Health & Human Services Board Regular Meeting February 12, 2020 5:00 PM Health and Human Services (HHS) Board Chair Dave Ostness asked the Board if after review of the Feb. 12, 2020 meeting minutes if any editing was needed. With nothing noted, Chair Ostness accepted the minutes as submitted. RESULT: ACCEPTED PUBLIC COMMENT Health and Human Services (HHS) Board Chair Dave Ostness opened the meeting to public comment for items on or off the agenda. A resident from the Town of Forest, addressed the Board regarding the improper siting of industrial wind turbines causes human health hazards. Included in public comment tonight, Facilities Director Jim Elsbury, County Board Chair Roger Larson, and Health and Human Services Board Chair Dave Ostness announced the upcoming retirement of Health and Human Services Director Fred Johnson and recognized him for his 28 years of service at St. Croix County. Johnson expressed his appreciation. Applause. BUSINESS ITEMS 1. -Term Support Home and Community Based Waiver Services- Children with Developmental or Physical Disabilities Children Services Administrator Julie Krings introduced Children Services Supervisor Dawn Campbell and several social workers from the Children Services Division. They shared a power point with the Board about the services provided through the children's long term support home and community-based waivers. Discussion and questions followed. RESULT: DISCUSSED 2. Birth to Three Innovation in Social-Emotional Development Grant Application Children Services Administrator Julie Krings updated the Board on the Birth to Three Innovation in Social - Emotional development grant application. If awarded, these funds will be used to implement several initiatives within Children Services. We should hear if we are receiving funds by the end of March. RESULT: DISCUSSED 3. Long Term Care Workforce Report Nursing Home Administrator Sandy Hackenmueller reviewed information regarding the Long Term Care Workforce Crisis and discussed things they have implemented at the Health Care Campus to try and address this, including offering certified nursing assistant classes, creating different shift options and bonuses. Discussion and questions followed. RESULT: DISCUSSED 4. -Intoxicated Driver Program HHS Director Fred Johnson provided the current Health Care Campus census, therapy numbers and emergency bed report as well as updated numbers for the Intoxicated Driver Program wait list. Johnson also announced to the Board the retirement of Behavioral Health Adminsitrator/HHS Director of Operations Steve Kirt, we wish him well. RESULT: DISCUSSED 5. Communicable Disease Surveillance and Control Report Public Health Supervisor Laurie Diaby-Gassama and Public Health Nurse Sue Lindberg updated the Board on the COVID 19 (Coronavirus) and the planning and preparation involved to address and respond to the issue. This situation will continue to evolve and Public Health is coordinating efforts with other county entities to keep residents and staff informed and safe as possible. The County website is being updated daily with current information and resources. Discussion and questions followed, in particular when the last full scale exercise and table top exercise was completed. Public Health will continue to provide the Board with updates. RESULT: DISCUSSED 6. Health and Human Services Department and Veteran Services Department Financial Report Fiscal Manager Fay Strenke reviewed the Health and Human Services financial reports. Starting this month financial reports will lag behind by two months in order to provide better year to year comparisons. RESULT: DISCUSSED 7. 2020 - 2022 Community Health Needs Assessment and Implementation Plan Suicide Prevention and Coordination of Mental Health Care Services in the Community Planning HHS Director Fred Johnson updated the Board regarding suicide prevention. He shared that an executive team, including hospitals, Untied Way and two health departments, met and there was support in collecting resources, which include hiring a coordinator to implement a collaborative effort to address suicide. This will also be put into the 2020- 2022 Community Health Improvement Plan. RESULT: DISCUSSED 8. 2019 Assembly Bill 443 and 2019 Senate Bill 405 Relating to Grant to a Hospital for Expanding Psychiatric Bed Capacity HHS Director Johnson updated the Board on the progress made at the state and federal level regarding the regional psychiatric bed need bills. The hope is it will be scheduled and supported by the Senate yet this month. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Nothing at this time. As always Board members are encouraged to contact HHS Director Johnson or HHS Board Chair Ostness if items arise. ANNOUNCEMENTS & CORRESPONDENCE *No response to the letter that was sent to the Wind Siting Council members, 2 letters were returned with one being resent. WALHDAB will reconvene soon and are considering sending a letter as well. *Thank you letters were mailed to the legislators for assistance on heightened scrutiny. * County Board Administrator Pat Thompson provided an update on the process of filling the HHS Director position being vacated by Fred Johnson. Interviews are being scheduled for March 19th and 23rd. *Reception for Fred Johnson as her retires on April 14th from 1-3 at SCCSC. *HHS Director Fred Johnson thanked the Board for their service and support throughout his years as Director. * Board Chair Dave Ostness thanked HHS Board members for their service as this is a last meeting for several of them. ADJOURN Health and Human Services Board Chair Dave Ostness called this March 11, 2020 meeting adjourned at approximately 6:44 PM. DATE OF NEXT MEETING Due to elections there is no April meeting scheduled. *Next meeting yet to be determined, possibly May 13, 2020 @ 5:00 PM, County Boardroom, Hudson
