There will be no discussion or consideration of the proposed Communicable Disease Ordinance at this meeting. St. Croix County will hold a digital town hall on October 7 to give residents of St. Croix County time to provide comment and ask questions about the proposed ordinance. More information about the digital town hall will be available on the St. Croix County website <https://www.sccwi.gov/969/Proposed-Communicable-Disease-Ordinance>. To ensure the safety of everyone in attendance, all individuals attending in person will be subject to social distancing rules. The September 29, 2020 meeting of the Health and Human Services (HHS) Board was called to order at approximately 5:25 PM by HHS Board Chair Dave Ostness. Health & Human Services Board Regular Meeting August 19, 2020 5:00 PM Health and Human Services (HHS) Board Chair Dave Ostness asked the Board if after review of the Aug. 19, 2020 meeting minutes if any editing was needed. With nothing noted, Chair Ostness accepted the minutes as submitted. RESULT: ACCEPTED PUBLIC COMMENT Health and Human Services (HHS) Board Chair Dave Ostness opened the meeting to public comment for items on or off the agenda. A large crowd was in attendance tonight, of which a significant number of community members addressed the Board regarding the role of the Public Health Officer and the potential communicable disease ordinance. BUSINESS ITEMS 1. Financial Report August 2020 Fiscal Manager Fay Strenke reviewed the Health and Human Services (HHS) August monthly financials with the Board. The budget appears on track, though purchased services are running high. The Health Care campus is looking good with the Coronavirus Aid, Relief, and Economic Security Act (CARES) funding helping in covering extra expenses and lost revenue. Discussion was had and questions answered. RESULT: DISCUSSED 2. 2021 Private Pay Rates for St. Croix County Health Care Campus Health and Human Services Director Bob Rohret along with Health and Rehab Center Campus Administrator Sandy Hackenmueller provided an update on the proposed private pay rate increases for 2021 for the nursing home facility. With the Board's approval they are looking to increase the private pay rate by five dollars at the Skilled Care facility with no price changes to the Community Based Residential facilities. Also, the b ed hold rate will be increased to match the WI Medicaid rate. Discussion and questions. Motion to approve the increase in the 2021 private pay rates was made by Supervisor Koch and seconded by Supervisor Leaf. All approved. Review of 2021 Budget Request Interim County Administrator Ken Witt reviewed the 2021 Health and Human Services Budget requests. Witt highlighted that the Health and Human Services programs are growing and this shows in the budget requests. Increases can be seen in the staff step increases as well as in the health insurance areas. Other increased expenses are within the purchased services line, in particular in children services, mainly due to out of home placements. Out- of -home placement decisions are largely beyond our control as they are considered mandated services. Discussion was had, with questions asked regarding the potential need for the 2021 Public Health budget to be increased due to the COVID-19 response and how that could be handled. The Health Care Campus budget for 2021 is showing no significant changes. With the Medicare waiver approval the hope is that as the pandemic slows we can fill beds in the facility. The Health Care Campus operations are running in the black, which is mainly due to adjusted staffing patterns based on the census. Witt shared that Veterans Services has a small budget and runs their operations well. No significant changes just the normal increases. Discussion. Board members consensus is to be sure to have the ability to support Public Health as things change. This budget request will now go to the County Board of Supervisors. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS No requests at this time. Board members are encouraged to contact the HHS Board Chair Ostness or Director Rohret if items arise. ANNOUNCEMENTS & CORRESPONDENCE *Have started scheduled outside visits at the Health Center as well as intercom phone visits at the vestibules. They are also looking to see if there is some type of plan for possible scheduled inside visits as the weather gets colder. No COVID-19 in the facility! * Get your flu shots ADJOURN HHS Chair Ostness called this Sept., 29th meeting of the HHS Board adjourned at approximately 6:50 PM.
