CALL TO ORDER The May 13, 2020 meeting of the Health and Human Services (HHS) Board was called to order at approximately 5:00 PM by Supervisor Paulette Anderson as the designated convener for this Health and Human Services meeting. Health & Human Services Board Regular Meeting March 11, 2020 5:00 PM Convener Anderson asked if after review of the March 11, 2020 minutes if there are any corrections, additions, or deletions needed. With nothing noted Convener Anderson accepted the minutes as submitted. RESULT: ACCEPTED PUBLIC COMMENT Health and Human Services Board Convener Paulette Anderson opened the meeting to public comment for items on or off the agenda. A resident from the Town of Forest submitted an email and his written comment will be added into the minutes packet of this meeting. County Administrator Pat Thompson introduced and welcomed the new Health and Human Services Director Robert "Bob" Rohret. Mr. Rohret shared a few words and will officially start on June 8th. 1. Public Comment Written Submission for Public Comment at the May 13, 2020 HHS Meeting COMMENTS - Current Meeting: See public comment attached to the minutes packet. BUSINESS ITEMS 1. Election of Health and Human Services Board Chair Health and Human Services Board Convener Paulette Anderson asked for nominations for the Health and Human Services (HHS) Board Chair. Board Member Deb Lindemann nominated Supervisor Dave Ostness. No other nominations were made. A motion was made by Supervisor Ard and seconded by Board Member McGinnis to approve the election of Supervisor Ostness as Health and Human Services (HHS) Board Chair. A voice vote was taken and was unanimously approved. RESULT: APPROVED \[UNANIMOUS\] MOVER: Scottie Ard, Supervisor SECONDER: Paul McGinnis, Board Member AYES: Cathy Leaf, Dave Ostness, Scottie Ard, Greg Tellijohn, Paulette Anderson, Deb Lindemann, Natasha Ward, Paul McGinnis ABSENT: Carah Koch 2. Election of Health and Human Services Board Vice Chair Health and Human Services Board Chair Ostness took over the meeting and asked for nominations for Health and Human Services (HHS) Board Vice Chair. Board Member Deb Lindemann nominated Supervisor Paulette Anderson as Vice Chair. No other nominations were made. Supervisor Ard made a motion to approve a unanimous vote to elect Supervisor Anderson as HHS Board Vice Chair. A voice vote was taken and the election of Supervisor Anderson as Health and Human Services (HHS) Board Vice Chair was approved unanimously. RESULT: APPROVED \[UNANIMOUS\] MOVER: Scottie Ard, Supervisor AYES: Cathy Leaf, Dave Ostness, Scottie Ard, Greg Tellijohn, Paulette Anderson, Deb Lindemann, Natasha Ward, Paul McGinnis ABSENT: Carah Koch 3. Establish Meeting Schedule of the Health and Human Service Board After discussion among the Health and Human Services Board members, the consensus is to meet on the third Wednesday of each month @ 5:00 PM in the Government Center Boardroom, Hudson, Wisconsin. The next meeting will be June 17, 2020 at 5:00 PM. Supervisor Ard made a motion to approve holding HHS Board meetings on the 3rd Wednesday of each month at 5:00 PM, this was seconded by Supervisor Anderson. Voice vote was taken and all approved. RESULT: APPROVED \[UNANIMOUS\] MOVER: Scottie Ard, Supervisor SECONDER: Paulette Anderson, Supervisor-Vice Chair AYES: Cathy Leaf, Dave Ostness, Scottie Ard, Greg Tellijohn, Paulette Anderson, Deb Lindemann, Natasha Ward, Paul McGinnis ABSENT: Carah Koch 4. Communicable Disease Surveillance and Control Covid-19 Report An updated report regarding Public Health which highlighted their work on COVID 19 (Coronavirus) was provided by Public Health Administrator Kelli Engen and HHS Board Member Dr. Paul McGinnis. A power point was reviewed providing some of the updated data and information from St. Croix County (SCC) Public Health and the Centers for Disease Control & Prevention. (CDC). Discussion and questions followed. RESULT: DISCUSSED 5. Health and Human Services Department and Veteran Services Department Financial Report Fiscal Manager Fay Strenke informed new Board members how the financial reports are structured and reviewed the Health and Human Services finances with the Board. RESULT: DISCUSSED 6. Plan for New Health and Human Services Board Member Orientation Health and Human Services (HHS) Director Fred Johnson discussed with the HHS Board how orientation has been held in the past, but given the "Stay at Home" orders and social distancing, he asked how the Board would like to go about orientation this year. After discussion, Board members liked the idea of getting detailed information regarding all that makes up HHS as part of their regular meetings. Introductions were made around the room. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Health and Human Services (HHS) Board Chair Ostness asked if there are any requests for future agenda items. There is nothing at this time, but as always Board members are encouraged to contact the HHS Director Fred Johnson or HHS Board Chair Dave Ostness if items arise. ANNOUNCEMENTS & CORRESPONDENCE Nothing tonight * Federal funding - Coronavirus Aid, Relief and Economic Security (CARES) funding is to be distributed by the State. Any funding received would be included in financial reports and help support operations. * Additional data on Health Care Campus census, outpatient therapy, as well as the Behavioral Health intoxicated driver program waitlist are available, if Board members would like a copy you can reach out to Colleen Linder. ADJOURN Health and Human Services (HHS) Board Chair Ostness called this May 13, 2020 meeting of the HHS Board adjourned at approximately 6:20 PM. DATE OF NEXT MEETING Health and Human Services Board meetings will be held on the 3rd Wednesday of each month at 5:00 PM in the Government Center Boardroom, Hudson. Next meeting is June 17, 2020 @ 5:00 PM
