Health and Human Services (HHS) Board Chair Dave Ostness called this February 17, 2021
Health and Human Services Board meeting to order at approximately 5:00 PM.

APPROVAL OF MINUTES
Health and Human Services (HHS) Board Chair Dave Ostness asked the Board if after review of
the minutes from the January 20, 2021 HHS Board meeting if any editing was needed. With
nothing noted the minutes were accepted as written.
1. Health & Human Services Board Regular Meeting January 20, 2021 5:00 PM
RESULT: ACCEPTED
PUBLIC COMMENT
Health and Human Services (HHS) Board Chair Dave Ostness opened the meeting to public
comment for items on or off the agenda. Chair Ostness informed that public comment will be
kept to 30 minutes.
Several community members addressed the Board via ZOOM regarding ongoing support of
this Board and Public Health as well as others sharing concerns and questions within the
community around various COVID-19 topics and the response to them.
BUSINESS ITEMS
1. Public Health Updates- Vaccine Planning and Distribution
Public Health Administrator Kelli Engen provided an update on where things are at with
the vaccination roll out process and Public Health's work in getting the vaccine's to St.
Croix County residents. Engen also reviewed the COVID-19 dashboard information and
the vaccination sign up form found on the County website.
Discussion and questions followed.

2. Health and Human Services Monthly Financials
Fiscal Manager Fay Strenke reviewed the monthly financial report with the Board.
Strenke shared that the majority of expenses have been entered for 2020, but we will
continue to receive revenue into year 2020 through March of 2021. This report shows
the start of year 2021, with very little to report at this time, though two very expensive
placements within Children Services are looking to end soon, so this should help the
purchased services line moving forward into 2021. Strenke also shared that the Nursing
Home audit will start in March.

3. Public Health Program Updates
Public Health Nutrition Manager Teresa Babich reviewed a power point with the Board to
inform and educate them about the Women, Infants, & Children (WIC) and other
programs in Public Health focused on fitness and nutrition in St. Croix County. Also,
Public Health Supervisor Laurie Diaby provided information on the Environmental Health
program work within Public Health.
Discussion and questions followed.
The Board thanked them for this report.

4. Medical Examiner's Office Data Report
Medical Examiner Patty Schachtner and Program Coordinator Marcy Wegleitner
reviewed data with the Board surrounding causes of death and related trends seen in St.
Croix County. Moving forward the Medical Examiner's office would like to work with
Public Health on the trends they see as possible areas of focus for Public Health to
address.
Questions and discussion followed. Schachtner will find some information on over
dose/accidental deaths and provide an update to the Board.
HHS Director Bob Rohret shared that he sees some untapped potential using this and
other various data to determine better interventions and wellness strategies which would
benefit us at Health and Human Services around future service design.

REQUEST FOR FUTURE AGENDA ITEMS
No requests tonight, but Board Members are encouraged to contact Chair Ostness or HHS
Director Rohret if topics arise.
ANNOUNCEMENTS & CORRESPONDENCE
* A new Medicaid benefit started on Feb. 1st that pays for treatment for 2 levels of residential
addiction care.
* Currently forming a provider meeting with multiple organizations that provide various
types of addiction care. Want to meet 1x each month to focus on the continuum of care for
addiction treatment and mental health services.
* Public Information Officer Adam Kastonek informed that the top visited sites on the
County web page include: The Dashboard, the new vaccine page, and COVID-19 landing
page.
