With nothing noted, the minutes were accepted as submitted. RESULT: ACCEPTED PUBLIC COMMENT HHS Board Chair Tellijohn opened the meeting to Public Comment for items on or off the agenda. No Public Comment. BUSINESS ITEMS 1. 2023 Proposed Rates for St. Croix County Health Care Center Skilled Nursing Facility Health and Human Services Director Bob Rohret and Nursing Home Administrator Sandy Hackenmueller reviewed the proposed 2023 rates for the St. Croix County Health Care Campus with the Board. These rate changes will include a private pay increase of fifteen dollars per day for the Skilled Nursing facility bringing it to $310 per day. No other changes to the rates are planned at this time. These rates are in line with other area facilities. A motion was made by Supervisor Leaf to approve the 2023 rate increases for the St. Croix County Health Care Campus and was seconded by Supervisor Ostness . A roll call vote was taken, all approved. Health and Human Services Monthly Financials Fiscal Manager Fay Strenke reviewed the monthly financials with the Board. In comparing Sept. 2022 to 2021, the revenues area down a bit, but is mainly due to timing of payments and shifting of internal positions. Strenke also reports t he Health Care Campus is doing well with revenues over expenses. Discussion and questions followed. RESULT: DISCUSSED 3. Health and Human Services Board Orientation Presentation As part of the ongoing Board orientation process Economic Support Administrator Ronda Brown reviewed a power point with the Board. Brown shared information about the staff within Economic Support and the details of how they fit within the Consortium model. She also informed of the 10 counties that make up the Great Rivers Consortium, which St. Croix County is part of, and provides agents within the call center. Brown then highlighted the various programs and services that they work with consumers on to determine their eligibility based on stringent guidelines, and also reviewed some data on the number of consumers served and the excellent performance of the Consortium. A few questions followed. RESULT: DISCUSSED 4. Review of Services Provided by Health and Human Services Health and Human Services (HHS) Director Rohret reviewed the mandated services spreadsheet with the HHS Board, informing of the programs administered under the Economic Support Division. Rohret discussed whether the services are mandated, the statutes connected, and the funding used to provide these services. RESULT: DISCUSSED 5. Update on Stakeholder Meetings Related to Healthy & Affordable Housing Health and Human Services (HHS) Director Rohret shared information and the background related to the formation of the stakeholder committee around housing issues in St. Croix County. The first meeting was held in May of 2022 and most recently they met on Oct. 6, 2022. The focus of this committee is on developing resources and policies to advance access to healthy and affordable housing in Pierce and St. Croix Counties. Rohret also informed of the various other ways that SCC HHS is assisting in supporting the most vulnerable residents to find resources -including housing. Once policies and plans are determined by this stakeholder committee Director Rohret will bring their recommendations back to this Board. RESULT: DISCUSSED REQUEST FOR FUTURE AGENDA ITEMS Health and Human Services (HHS) Board Chair Tellijohn asked the Board Members for any requests for future agenda items. Board Members are encouraged to contact HHS Director Rohret or HHS Board Chair Tellijohn if items arise. No requests tonight. ANNOUNCEMENTS & CORRESPONDENCE HHS Board Chair Tellijohn asked the Board if there are any announcements tonight. * Director Rohret welcomed Dr. Anwar as new member of HHS Board * SCC received ARPA funding to work with community partners and intentions are to spend these funds on holding free parent groups that are facilitated by Family Resource Center (715-684-4440) to provide curriculum on protective factors. These are held at the SCCSC and are open to families with children in kindergarten or younger. Also, plan to use some of these ARPA funds to support a Foster Parent Recruiting event that is being planned * Want to remind and reiterate of the lobby services for Economic Support (Foodshare, Badgercare, Child Care etc.) and the value in calling the Great Rivers Consortium (1-888- 283-0012) to get your eligibility application started. Paper applications are available at the St. Croix County Services Center (SCCSC) in New Richmond as well as phones and computers for consumers to use ADJOURN HHS Board Chair Tellijohn called this October 19, 2022 meeting of the HHS Board adjourned at approximately 6:00 PM.
