CALL TO ORDER
Health and Human Services (HHS) Board Chair Dave Ostness called the December 11, 2019 HHS
Board meeting to order at approximately 5:00 PM.

APPROVAL OF MINUTES
1. Health & Human Services Board Regular Meeting November 13, 2019 5:00 PM
Health and Human Services (HHS) Board Chair Dave Ostness asked the Board if after
review of the November 13, 2019 meeting minutes if any editing was needed. With
nothing noted, Chair Ostness accepted the minutes as submitted.
RESULT: ACCEPTED
PUBLIC COMMENT
Health and Human Services (HHS) Board Chair Dave Ostness opened the meeting to public
comment for items on or off the agenda.
A resident from the Town of Forest, John Strom, addressed the Board regarding the improper
siting of industrial wind turbines causes human health hazards.
Several members of the community addressed the Board regarding the personal conviction
waiver for immunizations.
BUSINESS ITEMS
1. St. Croix Valley Immunization Coalition Report
Sue Lindberg, Public Health Nurse and Chair of the St. Croix Valley Immunization
Coalition provided the Board with a report on the coalition's history, make up and
activities. She reviewed the mission and goals of the coalition as well as the
immunization information and data provided in the packet. Sharon Bergsholm Director
of Infection Prevention, Risk Management and Employee Health from Western Wisconsin
Health in Baldwin and also a coalition member, shared some information regarding
vaccines and the immunization waivers, including personal conviction waiver rates.
Board discussion included St. Croix County immunization data,1997 mandated vaccines
versus the current mandated and impact on rates of immunization, more recent vaccines
(Varicella (chicken pox) and Hepatitis B), individuals that are those most vulnerable to
these diseases, adverse side effects of vaccinations and personal conviction waiver. St.
Croix County immunization and waiver rates shared in the packet were read into the
record.
Board members requested data on the immunization rates from the 34 states with no
personal conviction waiver as well as which vaccines are being declined when using the
personal conviction waiver . This information will be brought to an upcoming meeting,
with a minimum of a status report at the next meeting if requested data isn't finalized.
Board members also requested information on state legislation .

2. Comprehensive Community Services Provider and Program Effectiveness Outcome
Measures
Comprehensive Community Services (CCS) outcome measures was a strategic initiative
included in the 2019 Health and Human Services work plan. As the CCS program has
grown, Board members had asked for a report on outcomes, which was presented
tonight. Behavioral Health Administrator/ SCCSC Operations Manager Steve Kirt and
Children Services Administrator Julie Krings, shared with the Board the plan which
includes service recipient rating of progress on goals and cost analysis for children
receiving CCS services versus children in out of home care by using the Child
Adolescence Needs and Strengths (CANS) assessment.
They have just started working with a new IT staff to begin building things into the
reporting system so they can gather data and produce a report. This is a continued work
in progress, but service facilitators are ready to implement once IT is able to build this.
Within this data collection they hope to show the effectiveness of the services provided.
The plan is to connect the goal of the service recipient to the providers that are working
with service recipient on achieving this goal. There will be 5 different options to choose
from showing the status of goal progress; Active, achieved, partially achieved, did not
achieve, or discontinued. There will also be a rating sheet completed by the service
recipient regarding their view of the service provider. A similar assessment is planned to
be done with the adults in CCS once the report is completely implemented for children.
Currently there aren't any statewide initiatives regarding CCS outcomes.

3. Health and Human Services Department and Veteran Services Department Financial
Report
Fiscal Manager Fay Strenke reviewed the monthly financials with the Board.

4. Targeted Safety Support Funds Application
Application for Targeted Safety Support Funds was due November 27, 2019 and has
been submitted. Children Services Administrator Julie Krings, reviewed a copy of the
application included in the board packet and informed the Board on the plan on how
funds would be used if awarded.

5. Wisconsin Association of Local Health Departments and Boards-Wind Turbine
Workgroup Report
Health and Human Services (HHS) Director Fred Johnson, updated the Board on activities
of the Wisconsin Association of Local Health Departments and Boards (WALHDAB)-Wind
Turbine Workgroup.
A small group met yesterday including HHS Director Johnson, Public Health
Administrator Kelli Engen, Director, Bureau of Environmental and Occupational Health
Dr. Mark Werner and Epidemiologist fellow Nathan Kloczko with the State Department of
Health Services. Johnson reviewed our list of questions with them and shared what
feedback he received.
*How are individuals nominated/recruited for vacancies on the Wind Siting
Council? What is the roll of the Public Service Commision (PSC) staff? They
discussed statutory requirements for wind siting council (Wisconsin Statutes 15.797). All
positions of the council, with the exception of the UW Faculty member with expertise
regarding health impacts of wind energy systems, are currently filled. Dr. Werner will
follow up to request more specifics regarding recruitment/nomination.
*What is the recommendation from our workgroup related to the Wind Siting
Council not meeting? Due to limited attendance at this meeting, this agenda item will
carry over to the next meeting. Inquiries can be made to the PSC or legislators.
*Has a chairperson/convener been elected for the Wind Siting Council? Yes, but Dr.
Werner will be requesting information on who the chair of the council is.
*Status of State report on Wind Turbines? What are the expectation of how this
report will be used? Nathan Kloczko will be putting together a report and is reviewing
the available literature on wind turbines and health. This report is planned to address the

questions raised in the St. Croix County July 24 letter, amongst other issues (not
specifically identified). This report should be available in the Spring of 2020. Discussion
on how this report will be used. Dr. Werner indicated that he would be checking with
others on how the report could be used.
*What is being done to address vacancies? All positions of the council, with the
exception of the UW Faculty member with expertise regarding health impacts of wind
energy systems, currently filled. Dr. Werner will follow up with PSC staff to clarify
potential process to broaden this membership position.
Director Johnson shared that the July 24th, St. Croix County letter has still not been
posted but some follow up will be done to check on it's status, also more discussion will
be had regarding additional membership of this workgroup, in particular Eau Claire
County. Their next meeting is scheduled for Jan. 14, 2020.

6. Centers for Medicaid and Medicare Service Heightened Scrutiny Status Report for
the Kitty Rhoades Memorial Memory Care Center and the Orchard View Terrace
The Health and Human Services Board was updated on current information related to
the Centers for Medicaid and Medicare Services (CMS) heightened scrutiny process.
RESULT: DISCUSSED
7.
-Intoxicated Driver Program
Census and outpatient therapy data from the Health and Rehab Center campus was
reviewed with the Board. The Board was also provided a handout of the emergency bed
report.
Behavioral Health Administrator/HHS Operations Manager Steve Kirt provided an update
on the wait time for appointments for the Intoxicated Driver Program (IDP).

*Immunization updates
ANNOUNCEMENTS & CORRESPONDENCE
* Alcohol and Other Drug Abuse (AODA) Staff will be recognized by the Board of Supervisors
* Narcon grant received and one staff is trained
* Assembly Bill 76 was vetoed regarding training hours for CNA's
* Assembly Bill 639 on increasing bed space
* Senate Bill 618 regarding grant in sustaining emergency room telehealth
* Great Rivers Consortium (GRC) had a child care subsidy review with no findings or
recommendations, good job by Economic Support staff.
