CALL TO ORDER The June 17, 2020 meeting of the Health and Human Services (HHS) Board was called to order at approximately 5:00 PM by HHS Board Chair Dave Ostness. Health & Human Services Board Regular Meeting May 13, 2020 5:00 PM Health and Human Services (HHS) Board Chair Dave Ostness asked the Board if after review of the May 13, 2020 meeting minutes if any editing was needed. With nothing noted, Chair Ostness accepted the minutes as submitted. RESULT: ACCEPTED PUBLIC COMMENT A resident from the Town of Forest, addressed the Board regarding concerns of improper siting for industrial wind turbines contributing to human health issues. Newly hired Health and Human Services Director Bob Rohret and the newly hired Public Information Officer Adam Kastonek introduced themselves to the Board. BUSINESS ITEMS 1. Open Public Participation Process-Review Letters and Take Public Testimony Related to the 2021 Health and Human Services Budget Health and Human Services Board Chair Dave Ostness informed everyone that the meeting is now open for input from the public related to the 2021 Health and Human Services Budget and Service Planning. Chair Ostness shared that there are a couple letters that have been submitted to be read into the record as well as one person that is present that would like to address the Board. Grace Place Director, Duana Bremer spoke to the Board regarding the work Grace Place does with the homeless and those struggling with mental health issues. She appreciates the relationship with St. Croix County Health and Human Services and asks for any continued financial support. Nicole Swanson, Vice President at Accurate Imaging, submitted a letter regarding the services they provide and looks forward to continuing services at the Health Care Campus. Agnes Ring, Executive Director at Family Resource Center in Baldwin, submitted a letter regarding their work with at risk children and families in St. Croix County (SCC). They appreciate the strong working relationship with SCC staff and asks for continued financial support. RESULT: DISCUSSED 2. Communicable Disease Surveillance and Control Report-COVID 19 Presentation An updated report from Public Health highlighting their work on COVID 19 (Coronavirus) was provided by Public Health Administrator Kelli Engen. A power point was reviewed providing some of the updated data and information regarding the ongoing response from St. Croix County (SCC) Public Health. Discussion and questions followed. RESULT: DISCUSSED 3. Health Care Campus Service Changes due to COVID-19 Health Care Campus Administrator, Sandy Hackenmueller, provided the Health and Human Services (HHS) Board an overview of the Health Care Campus service changes in response to COVID-19. RESULT: DISCUSSED 4. Presentation of the 2019 Health and Human Services Annual Report Health and Human Services(HHS) Director Bob Rohret, along with several of the HHS Division Administrators, reviewed and highlighted areas of the Health and Human Services 2019 Annual Report. Discussion and questions followed. RESULT: DISCUSSED 5. Health and Human Services Department and Veteran Services Department Financial Report Fiscal Manager Fay Strenke reviewed the Health and Human Services monthly financials with the Board. She highlighted that in a few areas the local revenues have been impacted due to the response to Covid 19. RESULT: DISCUSSED 6. Review of Capital Improvement Projects Assistant County Administrator Ken Witt reviewed the capital improvement plan with the Health and Human Services (HHS) Board and highlighted the requests submitted to the 5 year plan by HHS. RESULT: DISCUSSED 7. Health and Human Services Board Member Orientation Planning Health and Human Services (HHS) Director Bob Rohret discussed with the Board the plans for orienting them on the various divisions and programs within HHS. In the next few months, as part of the HHS agenda, division administrators will provide an overview of what they and their staff do. Board members agreed that this would provide them with useful information to increase their knowledge of all things HHS as well as help them connect the staff with the division they work within. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Health and Human Services (HHS) Board Chair Ostness asked if there are any requests for future agenda items. Board members are encouraged to contact the HHS Director Bob Rohret or HHS Board Chair Dave Ostness if items arise. * Discussion and data regarding the Mental Health, Drug and Alcohol and homelessness/underserved issues in St. Croix County. * Update on where things are at with the Wind Siting Council. * Information on how they are managing Covid-19 in the jail facility. ANNOUNCEMENTS & CORRESPONDENCE No announcements this evening. ADJOURN Health and Human Services (HHS) Board Chair Ostness called this June 17, 2020 meeting of the HHS Board adjourned at approximately 6:40 PM.
