Health and Human Services (HHS) Board Convener Dave Ostness called this May 18th, 2022
meeting to order at approximately 5:00 PM.

APPROVAL OF MINUTES
1. Health & Human Services Board Regular Meeting March 16, 2022 5:00 PM
Convener Ostness asked the Board if after the review of the minutes from the March 16,
2022 HHS meeting if any editing was needed. With nothing noted the minutes were
accepted as written.
RESULT: ACCEPTED
PUBLIC COMMENT
Convener Ostness opened the meeting to public comment for items on or off the agenda.
We had one member of the public address the Board wondering the status of an Health and
Human Services (HHS) Subcommittee. There is currently no plan for there to be an HHS
Subcommittee.
BUSINESS ITEMS
1. Welcome and Introduction of New Health & Human Services Board Members
Health and Human Services (HHS) Board Convener Dave Ostness introduced himself and
asked that other HHS Board Members around the table introduce themselves and each
share a little background information.
Welcome new members.
RESULT: DISCUSSED
2. Election of Health and Human Services Board Chair
Health and Human Services Board Convener Dave Ostness asked for nominations for the
Health and Human Services (HHS) Board Chair. Supervisor Anderson made a motion to
nominate Supervisor Tellijohn for HHS Board Chair. This motion was seconded by
Supervisor Barcalow. With no other nominations, Convener Ostness asked for a voice
vote and Supervisor Tellijohn was unanimously approved as the new HHS Board Chair.
RESULT: APPROVED \[UNANIMOUS\]

3. Election of Health and Human Services Board Vice-Chair
Newly elected Health and Human Services (HHS) Board Chair Tellijohn took over the
meeting and asked for nominations for HHS Board Vice Chair. Supervisor Lind made a
motion to nominate Supervisor Anderson as HHS Board Vice Chair, this motion was
seconded by Supervisor Barcalow. With no other nominations a voice vote was taken
and all approved the election of Supervisor Anderson as HHS Board Chair.
RESULT: APPROVED \[UNANIMOUS\]

4. Establish Meeting Schedule of the Health and Human Service Board
HHS Board Chair Tellijohn asked for input on the scheduling of the HHS Board meetings
moving forward. They are currently scheduled for the 3rd Wed. of each month at 5:00
PM.
A motion was made by Supervisor Leaf and seconded by Supervisor Anderson to keep
the HHS Board meetings at it's current day and time; 5:00 PM on the third Wednesday of
each month.
A voice vote was taken and all approved.

5. Resolution Supporting Youth Homelessness Demonstration Program (YHDP) Grant
Western Wisconsin Housing Navigator for Salvation Army Scottie Ard provided an
overview of this grant opportunity for the Board. The purpose of this grant is to
address youth homelessness in west central and rural north Wisconsin. Ard informed
that the biggest issue with youth homelessness is that shelters are few and far
between and not equipped to deal with those under the age of 18. An additional
issue is youth aging out of foster care and having no where to go. This grant will help
address all of these concerns. She is here tonight asking for support of this grant to
move forward to the full County Board and make St. Croix County an outstanding
county for receiving services from this grant. This grant is for nonprofit organizations,
is no cost to the county, and requires no matching funds.
Discussion followed with questions answered.
Supervisor Leaf made a motion to support this Youth Homelessness Demonstration
Grant, this motion was seconded by Supervisor Ostness. A voice vote was taken and
passed by a vote of 5 yes and 3 no's.

6. Health and Human Services Monthly Financials
Fiscal Manager Fay Strenke reviewed the monthly financials with the Board. Strenke
provided a little education for the new Board members on how to read these financial
reports and discussed the various programs that are within them.
RESULT: DISCUSSED
7. Presentation of the 2021 Health and Human Services Annual Report
Health & Human Services (HHS) Director Rohret introduced leadership staff from each
division within HHS and provided some highlights from the Annual Report regarding
staffing changes, program shifts to remote work, additional funding received and the
everyday work done within the various programs from each division during 2021.
Questions asked with answers provided by HHS staff.
RESULT: DISCUSSED

HHS Director Rohret reviewed and provided highlights from the Director's Report with
the Board. He informed on work with current initiatives at Health and Human Services
including use of grant funding that was received by the United Way of St. Croix Valley to
help address affordable housing and the work that has begun with that. He also shared
an update on the initiatives that the American Rescue Plan Act (ARPA) funds have been
used to get established as well us the discussions being had regarding the use of Opioid
Settlement Funds set to be allocated soon. Rohret also informed of the Mental Health
Symposium being planned for June 8th at Northwoods Technical College in New
Richmond. This symposium is an effort to engage the public in a discussion around
mental health, addiction, and suicide. In addition to this symposium Director Rohret will
be attending a National Judicial Task Force summit in Vermont as a representative from
the Wisconsin County Human Service Association (WCHSA). This summit is examining
the State Courts' Response to Mental Illness. His final reminder was the increase in
COVID-19 cases in St. Croix County and that testing, and vaccinations are still available at
the St. Croix County Services Center in New Richmond. Please see the County website for

Health and Human Services (HHS) Board Chair Tellijohn asked the Board for any requests for
future agenda items. With nothing noted, Board members are encouraged to contact HHS
Director Rohret or HHS Board Chair Greg Tellijohn if items arise.
