CALL TO ORDER The July 15, 2020 meeting of the Health and Human Services (HHS) Board was called to order at approximately 5:00 PM by HHS Board Chair Dave Ostness. Health & Human Services Board Regular Meeting June 17, 2020 5:00 PM Health and Human Services (HHS) Board Chair Dave Ostness asked the Board if after review of the June 17, 2020 meeting minutes if any editing was needed. With nothing noted, Chair Ostness accepted the minutes as submitted. RESULT: ACCEPTED PUBLIC COMMENT Health and Human Services (HHS) Board Chair Dave Ostness opened the meeting to public comment for items on or off the agenda. A resident from the Town of Forest, addressed the Board regarding the potential health effects and improper siting of industrial wind turbines . BUSINESS ITEMS 1. Health and Human Services Board Orientation Presentations Informational power point presentations were provided by Health and Human Services Division Administrators from Economic Support, Children Services, and Behavioral Health for Health and Human Services Board orientation purposes. Ronda Brown, Economic Support Administrator reviewed a power point with the Board providing information on the work of this division and some data to support their good work. Julie Krings, Children Services Administrator also provided information via a power point for the Board, she highlighted the many programs within Children Services and the difficult and quality work that they do. Behavioral Health Interim Co-administrators Kristin DePrey and Kathy Huston along with Health and Human Services Supervisor Kristin Newton informed the Board of the various areas of focus within the Behavioral Health Division. Also, in response to a Board members request they provided information on how the Behavioral Health division works to address the needs of the underserved and homeless population in St. Croix County. Questions and discussion followed each presentation. HHS Board took a quick recess. RESULT: DISCUSSED 2. Public Health - Covid 19 Update A report from Public Health highlighting their work on COVID 19 (Coronavirus) was provided by Public Health Administrator Kelli Engen. A power point was reviewed providing some of the updated data and information regarding the ongoing response from St. Croix County (SCC) Public Health. Questions and discussion followed. Based on some Board Members concerns regarding the growing spread of COVID 19 in St. Croix County discussion was had on any potential action, such as an advisory, that this Board or County officials could take and how to best take such measures. No action was taken at this time, but the Board will be kept informed on any updates regarding COVID 19. RESULT: DISCUSSED 3. Pilot. Health and Human Services Director Bob Rohret provided information regarding a possible pilot project through Department of Health Services (DHS). The focus of this pilot is to address the needs of those youth and adults with significant substance use disorders and other co-occuring mental health/physical disorders to build a more integrated health care approach to access services and supports to assist their recovery. There will be 3 pilot sites approved within the state to serve as the hub to provide case management and other services as a continuum of care. A Request For Application (RFA) is due Aug. 24th and with Board support Director Rohret along with other division leadership will draft an application and submit. If St. Croix County is selected as a pilot site in October, we will work with DHS to develop an implementation plan and financial reimbursement structure for initiation of the pilot in March of 2021. Discussion and questions followed. A motion was made to move forward with the application for the "Hub and Spoke" Behavioral Health Home pilot program by Supervisor Ard and seconded by Supervisor Anderson. A voice vote was taken and all approved. Wind Siting Council Update Health and Human Services Director Bob Rohret provided a brief update regarding the Wind Citing Council. Nothing new to report and no further action by Wind Siting Council or response to the HHS Board's letter sent in February. Public Health Administrator Kelli Engen shared that the Wisconsin Association of Local Health Departments and Boards (WALHDAB) has been delayed in addressing this issue due to the pandemic taking priority. Motion by Supervisor Ard and a second by Supervisor Anderson to have HHS Director Rohret draft a letter to contact the Wind Siting Council and the individual board members to request some action based on the Public Service Commissions (PSC) statutory requirements. A voice vote was taken and all approved. Health and Human Services Monthly Financials Fiscal Manager Fay Strenke reviewed the Health and Human Services (HHS) monthly financials with the Board. She highlighted that state revenues are on track but in a few areas the local revenues are lower having been impacted due to the response to COVID 19. She is closely monitoring the reimbursement for tele-health as well as trying to bill items to the COVID grant funds whenever possible. Questions and discussion was had. Strenke shared that the audit work is almost complete so within a few months this report will be brought to the Board and also work continues on the HHS 2021 budget. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Health and Human Services (HHS) Board Chair Ostness asked if there are any requests for future agenda items. Board members are encouraged to contact the HHS Director Bob Rohret or HHS Board Chair Dave Ostness if items arise. ANNOUNCEMENTS & CORRESPONDENCE No announcements tonight.
