CALL TO ORDER
Health and Human Services (HHS) Board Chair Greg Tellijohn called this June 15, 2022 meeting
of the Health and Human Services Board to order at approximately 5:00 PM.

APPROVAL OF MINUTES
1. Health & Human Services Board Regular Meeting May 18, 2022 5:00 PM
HHS Board Chair Tellijohn asked the Board if after the review of the minutes from the
May 18, 2022 HHS meeting if any editing was needed. With nothing noted a Motion
was made by Supervisor Anderson to approve the minutes from the May 18, 2022
HHS Board meeting and was seconded by Supervisor Barcalow. A voice vote was
taken and all approved.

PUBLIC COMMENT
HHS Board Chair Tellijohn opened the meeting to Public Comment for items on or off the
agenda.
No public comment this evening.
BUSINESS ITEMS
1. Open Public Participation Process-Review Letters and Take Public Testimony Related
to the 2023 Health and Human Services Budget
Health and Human Services Board Chair Greg Tellijohn informed everyone that the
meeting is now open for input from the public related to the 2023 Health and Human
Services Budget and Service Planning. Chair Tellijohn shared that there is one letter that
has been submitted to be read into the record as well as one person that is present that
would like to address the Board.
Agnes Ring, Executive Director from Family Resource Center St. Croix Valley informed the
Board of the services they provide around early intervention for at - risk children and
families in St. Croix County. Ring thanked St. Croix County Health and Human Services
for the longstanding working relationship and for continued support.
Health and Human Services Board Vice Chair Anderson read a letter submitted from
River Falls Schools Superintendent regarding the need for additional mental health
resources for youth.

2. Resolution to Support the Reallocation of American Rescue Plan Act (ARPA) Funds
Behavioral Health Administrator Shar Lopez informed she is sitting in tonight for HHS
Director Rohret and shared some information regarding American Rescue Plan Act
(ARPA) funds. Lopez shared that this agenda item is here tonight to approve the
reallocation of $30,000 of the ARPA funds from Health and Human Services to the
Veteran Services Department. Lopez then introduced Phil Landgraf Veterans Services
Officer (VSO) from Veterans Services Department to share where he feels these
transferred funds, if approved, would be used.
Discussion and questions followed.
A motion was made by Supervisor Ostness to approve this resolution to reallocate
$30,000 of Health and Human Services American Rescue Plan Act funds to the
Veterans Services Department, motion was seconded by Board Member Lindemann.
A roll call vote was taken and motion was approved.

3. Health and Human Services Monthly Financials
Fiscal Manager Fay Strenke reviewed the monthly financials with the Board. Strenke
highlighted that several budget items that appear behind in revenues are ones that
finance is aware of and additional funding is expected to come in throughout the year.
Comprehensive Community Services (CCS), as anticipated, continues to grow and are
looking ahead of last year. In Children Services (CS) the purchased services line is running
a bit high with several out of home placements, but work is being done to address this
issue. Aging and Disability Resource Center (ADRC) revenues are running similar to last
year with additional state payments anticipated to come in. Strenke also informed that
once the revenues for the Health Care Campus (HCC) that missed this report are posted,
the HCC will be at a positive balance. Veterans Services is right on track with their
budget.

4. Review of the Health Care Campus Financials
Fiscal Manager Fay Strenke provided information regarding the Health Care Campus
(HCC), summarizing where things were at prior to COVID-19 and the impacts COVID-19
had at the Health Care Campus. There were many ways that the HCC was affected
financially; from the inability to accept admissions due to the statewide restrictions or
outbreak status, to the extra cost of Personal Protective Equipment (PPE), the extra cost
in providing ways that residents could connect with their families when in-person visiting
wasn't an option and then the additional barriers used when in-person visiting was first
reestablished.
The HCC applied for and received grants from Provider Relief Funds. The use of these
funds varied in many ways but were made available to cover the additional expenses as
well other financial losses due to COVID-19. Overall, the HCC ended in a negative
balance in 2019 & 2020, though the Skilled Nursing Unit had a positive balance due to
the additional funding received and the use of the fund balance. The HCC does not use
county tax levy for operations but utilizes the fund balance in years there are losses and
adds to the fund balance when there is a positive year-end balance. Currently per
discussion with the auditors, and after a few adjustments, the numbers for 2021 will likely
end up even across the board and 2022 continues to show a positive balance.
Health Care Campus Administrator Sandy Hackenmueller highlighted the creative things
they are doing to help with staffing/workforce issues as well as being available to answer
any questions.

5. 2023 Capital Improvement Plan (CIP) Budget
Finance Director Leah Simington informed the Board of the Capital Improvement Plan
(CIP) process and then reviewed the items in the plan that pertain to Health and Human
Services. After each standing committee has reviewed this document and updates have
been made, the entire Capital Improvement Plan will be before the County Board of
Supervisors in October for final approval.

REQUEST FOR FUTURE AGENDA ITEMS
Health and Human Services (HHS) Board Chair Tellijohn asked the Board for any requests for
future agenda items. Board members are encouraged to contact HHS Director Rohret or HHS
Board Chair Tellijohn if items arise.
* Presentation from various programs on what they do and the services they provide
* At some point would like to hear about the effectiveness of HHS divisions throughout the
pandemic
ANNOUNCEMENTS & CORRESPONDENCE
* ZOOM clause approved by the County Board of Supervisors will expire in June - no further
remote attendance approved
* Held the Mental Health Symposium on June 9th. About 30 people participated. There was
a speaker sharing information on his work with PTSD. They also provided many resources,
distributed 50 gun locks, and trained people on use of Narcan and gave out 24 kits. Thanks
to Northwoods for the use of the facility
* World Elder Abuse Day today, the pinwheel's out in front of the building are representing
283 referrals over the last year
* Senior Picnic on Friday the 17th in Roberts
* Family Resource Center luncheon on Friday June 24th from 11:30-1 at the St. Croix County
Services Center in New Richmond
