Public Health Epidemiologist Elle Klasen (Via Zoom), Public Information Officer (PIO) Adam Kastonek APPROVAL OF MINUTES 1.Health & Human Services Board Regular Meeting May 19, 20215:00 PM Health and Human Services (HHS) Board Chair Dave Ostness asked the Board if after review of the minutes from the May 19, 2021 HHS Board meeting if any editing was needed. With nothing noted the minutes were accepted as written. RESULT: ACCEPTED PUBLIC COMMENT Health and Human Services (HHS) Board Chair Ostness opened the meeting to public comment for items on or off the agenda. One member of the public addressed the Board regarding the COVID-19 vaccinations. BUSINESS ITEMS 1. Open Public Participation Process-Review Letters and Take Public Testimony Related to the 2022 Health and Human Services Budget Health and Human Services (HHS) Director Bob Rohret opened the floor for public participation and comments related to the 2022 Health and Human Services Budget and Service Planning. Health and Human Services Board Chair Ostness shared that there are a couple letters that have been submitted to be read into the record as well as one person that is present that would like to address the Board. Chair Ostness then introduced Agnes Ring. Agnes Ring, Director of Family Resource Center, spoke to the Board regarding the Family Resource Center programs available in St. Croix County. She would like to see the continued partnership with St. Croix County. Board Member Anderson then read additional letters submitted for public input by community members and service providers. RESULT: DISCUSSED 2. COVID-19 Updates on Disease Activity, Vaccine Distribution Efforts and Public Health Recommendations Public Health Epidemiologist Elle Klasen presented information to the Board regarding the St. Croix County Public Health updated health advisory, as well as the current infection and vaccination rates within St. Croix County. Board Member Dr. McGinnis also provided some input regarding the importance of vaccinations. RESULT: DISCUSSED 3. Review CIP County Administrator Ken Witt reviewed the 2022 Capital Improvement Plan (CIP) with the Board, related specifically to Health and Human Services (HHS) program requests. Discussion and questions followed. RESULT: DISCUSSED 4. Health and Human Services Monthly Financials Health and Human Services (HHS) Fiscal Manager Fay Strenke reviewed the financial report with the Board. Some highlights included: HHS has received all of the revenue for 2020, though the audit is still being completed so there could still be adjustments. Public Health continues to use some of the Limited Term Employee (LTE) positions, and this shows in their wages/fringes budget line, though there is additional funding to cover this. The Behavioral Health purchased services line is running a bit higher this year and may continue that way for a few months as there are a couple of clients in high cost placements. Comprehensive Community Services (CCS) referrals are increasing, and they are providing more services since school has been out. In Aging & Disability Resource Center/Aging you may notice variance which are mainly due to some adjustments in timing of payments. Health Center Campus as a whole is showing less revenue as the census is low. They continue to do outreach to work on increasing these numbers. Veteran's Services continues to do well. RESULT: DISCUSSED 5. Resolution Supporting Medicaid Expansion Proposed in the 2021-2023 Governor's Budget HHS Director Rohret presented the Resolution Supporting Medicaid Expansion Proposed in the 2021-2023 Governor's Budget and shared some explanation and reasoning in supporting this budget proposal. Supervisor Ard made a motion to approve the resolution; seconded by Supervisor Leaf. Supervisor Ard and Board Member McGinnis shared their perspective and experiences on the need to expand Medicaid and support this resolution. RESULT: RECOMMENDED \[UNANIMOUS\] MOVER: Scottie Ard, Supervisor SECONDER: Cathy Leaf, Supervisor AYES: Cathy Leaf, Carah Koch, Dave Ostness, Scottie Ard, Greg Tellijohn, Paulette Anderson, Deb Lindemann, Natasha Ward, Paul McGinnis REQUEST FOR FUTURE AGENDA ITEMS Chair Ostness asked for any future agenda items. Nothing was noted at this time, but Board members are encouraged to contact Chair Ostness or HHS Director Rohret if items come up. ANNOUNCEMENTS & CORRESPONDENCE Aging and Disability & Resource Center (ADRC) Administrator Beckman informed the Board that the ADRC will be re-opening five of the nine Senior Nutrition Sites on Monday, June 21st. The sites that will be re-opened are Baldwin, Deer Park, Roberts, Somerset, and Woodville. There is also additional transportation and activity options opening up so contact the ADRC or your local site if interested. HHS Director Rohret shared some announcements: * It is Economic Support Specialist week and wants to recognize the good work that they do * Completed interviews to hire a new Children Services Administrator * A Joint Finance Committee summary of actions was provided by the Wisconsin County Association (WCA) this afternoon and Rohret will share with HHS Board Members * Chair Ostness acknowledged the great work of all the HHS staff ADJOURN Chair Ostness called this June 16, 2021 meeting of the Health and Human Services Board adjourned at approximately 6:00 PM.
