CALL TO ORDER
Health and Human Services (HHS) Board Chair Dave Ostness called the February 12, 2020 HHS
Board meeting to order at approximately 5:00 PM.

APPROVAL OF MINUTES
1. Health & Human Services Board Regular Meeting January 8, 2020 5:00 PM
Health and Human Services (HHS) Board Chair Dave Ostness asked the Board if after
review of the January 8, 2020 meeting minutes if any editing was needed. With nothing
noted, Chair Ostness accepted the minutes as submitted.
RESULT: ACCEPTED
PUBLIC COMMENT
Health and Human Services (HHS) Board Chair Dave Ostness opened the meeting to public
comment for items on or off the agenda.
A resident from the Town of Forest, addressed the Board regarding the improper siting of
industrial wind turbines causes human health hazards.
A resident from the City of Hudson spoke to the Board regarding increased suicide levels in
the country, including Hudson and the need for a more collaborative effort to address the
issue.
BUSINESS ITEMS
1. St. Croix County Health and Human Services Director Recruitment
County Administrator Pat Thompson updated the Board on the recruitment planning for
the upcoming vacancy for the Health and Human Services Director position. He will be
asking for a couple of the Health and Human Services Board members to be part of the
interview panel.

2. Resolution Supporting Legislation to Increase Funding to County Veteran Service
Officer Grant
County Veterans Service Officer Phil Landgraf shared information with the Board
regarding the change in availability of the grant funds that he had informed the Health
and Human Services (HHS) Board about at their last meeting. Though the grant funds
will not be available this budget cycle, with the Boards approval, CVSO Landgraf would
still like to submit this resolution in support of additional funds for County Veteran
Services Offices.
Motion made by Supervisor Coulter to approve this resolution and send to the
County Board of Supervisors, seconded by Supervisor Anderson. A voice vote was
taken and all approved.
Chair Ostness suggested that per lines 31-34 of the resolution, that a copy be sent to
all 72 Wisconsin counties.

3. 2020 Department of Health and Human Services-Delivery of Service Plan
Health and Humans Services (HHS) Director Fred Johnson highlighted some changes
made in the 2020 HHS Service Delivery Plan for the Board.
Questions and discussion followed.
Motion made by Supervisor Anderson to approve the 2020 Service Delivery Plan and
was seconded by Board Member Lindemann . A voice vote was taken and all
approved.

4. Centers for Medicaid and Medicare Service Heightened Scrutiny Approval for the
Kitty Rhoades Memorial Memory Care Center and the Orchard View Terrace
Centers for Medicaid and Medicare Services heightened scrutiny approval was received
on January 9, 2020. Betsy Genz, Director, Bureau of Adult Programs and Policy, Division
of Medicaid Services-Wisconsin Department of Health Services, indicated that the St.
Croix County facilities are the first in the state to receive heightened scrutiny approval.
Health and Human Services (HHS) Director Fred Johnson reviewed the approval packet
and discussed next steps of the Health Care Campus with the Board.
Director Johnson shared that he has verbally thanked Senator Baldwin and staff at the WI
Department of Health Services for their efforts in making this approval happen. The HHS
Board requests that Director Johnson draft a letter, on behalf of the Board, to thank them
in writing as well. Chair Ostness will sign the letter on behalf of the HHS Board.

5. ounty Health and Rehab
-Intoxicated Driver Program
Census and outpatient therapy data from the Health and Rehab Center campus was
reviewed with the Board, as well as the emergency bed report.
Behavioral Health (BH) Administrator/HHS Operations Manager Steve Kirt provided an
update on the wait time for appointments for the Intoxicated Driver Program (IDP). Due
to some staffing changes and the needed training, the wait time is a bit longer, but it is
anticipated this will come down again very soon.
Discussion.

6. St. Croix County Health and Human Services Department Activities Related Suicide in
the Community
This agenda item is before the Board tonight per a request by Supervisor Moothedan.
Information and discussion including a review of data and activities that the county is
involved with related to suicide in our community.
Health and Human Services Supervisor Kristin Newton, who works specifically within
Emergency Services, shared information on work she is aware of that is being done
around the suicide issues through Behavioral Health.
In 2015 St. Croix County Behavioral Health (BH) wrote for a grant on the Zero Suicide
Initiative. Though grant funds never came about, much of the tools and context of
this Zero Suicide Initiative, have been trained on and embedded in BH day to day
work. The initial hopes for these grant funds was to hire a coordinator to help bring
community partners together in addressing this issue. Many community entities were
interested in participating, but without funds this was never implemented.
Discussion and questions on what could be done to make this coordinated effort
happen. Should this be a priority and how can we fund this coordinator role? Is this a
budget item for 2021?
Further discussion had on ways to approach the suicide concerns as it is a complex
community issue with too few resources.
HHS Director Johnson shared that if the Board sees this coordinator role as a priority,
he could reach out to community partners, including Healthier Together, to see if
there is support of this and if they have ideas or any funding to make this
coordinated effort happen. Consensus of the Board is to ask that Director Johnson
do this outreach in the community and see if there is something more that can be
done. The Board would also like continued reports on progress made.

7. Community Health Needs Assessment and Implementation Plan 2020-2022
After a review of the Community Health Needs Assessment and Implementation Plan
2020-2022 at the January meeting, this agenda items was tabled to allow for additional
language to be put in regarding work being done in St. Croix County to address the
obesity problem in children.
Motion made by Board Member Lindemann to approve the Community Health Needs
Assessment and Implementation Plan 2020-2022, this was seconded by Supervisor
Moothedan. A voice vote was taken, a ll approved.

8. Communicable Disease Surveillance and Control Report
As part of the regular report on Communicable Disease Surveillance and Control , Public
Health Administrator Kelli Engen reviewed a power point to provide information to the
Board on the work and communication around the Coronovirus and flu in St. Croix
County.

9. Wisconsin Association of Local Health Departments and Boards-Wind Turbine
Workgroup Report
HHS Director Johnson reviewed the report that was drafted by the Wisconsin Association
of Local Health Departments and Boards (WAHLDAB) Wind Turbine workgroup. The
WAHLDAB workgroup will be sending a letter to the Wind Siting Council members, as
well as they are recommending that local Public Health Departments send a letter to
request that they meet.
Some discussion and questions.
The HHS Board asks that HHS Director Johnson draft a letter, on behalf of this Board,
and send to the Wind Siting Council members, as well as local legislators. The letter
will request that the Wind Siting Council schedules a meeting.

10. Health and Human Services Department and Veteran Services Department Financial
Report
Fiscal Manager Fay Strenke reviewed the budget packet with the Board.
Discussion and questions followed, in particular around the difficulty in getting
comparable year to year numbers due to the timing of receiving payments.

11. Medicaid Funded Crisis Intervention Services Regional Designation
HHS Director Johnson shared that these Medicaid Crisis funds was part of a strategic
plan goal for the County. An application has been submitted and staff participated in a
call with State partners.
Enhanced revenue is expected and this was discussed with the Board. The amount
estimated is approximately $40,000 in additional funds for Medicaid provided
emergency services.

REQUEST FOR FUTURE AGENDA ITEMS
No requests at this time.
Board Members are encouraged to contact HHS Chair Ostness or HHS Director Johnson if
something comes up before the next meeting.
ANNOUNCEMENTS & CORRESPONDENCE
Due to the election process the April Health and Human Services Board meeting will be
cancelled.
