED 2. Birth to Three Grant Opportunity: Innovation in Social-Emotional Development The Board was informed of a Birth to Three grant opportunity related to innovation in social-emotional development for Birth to 3 families and the plans for their submittal. Children Services Administrator Julie Krings, Early Intervention Teacher Sara Sabelko and Speech Therapist Erika Hybben highlighted portions of the concept paper and provided updates from a statewide meeting. T hey are hoping to utilize the funds, if awarded, to train in another level of Triple P which works to reduce the likelihood of subsequent child protection system involvement. The application deadline is in January 2020 with funds awarded in March. Questions followed. RESULT: DISCUSSED 3. Wisconsin Department of Children and Families Youth Justice Innovations Grant Award St. Croix County Department of Health and Human Services, Children Services Division, received a $100,000 youth justice innovation grant award. Julie Krings reviewed with the Board the grant application and award, along with the current implementation status. These funds will help in expanding the Family Center Treatment (FCT) program to work with the youth justice population and for these staff to receive training. Discussion followed. RESULT: DISCUSSED 4. Wisconsin Association of Local Health Departments and Boards-Wind Turbine Workgroup Report Health and Human Services (HHS) Director Fred Johnson reviewed recent activities of the Wisconsin Association of Local Health Departments and Boards (WALDAB)-Wind Turbine Workgroup Report. HHS Director Johnson shared some of the discussion from the WALDAB's 9/10/19 meeting. State (DHS) completing a review of studies and putting together a list of options related to wind turbines-outline of report completed but not shared at this meeting. Timeline for this project to be determined. Once available there is the possibility to present at various county HHS Board meetings. Also discussed that the Wind Siting Council does not appear to be meeting. Notice of the Wind Siting Council meetings are found in Public Service Commission docket 5-GF- 228. Reviewed Wisconsin Statute 196.378(4g)(e), which in part identifies that no later than October 1, 2014, and every 5 years thereafter, the wind siting council shall submit a report to the chief clerk of each house of the legislature, describing the research and regulatory developments and including any recommendations of the council for legislation that is based on the research and regulatory developments. We see no activity that they have been meeting. Discussed St. Croix County July letter to the Public Service Commission (PSC) and shared a copy with other workgroup members. Johnson reported that the meetings of the workgroup in October and November have been postponed and is rescheduled in December. Although meetings were postponed, information communicated via email from Dr. Mark Warner shared that he did have a conversation with Stacy Schumacher at the PSC about the five-year timeline for the Wind Siting Council to develop a second report on health issues related to wind turbines. She said that she h has informed new members of their statutory requirement that they generate such a report every five years as part of their onboarding process. However, she said the Council has not met since 2014 and indicated that the PSC does not have the authority to call a meeting of the Council. She said that if there is an interest in having the Council meet and perhaps meet its obligations regarding this report, inquiries could be made to PSC commissioners, Wind Siting Council members and/or individual legislators. Questions and discussion followed. HHS Director Fred Johnson will ask questions at the next WALDAB Wind Turbine workgroup meeting on December 10th and bring additional information back to the Board. Some of the suggested questions included: who appoints members? Is there a plan to meet? Is there a convener? Can we make recommendations of members for the four vacant spots? RESULT: DISCUSSED 5. Intoxicated Driver Program Report Behavioral Health Administrator/HHS Operations Manager Steve Kirt along with Alcohol and Other Drug (AODA) Supervisor Kristin DePrey provided an update on progress being made in reducing the wait time for appointments for the Intoxicated Driver Program (IDP). At this time they have successfully reduced the wait time to 14 days. They will work to maintain this wait time and take approximately a third of a position to use in other areas but if wait times increase will move it back to IDP. The wait list for AODA treatment is 4-5 weeks, so adjusting time between assessment and treatment is planned. They will also be short staffed as they have a retirement and a resignation in the next few weeks. HHS Board members would like to recognize these AODA staff at a County Board meeting for their good work. RESULT: DISCUSSED 6. Health and Human Services Department and Veteran Services Department Financial Report Fiscal Manager Fay Strenke reviewed the monthly financials with the Board. Overall Health and Human Services looks good. RESULT: DISCUSSED 7. Centers for Medicaid and Medicare Service Heightened Scrutiny Status Report for the Kitty Rhoades Memorial Memory Care Center and the Orchard View Terrace The Health and Human Services Board was updated on current information related to the Centers for Medicaid and Medicare Services (CMS) heightened scrutiny process and reviewed the October 2019 responses to CMS. Health and Human Services Director Fred Johnson shared that yesterday four more questions came from CMS and response to these clarifications is in process.
